James P. Walsh (born 1949) is a businessperson and former politician in Newfoundland and Labrador. He represented Conception Bay East – Bell Island in the Newfoundland House of Assembly from 1989 to 2003. [1] [2]

He was born in Corner Brook, Newfoundland and Labrador. Walsh married Barbara Best; the couple had four children. [3] Before entering politics, he was managing director of the Young Group of Companies. Walsh was also president of Hospitality Newfoundland and was host of a CBC television show called Quiz Kids. [1]

Walsh ran unsuccessfully for the Bay of Islands seat in the Newfoundland assembly in 1979. He was elected to the assembly in 1989 for Mount Scio–Bell Island and was reelected in 1993, 1995 and 1999. [4] He was defeated when he ran for reelection in 2003. [2] [5] He served in the provincial cabinet as Minister of Tourism and Culture and as Minister of Works, Services and Transportation, Parliamentary Sect. to Minister of Finance and Treasury Board, and Parliamentary Sect. responsible for Newfoundland Housing. [3] From 2004 until 2009 Walsh served with the Transportation Safety Board.

In January 2010, he was convicted of fraud and breach of trust in a legislative spending scandal in which over 115 Members had overspent their constituency allowances. Walsh was granted parole in July of that year. [6] As stated in the Canadian Parliamentary Review Vol 30 No. 4 2007, according to the Auditor General, MHAs and staff frequently sought guidance from the Legislative staff and were poorly advised. "The House staff provided inconsistent advice and even prepared some members claims. The result was a mishmash of expenditures that were at times unethical and fraudulent."

He served as a cabinet minister in the Ball government from 2015 to 2018.

The 2014 Progressive Conservative Party of Newfoundland and Labrador leadership election was prompted by Kathy Dunderdale's announcement on January 22, 2014, that she was resigning as premier and party leader. On January 24, 2014, Tom Marshall was sworn in as the 11th Premier of Newfoundland and Labrador and interim leader of the Progressive Conservative Party. Prior to the nomination deadline, three accredited candidates entered the race; Frank Coleman, Bill Barry, and Wayne Bennett. On April 3, Bennett was removed from the race while on April 17, Barry voluntarily withdrew his nomination, resulting in Frank Coleman becoming leader-designate.

The Progressive Conservative Party of Newfoundland and Labrador leadership election, 2018 was held on April 27–29, 2018, to select a successor to Paul Davis who announced on October 11, 2016, that he planned to step down as leader once his replacement was elected. St. John's lawyer Ches Crosbie defeated former Health Authority CEO Tony Wakeham to become the new leader. 11,000 members joined the party during this leadership election, of which, just over 4,000 cast their ballots.

The district had been held by Progressive Conservatives for the previous 20 years. On February 29, 2024, he was appointed Minister of Housing and Minister responsible for the Newfoundland and Labrador Housing Corporation. On July 19, 2024, he was appointed as Minister of Rural Economic Development and Minister of Transportation and Infrastructure.
