Jawad Salem Al Arrayed (born 1941) is a lawyer and former cabinet member in Bahrain. Currently,he is President of the Ministerial Committee for Legal Affairs (effectively,the General Counsel to the Cabinet) and former deputy prime minister [1] in the Kingdom of Bahrain. [2]
Arrayed was born in 1940 in Manama. [3] He holds a degree in English literature,which he received from Cairo University. In addition,he also holds a law degree,which he obtained from Leeds University. [3]
Public Service
Arrayed was a public prosecutor from 1969 to 1971. He became labor and social affairs minister in 1971 and minister of state for cabinet affairs from 1972 to 1982. [3] Next he was appointed health minister in 1982. [3] His tenure as health minister lasted until 1995. [4] He was then appointed as minister f state for municipalities and environmental affairs in June 1995. [3]
National Claims for the Hawar Islands
As one of the highest ranking Bahrainis educated and trained as a lawyer,Al Arrayed advised Isa bin Salman Al Khalifa and his government on the emirate's legal battle with Qatar over the Hawar Islands. In that international dispute,Al Arayyed submitted to the International Court of Justice that Bahrain is sovereign over the Hawar Islands,including Janan and Hadd Janan. [5] Bahrain,as a result of the work and advocacy by Minister Al Arrayed and its other legal advisers,ultimately prevailed at the ICJ,and these islands were recognized by the community of nations as belonging to Bahrain. Other Cabinet Positions
Al Arrayed served as municipality minister from 1999 to November 2002. [7] He was appointed Minister of Justice on 11 November 2002. [7] His term lasted until 2005 and he was replaced by Mohammed Ali Sitri. [8] During this period he was also advisor to the prime minister for legal affairs.[ citation needed ]
He was appointed Deputy Prime Minister of Bahrain in the reshuffle on 11 December 2006 that followed the victory of Shia Islamist party,Al Wefaq,in parliamentary elections.[ citation needed ] He replaced a member of the royal family,Abdullah bin Khalid Al Khalifa,in the post. Arrayed is also president of the ministerial committee for legal affairs. [9]
The Hawar Islands are an archipelago of desert islands;all but one are owned by Bahrain,while the southern,small,and uninhabited Jinan Island is administered by Qatar as part of its Al-Shahaniya municipality. The archipelago is situated off the west coast of Qatar in the Gulf of Bahrain of the Persian Gulf.
Politics of Bahrain has since 2002 taken place in a framework of a constitutional monarchy where the government is appointed by the King of Bahrain,King Hamad bin Isa Al Khalifa. The head of the government since 2020 is Crown Prince Salman bin Hamad Al Khalifa,who became Prime Minister following the death of Khalifa bin Salman Al Khalifa,and who also serves as Deputy Commander of the Bahrain Defence Force. The parliament is a bicameral legislature,with the Council of Representatives elected by universal suffrage,and the Consultative Council appointed directly by the king.
Khalifa bin Salman Al Khalifa was a Bahraini royal and politician who served as the Prime Minister of Bahrain from 10 January 1970 until his death in 2020. He took office over a year before Bahrain's independence on 15 August 1971. He was the longest-serving prime minister in the world. Under the 2002 Constitution he lost some of his powers,with the King now having the authority to appoint and dismiss ministers.
Mohammad bin Mubarak Al Khalifa is a Bahraini politician and a member of the Bahrain's royal family. He served as Bahrain's Minister of Foreign Affairs from 1969 to 2005,and then as one of the Deputy Prime Ministers from November 2002 until 21 November 2022.
The House of Khalifa is the ruling family of the Kingdom of Bahrain. The Al Khalifas profess Sunni Islam and belong to the Anizah tribe. Some members of this tribe joined the Utub alliance which migrated from Najd in central Arabia to Kuwait,then ruled all of Qatar,more specifically Al Zubarah,which they built and ruled over before settling in Bahrain in the early 17th century. The current head of the family is King Hamad bin Isa Al Khalifa,who became the Emir of Bahrain in 1999 and proclaimed himself King of Bahrain in 2002,in fact becoming a constitutional monarch.
The Southern Governorate has the largest area of the four governorates of Bahrain. It includes parts of Bahrain's old municipalities –Al Mintaqah al Gharbiyah,Ar Rifa' wa al Mintaqah al Janubiyah,and Juzur Hawar. It has the second smallest population of the governorates on Bahrain after Al Muharraq.
Salman bin Hamad bin Isa Al Khalifa is Crown Prince and Prime Minister of Bahrain. He is also the deputy supreme commander of the Bahrain Defence Force.

The Cabinet of Bahrain is the chief executive body of the Kingdom of Bahrain. According to Article 32 (b) of the 2002 Constitution,"executive authority is vested in the King together with the Council of Ministers and Ministers". The Council of Ministers (Cabinet) is appointed directly by the King . Bahrain has had only two Prime Ministers since the country's independence in 1971,Khalifah ibn Sulman al-Khalifah,the uncle of the reigning King Hamad ibn Isa al-Khalifah. Khalifah ibn Sulman al-Khalifah died on 11 November 2020,and was succeeded by the King's son,Crown Prince Salman. As of 2010,roughly half of the cabinet ministers have been selected from the Al Khalifa family,including the Minister of Defence,Minister of Interior,Minister of Foreign Affairs,Minister of Finance,and Minister of Justice and Islamic Affairs.
The Supreme Defense Council (SDC) is Bahrain's highest defense authority responsible for making highest level of decisions regarding defense and security. It consist of 14 members,all of whom are drawn from the Al Khalifa ruling family.
The Information Affairs Authority (IAA) is Bahrain's ministry of information that was formed in July 2010. The president of IAA is appointed directly by the King of Bahrain and has the rank of a minister in the Bahrain government. From July 2010 to 2012,Fawaz bin Mohammed bin Khalifa Al Khalifa was President of IAA. In 2012,he relinquished the position to take up an appointment as Minister of State for Communication,and Sameera Rajab was appointed in his place.

Al Khawalid,also spelled Al Khawaled,is a branch of the House of Khalifa,the ruling family of Bahrain. Al Khawalid is most often used to refer collectively to descendants of Khalid bin Ali Al Khalifa,which they are named after.
