Racine County is a county in southeastern Wisconsin. As of the 2020 census, its population was 197,727, making it Wisconsin's fifth-most populous county. Its county seat is Racine. The county was founded in 1836, then a part of the Wisconsin Territory. Racine County comprises the Racine metropolitan statistical area. This area is part of the Milwaukee-Racine-Waukesha combined statistical area. David R. Giddings was an American surveyor, civil engineer, and Wisconsin pioneer. He served in the 2nd Wisconsin Territorial Assembly, representing the northeast quadrant of the Wisconsin Territory, and was a delegate to the first Wisconsin constitutional convention. He was responsible for the initial surveys of dozens of Wisconsin towns in Brown, Dodge, Fond du Lac, Kenosha, Racine, Sheboygan, and Winnebago counties.

George Woodruff Mitchell was a member of the Wisconsin State Senate as a Democrat. Mitchell represented the 20th District during the 1862 and 1863 sessions. He was born in St. Albans, Vermont and lived in Ripon, Wisconsin in the 1860s. He was also involved in the lumber and life insurance businesses. He died in Milwaukee and was buried there at Forest Home Cemetery.
