James L. Repace is a Maryland-based biophysicist and scientific consultant known for publishing research on passive smoking. [1]

Education

Repace received his B.Sc. in 1962 and his M.Sc. in 1968, both in physics and both from the Polytechnic Institute of Brooklyn. [2]

Career

Repace served as a research physicist at the Naval Research Laboratory in the Ocean Sciences and Electronics Divisions, 1968 - 1979. He worked in the Office of Air and Radiation of the Environmental Protection Agency from 1979 to 1998. While there, he served on both the Air Policy and Indoor Air Staffs, as well as in the Exposure Analysis Division of the Office of Research and Development. He served as a consultant to the Occupational Safety and Health Administration in the U.S. Department of Labor, 1994–1995, on its proposed rule to regulate secondhand smoke and indoor air quality. He served as a Visiting Assistant Clinical Professor at the Tufts University School of Medicine from 2003 to 2011. [3] [4] [5] He also served as a consultant to the Stanford University Dept. of Civil & Environmental Engineering from 2006 to 2012. [6]

One of Repace's most prominent conclusions was that ventilation systems are ineffective at combating indoor secondhand smoke. In one study, Repace and associates surreptitiously took air quality measurements at restaurants in Delaware prior to and after a statewide smoking ban went into effect. [7] In another study, Repace found that displacement ventilation systems in restaurants with smoking and non-smoking sections did not keep airborne particulate matter to an acceptably low level in the non-smoking section, [8] and were far less effective than a smoking ban. [9] He is the author of a nonfiction book: Enemy No. 1 Waging The War On Secondhand Smoke. [10]

<span class="mw-page-title-main">Smoking ban</span> Law prohibiting tobacco smoking in a given space

Smoking bans, or smoke-free laws, are public policies, including criminal laws and occupational safety and health regulations, that prohibit tobacco smoking in certain spaces. The spaces most commonly affected by smoking bans are indoor workplaces and buildings open to the public such as restaurants, bars, office buildings, schools, retail stores, hospitals, libraries, transport facilities, and government buildings, in addition to public transport vehicles such as aircraft, buses, watercraft, and trains. However, laws may also prohibit smoking in outdoor areas such as parks, beaches, pedestrian plazas, college and hospital campuses, and within a certain distance from the entrance to a building, and in some cases, private vehicles and multi-unit residences.

<span class="mw-page-title-main">Passive smoking</span> Inhalation of tobacco smoke by persons other than the intended active smoker

Passive smoking is the inhalation of tobacco smoke, called passive smoke, secondhand smoke (SHS) or environmental tobacco smoke (ETS), by individuals other than the active smoker. It occurs when tobacco smoke diffuses into the surrounding atmosphere as an aerosol pollutant, which leads to its inhalation by nearby bystanders within the same environment. Exposure to secondhand tobacco smoke causes many of the same diseases caused by active tobacco smoking, although to a lower prevalence due to the reduced concentration of smoke that enters the airway. The health risks of secondhand smoke are a matter of scientific consensus, and have been a major motivation for anti-smoking laws in workplaces and indoor venues, including smoke-free restaurants, bars and night clubs, as well as some open public spaces.

Chain smoking is the practice of smoking several cigarettes in succession, sometimes using the ember of a finishing cigarette to light the next. The term chain smoker often also refers to a person who smokes relatively constantly, though not necessarily chaining each cigarette. The term applies primarily to cigarettes, although it can be used to describe incessant cigar and pipe smoking as well as vaping. It is a common indicator of addiction.

A gas stove is a stove that is fuelled by combustible gas such as syngas, natural gas, propane, butane, liquefied petroleum gas or other flammable gas. Before the advent of gas, cooking stoves relied on solid fuels such as coal or wood. The first gas stoves were developed in the 1820s and a gas stove factory was established in England in 1836. This new cooking technology had the advantage of being easily adjustable and could be turned off when not in use. The gas stove, however, did not become a commercial success until the 1880s, by which time supplies of piped gas were available in cities and large towns in Britain. The stoves became widespread on the European Continent and in the United States in the early 20th century.

<span class="mw-page-title-main">Smoke-Free Air Act</span> New Jersey law banning smoking in many places

The New Jersey Smoke-Free Air Act is a comprehensive smoking ban that took effect in New Jersey on April 15, 2006. The law prohibits smoking in most workplaces as well as in indoor public areas. The Act has been amended a number of times including in 2009 to extend the ban to electronic smoking devices and in 2018 to extend the ban to public parks and beaches. A notable exception to the smoking ban is in casinos, but legislation to remove this exception is currently pending in the New Jersey Legislature. The New Jersey Smoke-Free Air Act also allows municipalities to enact their own restrictions on smoking.

