A series of bombings occurred on 12 October 2002 in the tourist district of Kuta on the Indonesian island of Bali. The attacks killed 202 people and a further 209 people were injured. General Da'i Bachtiar, the Indonesian chief of police at the time, said that the bombings was the "worst act of terror in Indonesia's history".
The Cross of Valour was established in 1975 as the highest Australian Bravery Award. The awards were established as part of the institution of the Australian Honours System. The Cross of Valour has been awarded to five Australian civilians and, although there has been no Australian military recipient, they would be eligible in situations where normal honours to the military do not apply.

Both her legs were amputated below the knee, and her injuries were so severe that she was initially not expected to live. She was admitted to St Thomas' Hospital without a name, identified only as "One Unknown".
Fiona Melanie Wood is an Australian plastic surgeon and burns specialist working in Perth, Western Australia. She is the director of the Royal Perth Hospital burns unit and the Western Australia Burns Service, and developed spray-on skin in collaboration with Marie Stoner. In addition, Wood is also a clinical professor with the School of Paediatrics and Child Health at the University of Western Australia and director of the Fiona Wood Foundation.
Timothy Ian Britten is a senior sergeant in the Western Australia Police. He is one of the five recipients of the Cross of Valour, Australia's highest civilian bravery decoration. He was awarded the Cross of Valour for his actions in the immediate aftermath of the 2002 Bali bombings.

The South Australian State Emergency Service is the South Australian branch of the State Emergency Service, partner of the Australian Council of State Emergency Services. The service, founded in 1962, is volunteer based, and prepares and responds to emergencies within the state. It receives on average 10,000 calls for assistance per year. The SASES is a separate entity, independent of other branches, and reports to the South Australian Minister for Emergency Services. The service is funded by a levy imposed on every household in the state, and is currently led by chief officer Chris Beattie with assistance from the South Australian Fire and Emergency Services Commission (SAFECOM).
The Special Honours Lists for Australia are announced by the Sovereign and Governor-General at any time. In 2003, a list of people received recognition for their parts in the response to the 2002 Bali Bombings.
