James M. Taylor is president of the Heartland Institute,a libertarian and conservative [1] nonprofit think tank founded in Illinois in 1984. [2] [3]
Taylor earned a bachelor's degree in government from,and studied atmospheric science while a student at,Dartmouth College. He earned a JD from Syracuse University. [4] [5]
Taylor has studied and communicated about climate and energy policy for more than 20 years, [6] was founding director of Heartland’s Arthur B. Robinson Center for Climate and Environmental Policy [7] and,from 2001 to 2014,was the managing editor of the Heartland Institute-published Environment &Climate News. He is the former president and CEO of The Heartland Institute,an American nonprofit conservative and libertarian public policy think tank based in Arlington Heights,Illinois. He retired as president and CEO in July 2017 when former Congressman Tim Huelskamp took over those roles in the organization. Huelskamp was followed as president at Heartland by Frank Lasee in 2019,and then James Taylor in 2020.

Naomi Seibt is a German political activist,known as a climate change denier and for her opposition to climate activist Greta Thunberg. Until April 2020,she was employed by the Heartland Institute,an American conservative and right-wing public policy think tank that marketed her as the "anti-Greta". She has spoken at multiple events organized by conservative think tanks and has self-identified as a libertarian and an anarcho-capitalist. Seibt also describes herself as a "climate realist" and has denied allegations that she is a "puppet of the right wing or the climate deniers or the Heartland Institute".
