James P. McAnulty (sometimes McNulty) is an American diplomat who served as the U.S. Envoy to Somalia.
After the U.S. officially recognized the government of Somalia and reopened its Mission there in 2013 after some 22 years, [1] it continued to be represented in Somalia by a special envoy based at its embassy in Nairobi,Kenya and titled a Special Representative rather than by a U.S. Ambassador. McAnulty,a career foreign service officer (FSO) who joined the U.S. Foreign Service in 1983,was appointed the Mission's Special Representative to Somalia,and he was received as such by the Somalia government on August 26,2013. [2] [3] [4] McAnulty was last prior to being appointed the U.S. Special Representative to Somalia,the U.S. Deputy Chief of Missions in Nigeria. [5] A graduate of the United States Air Force Academy at Colorado Springs,Colorado,McAnulty served as a commissioned officer in the U.S. Air Force before joining the U.S. Foreign Service.
During McAnulty's tenure as envoy to Somalia,the U.S. has been accused by some of using heavy handed tactics to micromanage the country's affairs,even,of waging a "war" against the country,and being insensitive to its peoples' cultures and religious beliefs. [6] In his official capacity as U.S. Special Representative to Somalia,McAnulty in late 2015 threatened significant cuts in U.S. foreign aid to Somalia if its political infighting did not cease. [7] He cautioned Somalia president Silanyo against further delay of parliamentary elections,while tacitly threatening the withdrawal of aid if the elections were not held on schedule. [8] McAnulty condemned the August 22 and 23,2015 Al-Shabaab (militant group) attacks against the Somali National Army,Kenyan Defense Forces and civilians. [9] He also wrote an internet article urging cessation of and condemning the cultural practice of “genital mutilation”(female circumcision) in sub-Saharan Africa. [10] In August 2014,the Somali and U.S. governments reached an agreement in Washington stipulating that the United States would contribute $1.9 million toward security sector reform,development and capacity-building efforts in Somalia,which McAnulty signed on behalf of the U.S. government.
Female genital mutilation (FGM) is the cutting or removal of some or all of the vulva for non-medical reasons. FGM prevalence varies worldwide,but is majorly present in some countries of Africa,Asia and Middle East,and within their diasporas. As of 2024,UNICEF estimates that worldwide 230 million girls and women had been subjected to one or more types of FGM.

Ahmed Mohamed Mohamoud "Silanyo" is a Somaliland politician who was President of Somaliland from 2010 to 2017. He is a long-time member of the government,having served as Minister of Commerce of the Somali Republic,and among other Cabinet positions. During the 1980s,he also served as the Chairman of the Somali National Movement.
The Somali Civil War is an ongoing civil war that is taking place in Somalia. It grew out of resistance to the military junta which was led by Siad Barre during the 1980s. From 1988 to 1990,the Somali Armed Forces began engaging in combat against various armed rebel groups,including the Somali Salvation Democratic Front in the northeast,the Somali National Movement in the northwest,and the United Somali Congress in the south. The clan-based armed opposition groups overthrew the Barre government in 1991.

Omar Abdirashid Ali Sharmarke,popularly known as Omar Sharmarke,is a Somali diplomat and politician. From 2009 to 2010,he was the Prime Minister of Somalia. He subsequently briefly served as Somalia's Ambassador to the United States in 2014. In December 2014,Sharmarke was reappointed Prime Minister of Somalia. His term ended on 1 March 2017,and he was replaced by Hassan Ali Khaire.

Female genital mutilation (FGM),also known as female genital cutting (FGC),female genital mutilation/cutting (FGM/C) and female circumcision,is practiced in 30 countries in western,eastern,and north-eastern Africa,in parts of the Middle East and Asia,and within some immigrant communities in Europe,North America and Australia,aswell as in specific minority enclaves in areas such as South Asia and Russia. The WHO defines the practice as "all procedures that involve partial or total removal of the external female genitalia,or other injury to the female genital organs for non-medical reasons."
Hassan Sheikh Mohamud is a Somali politician who has served as the president of Somalia since May 2022,having previously held the office from 2012 to 2017. He is the founder and current chairman of the Union for Peace and Development Party. He was indirectly elected as President of the Federal Republic of Somalia on 15 May 2022,defeating the incumbent president Mohamed Abdullahi Mohamed. A civil and political rights activist,Hassan was previously a university professor and dean at SIMAD University,which he co-founded.

The Embassy of the United States of America to Somalia is a diplomatic mission of the United States in Mogadishu,Somalia from 1960 to 1991. In 1957,the US opened a consulate-general in Mogadishu—the capital of the Trust Territory of Somalia,a UN trusteeship under Italian administration. The consulate was upgraded to embassy status in July 1960,when the US recognized Somalia's independence and appointed an ambassador. The embassy served to counter Soviet influence during the Cold War and also served as a base for the United States Agency for International Development,which had a large presence in the country. In 1989,the embassy moved from a dilapidated building in central Mogadishu to a new compound on the outskirts of the city.
