Jehovah's Witnesses in Singapore

The Bible Student movement from which Jehovah's Witnesses developed has been present in Singapore since 1912, although their right to practise and propagate their religion, as enshrined in Article 15 of the Constitution of Singapore, is not absolute. The Singapore Congregation of Jehovah's Witnesses was deregistered as a society in 1972; many Witnesses have been imprisoned for refusing to be conscripted into the Singapore Armed Forces.

History

The Watch Tower Society began its operations in Singapore in 1912, [1] when the country was still under British rule. The segment of the Bible Student movement associated with the Watch Tower Society eventually became known as Jehovah's Witnesses. On 17 January 1941, all publications by the Watch Tower Bible and Tract Society of Pennsylvania were banned, as a result of Jehovah's Witnesses' persistent refusal to enlist in the Allied Forces in World War II. [2] In 1960, Jehovah's Witnesses were officially registered as a society under the Societies Ordinance Act of 1890. [2] However, on 14 January 1972, the Singapore Congregation of Jehovah's Witnesses was deregistered for being "prejudicial to public welfare and order", [3] with their refusal to take part in mandatory military service being cited as an aggravating factor. [4] According to the Ministry of Home Affairs, there were around three hundred Jehovah's Witnesses in the country at the time. [5]

Since the deregistration of the Singapore Congregation of Jehovah's Witnesses, all Witnesses who refuse to serve in the military—around six men annually—have faced imprisonment under the Enlistment Act 1970, but none of these men have incurred permanent criminal records as of 2021. [6] During a parliamentary debate on conscription in Singapore, Minister of Trade and Industry Lee Hsien Loong noted that Jehovah's Witnesses had "great courage of conviction":

... each year a few dozen young men who are Jehovah's Witnesses have to be court-martialed because they refuse to do national service and they are sentenced to detention... After two years they are released. The enlistment order is served upon them again, they refuse again, we court-martial them again, they go and serve a second period of detention until, after two periods, we say, "Well, we call it quits. That is equivalent to your having served national service." [7]

Jehovah's Witnesses experienced a resurgence in the 1990s, when they began to operate under the International Bible Students Association. [8] [9] In 1994, there were some 2,000 Jehovah's Witnesses in the country, [10] most of whom were aged between 20 and 50. [11] On 24 February 1995 at 20:50 local time, [11] as part of "Operation Hope", [12] the Singapore Police Force raided four residences in Marsiling Crescent, Braddell Hill, Sims Avenue, and Saujana Road that served as regular meeting points for Jehovah's Witnesses. Numerous banned Watch Tower Society and International Bible Students' Association publications were seized and 69 Witnesses were arrested. [11]

The maximum penalty for attending a meeting of an unlawful society at the time was three years' imprisonment and a S$3,000 fine. [11] Between November and December 1995, 62 of the 69 arrested Witnesses were tried for and found guilty of attending illegal gatherings. They were all fined, although many elected to be imprisoned instead. [13]

On 2 July 1992, four Jehovah's Witnesses—Colin Chan Hiang Leng, Aw Lee Eng, Isaiah Pandapotan Tampubolon, and Wan Kum Seng—were found guilty of possessing banned Watch Tower Society publications and were each handed fines ranging from S$400 to S$800. [10] In Chan Hiang Leng Colin and others v. Minister for Information and the Arts (1994), the High Court declined to recognise Jehovah's Witnesses as a "religious minority" whose rights were protected under Article 152(1) of the Constitution [lower-alpha 1] since they were a banned organisation. [15]

Moreover, the right to practise or propagate one's religion in Singapore, as set forth in Article 15(1) of the Constitution, is not absolute. [16] The Court of Appeal affirmed in Chan (1996) that the religious beliefs of male Jehovah's Witnesses in the country could not exempt them from conscription into the Singapore Armed Forces. At the same time, it argued that "A citizen's right to profess, practise, or propagate his religious beliefs, even as (a) Jehovah's Witness, has not been taken away. It is the manner of carrying out these activities that is circumscribed by the relevant orders." [16] It concluded that national service was a "fundamental tenet" and that "religious beliefs and practices which run counter to ... the sovereignty, integrity, and unity of Singapore ... must be restrained." [17] Canadian Queen's Counsel Glen How opined on the apellants' behalf that Jehovah's Witnesses in Singapore had been too severely punished; Chief Justice Yong Pung How remarked that How "lived in a cartoon world". [18]

On 1 November 1994, Peter Williams Nappalli, a teacher at the Institute of Technical Education (ITE), was fired for repeatedly refusing to recite the national pledge or sing the national anthem at school because of his beliefs as a Jehovah's Witness. [19] [20] Nappalli subsequently sued the ITE for wrongful dismissal but his claim was rejected by the High Court on 22 October 1998. [21] The Court of Appeal dismissed his appeal a year later and argued that his actions were not religious, but "philosophical", [22] and that they "(distorted) secular fact into religious belief". [23] It further maintained that he had no right to constitutional protection under Article 15, since "Article 15 taken as a whole demonstrates that the paramount concern of the Constitution is a statement of citizen's rights framed in a wider social context of maintaining unity as one nation." [20] In the court's view, the appellant's actions demonstrated a lack of "allegiance to the nation" and therefore jeopardised national unity. [24]

Jehovah's Witnesses have been criticized by adherents of mainstream Christianity, members of the medical community, former Jehovah's Witnesses, and commentators with regard to their beliefs and practices. The Jehovah's Witness movement's leaders have been accused of practicing doctrinal inconsistencies and making doctrinal reversals, making failed predictions, mistranslating the Bible, harshly treating former Jehovah's Witnesses, and leading the Jehovah's Witness movement in an authoritarian and coercive manner. Jehovah's Witnesses have also been criticized because they reject blood transfusions, even in life-threatening medical situations, and for failing to report cases of sexual abuse to the authorities. Many of the claims are denied by Jehovah's Witnesses and some have also been disputed by courts and religious scholars.