Third-hand smoke is contamination by tobacco smoke that lingers following the extinguishing of a cigarette, cigar, or other combustible tobacco product. First-hand smoke refers to what is inhaled into the smoker's own lungs, while second-hand smoke is a mixture of exhaled smoke and other substances leaving the smoldering end of the cigarette that enters the atmosphere and can be inhaled by others. Third-hand smoke or "THS" is a neologism coined by a research team from the Dana–Farber/Harvard Cancer Center, where "third-hand" is a reference to the smoking residue on surfaces after "second-hand smoke" has cleared out.

Smoking bans in private vehicles are enacted to protect passengers from secondhand smoke and to increase road traffic safety, e.g. by preventing the driver from being distracted by the act of smoking. Smoking bans in private vehicles are less common than bans extended to public transport or vehicles used during work, like trucks or police cars.

<span class="mw-page-title-main">Smoking in Taiwan</span>

Smoking in Taiwan is regulated by the Tobacco Hazards Prevention Act (Taiwan). Tobacco advertising is banned, and smoking is banned in all indoor public places. Taiwan was the second Asian country to institute an indoor smoking ban, after Bhutan. The Government of Taiwan is planning to extend the smoking ban to cars, motorbikes, and pedestrians.

Smoking in China is prevalent, as the People's Republic of China is the world's largest consumer and producer of tobacco. As of 2022, there are around 300 million Chinese smokers, and 2.4 trillion cigarettes are sold there every year, 46% of the world total.

The Center for Indoor Air Research was a tobacco industry front group established by three American tobacco companies—Philip Morris, R.J. Reynolds, and Lorillard—in Linthicum, Maryland, in 1988. The organization funded research on indoor air pollution, some of which pertained to passive smoking and some of which did not. It also funded research pertaining to causes of lung cancer other than passive smoking, such as diet. The organization disbanded in 1998 as a result of the Tobacco Master Settlement Agreement.

Smoke-Free Multi-Unit Housing refers to a ban on smoking tobacco products in multiple‐unit or multi‐unit housing (MUH) complexes, which are defined as a public or private building, or portion thereof, containing two or more dwelling or other housing units including, but not limited to, a building with live/work units, apartment buildings, condominiums, senior citizen residences, nursing homes, housekeeping room/units, residential or single room occupancy hotels, and other multi-unit residential dwellings, group housing, or boarding facilities. According to recent estimates, within the United States, roughly 80 million residents live in multi-unit housing complexes and more than 1 in 3 renters are exposed to secondhand smoke.

<span class="mw-page-title-main">Tobacco-free college campuses</span>

Tobacco-free college campuses are colleges and universities that have implemented policies prohibiting the use of tobacco products at all indoor and outdoor campus locations. Tobacco is known to be harmful to the health of smokers, bystanders, and the environment. Since this issue was first recognized, colleges have been creating policies for tobacco use on campus in an effort to improve health standards, provide more enjoyable campus conditions, and to reduce the negative environmental effects of tobacco.

The Oregon Indoor Clean Air Act, also known as the Smokefree Workplace Law, is a measure passed in 1981 by the US State of Oregon prohibiting smoking in public indoor places except in certain designated smoking areas. The objective is to protect non-smokers in confined areas from second-hand smoke. Beginning on January 1, 2016, the law was extended to cover "inhalant delivery systems" such as e-cigarettes.

There are unique occupational health issues in the casino industry, many of which are attributed to repetitive tasks and long-term exposures to hazards in the casino environment. Among these issues are cancers resulting from exposure to second-hand tobacco smoke, musculoskeletal injury (MSI) from repetitive motion injuries while running table games over many hours, and health issues associated with shift work. Safety and regulatory agencies in the United States have implemented regulatory measures to address the specific risks associated with workers in the casino industry, and have made efforts to identify additional possible risks to casino workers, including noise-induced hearing loss and heavy metal poisoning from exposure to dust from coins.

Sally Katharine Hammond is a Professor of Environmental Health Sciences and Associate Dean of Academic Affairs at the UC Berkeley School of Public Health. Her research considers the impact of pollution and passive smoking on public health. It resulted in the Federal Aviation Administration issuing a ban on smoking on aeroplanes. Hammond serves on the World Health Organization study group on Tobacco Product Regulation.