Joseph Franklin Rutherford, also known as Judge Rutherford, was an American religious leader and the second president of the incorporated Watch Tower Bible and Tract Society. He played a primary role in the organization and doctrinal development of Jehovah's Witnesses, which emerged from the Bible Student movement established by Charles Taze Russell.

The Watchtower Announcing Jehovah's Kingdom is an illustrated religious magazine, published by the Watch Tower Bible and Tract Society of Pennsylvania. Jehovah's Witnesses distribute The Watchtower—Public Edition, along with its companion magazine, Awake!.

Jehovah's Witnesses believe that God's kingdom is a literal government in heaven, ruled by Jesus Christ and 144,000 "spirit-anointed" Christians drawn from the earth, which they associate with Jesus' reference to a "new covenant". The kingdom is viewed as the means by which God will accomplish his original purpose for the earth, transforming it into a paradise without sickness or death. It is said to have been the focal point of Jesus' ministry on earth. They believe the kingdom was established in heaven in 1914, and that Jehovah's Witnesses serve as the kingdom's representatives on earth.

The Watch Tower Bible and Tract Society produces a significant amount of printed and electronic literature, primarily for use by Jehovah's Witnesses. Their best known publications are the magazines, The Watchtower and Awake!

The beliefs and practices of Jehovah's Witnesses have engendered controversy throughout their history. Consequently, the denomination has been opposed by local governments, communities, and religious groups. Many Christian denominations consider the interpretations and doctrines of Jehovah's Witnesses heretical, and some professors of religion have classified the denomination as a cult.

Jehovah's Witnesses believe that the Bible prohibits Christians from accepting blood transfusions. Their literature states that, "'abstaining from ... blood' means not accepting blood transfusions and not donating or storing their own blood for transfusion." The belief is based on an interpretation of scripture that differs from other Christian denominations. It is one of the doctrines for which Jehovah's Witnesses are best known.

Jehovah's Witnesses originated as a branch of the Bible Student movement, which developed in the United States in the 1870s among followers of Christian restorationist minister Charles Taze Russell. Bible Student missionaries were sent to England in 1881 and the first overseas branch was opened in London in 1900. The group took on the name International Bible Students Association and by 1914 it was also active in Canada, Germany, Australia and other countries.

Jehovah's Witnesses employ various levels of congregational discipline as formal controls administered by congregation elders. Members who engage in conduct that is considered inappropriate may be counseled privately by elders, and congregational responsibilities may be withheld or restricted.

<span class="mw-page-title-main">Christianity in Russia</span>

Christianity in Russia is the most widely professed religion in the country. The largest tradition is the Russian Orthodox Church. According to official sources, there are 170 eparchies of the Russian Orthodox Church, 145 of which are grouped in metropolitanates. There are from 500,000 to one million Old Believers, who represent an older form of Russian Orthodox Christianity, and who separated from the Orthodox Church in the 17th century as a protest against Patriarch Nikon's church reforms.

Throughout the history of Jehovah's Witnesses, their beliefs, doctrines, policies and practices have engendered controversy and opposition from governments, communities, and religious groups. Many Christian denominations consider their doctrines to be heretical, and some religious leaders have labeled Jehovah's Witnesses a cult. Members of the denomination have also met with objection from governments for refusing to serve in the military, particularly in times of war. Many individuals consider their door-to-door preaching to be intrusive. These issues have led to persecution of Jehovah's Witnesses in various countries, including the United States.

Jehovah's Witnesses suffered religious persecution in Nazi Germany between 1933 and 1945 after refusing to perform military service, join Nazi organizations, or give allegiance to the Hitler regime. An estimated 10,000 Witnesses were sent to Nazi concentration camps. It is estimated that between 2,000 and 5,000 died in custody, including 250 who were executed. They were the first Christian denomination banned by the Nazi government and the most extensively and intensively persecuted.

Jehovah's Witnesses experienced religious persecution in Canada during World War II because of their evangelical fervour and objection to compulsory military service. In 1940, Jehovah's Witnesses were banned as an illegal organization under the War Measures Act.

Freedom of religion in Singapore is a guaranteed constitutionally protected right. Article 15 of the Constitution of Singapore states: "Every person has the right to profess and practise his religion and to propagate it." and allows believers the freedom to assemble and worship without limitation or interference.

Public Prosecutor is a 1994 judgment of the High Court of Singapore delivered by Chief Justice Yong Pung How which held that orders issued by the Government deregistering the Singapore Congregation of Jehovah's Witnesses under the Societies Act and banning works published by the Watch Tower Bible and Tract Society ("WTBTS") under the Undesirable Publications Act did not violate the right to freedom of religion guaranteed by Article 15(1) of the Constitution of Singapore.

The persecution of Jehovah's Witnesses in Russia refers to the Russian government's persecution of the Jehovah's Witnesses religious group. Following the collapse of the Soviet Union in 1991, Jehovah's Witnesses became legal after a long period of being banned, though have still faced widespread government interference in their activities. Jehovah's Witnesses were deported en masse to Siberia in 1951 under Stalin via Operation North.
