John William Heilman [1] is an American municipal politician and city councilmember of West Hollywood, California. [2] [3] He has served in the capacity of mayor multiple times since 1985.
A native of Cleveland, Ohio, Heilman graduated with a degree in journalism from Northwestern University. He then moved to Southern California to attend the University of Southern California Law School. He was an editor of the school's Law Review and graduated in 1982. Councilmember Heilman also received a master's degree in public administration and a master's degree in real estate development from the University of Southern California. Councilmember Heilman is also a law school professor, and currently teaches at both Southwestern Law School and the USC Law School.
Heilman was active in the incorporation of the City of West Hollywood. He was elected to the city's first city council in November 1984, and has served almost continuously since then. [4] Heilman lost re-election in March 2015, but months later won a special election to fill a seat vacated by Jeff Prang, who resigned to become L.A. County assessor. John Heilman was chosen as the city's second mayor in 1985, and also served as mayor in 1990, 1995, 1999, 2001, 2006, 2010 and 2017. He served his most recent term as mayor in April, 2017.
Heilman was defeated in his bid for re-election in November 2020. He was re-elected to the West Hollywood City Council in November 2022. [5]
Since his earliest days on the city council, one of Heilman's main concerns has been domestic partner rights. Heilman was instrumental in the establishment of West Hollywood's domestic partnership registration program that permitted city employee partners to register and obtain domestic partner benefits for same-sex couples and seniors, regardless of gender, who are at least 62.5 years old and living together.
Heilman is a past board member of the American Civil Liberties Union of Southern California.
Openly gay, [6] [7] Heilman is also the past president of the Gay, Lesbian and Bisexual Local Officials Group and past co-chair of the International Network of Lesbian and Gay Officials. His 2007 re-election campaign has won the support of the Gay & Lesbian Victory Fund. He holds an active membership of the Stonewall Democratic Club. Heilman is also a member of the Coalition for Economic Survival.
As a result of Heilman's leadership on the issue of AIDS, he received the U.S. Conference of Mayor's Award in 1990.
Heilman is an avid runner and was responsible for bringing Frontrunners Annual 5k/10k Pride Run to West Hollywood as part of the city's annual Christopher Street West/CSW Pride event held in June of each year. Currently, he teaches law at both Southwestern Law School and the University of Southern California Law School. [4]

Stephen C. Padilla is an American politician, public policy, advocacy and communications consultant serving in the California State Senate since 2022. From 1994 to 2002, he served two terms on the city council of Chula Vista, California. He served as Mayor of Chula Vista from 2002 to 2006 and as a member of the California Coastal Commission from 2005 to 2007, and again since 2017. He served as a member of the Board of Port Commissioners of the Unified Port of San Diego, as Board Secretary and Vice Chairman-Elect from 2009 to 2011. In 2016, he was again elected to the Chula Vista City Council.
Salvatore Joseph Guarriello was a member of the City Council of the City of West Hollywood, California. He was elected to the City Council in 1990, and reelected four times. He served four one-year terms as mayor. He was an advocate for West Hollywood residents, protected tenants of low-income housing, promoted West Hollywood's businesses, and upheld public safety.
Valerie Susan Terrigno is a former mayor of West Hollywood, California. She was elected to the city council in 1984 and became mayor not long after. She was the first lesbian mayor of an incorporated municipality in the United States.
Pedro E. Segarra is a Puerto Rican-American politician and lawyer who served as the 66th mayor of Hartford, Connecticut. Prior to becoming mayor, Segarra was president of Hartford's City Council. He succeeded former Mayor Eddie Perez who resigned after he was convicted by a state Superior Court jury of bribery and extortion in a political corruption case, though Perez' convictions eventually were reversed by the Connecticut Appellate Court. Segarra was sworn in as mayor on June 25, 2010, and won re-election on November 8, 2011. In 2015, Luke Bronin defeated Segarra for the Democratic mayoral nomination. He is Hartford's second mayor of Puerto Rican ancestry and the first openly gay mayor of the city. He is also the second openly gay mayor of an American state capital city.
The Domestic Partner Task Force was a governmental body established in 1983 by the Californian City of Berkeley's Human Relations and Welfare Commission to draw up the structure of the city's domestic partnership program. Sepideh Shyne is an Iranian-born American attorney, civil rights advocate, and member of the West Hollywood City Council who has been serving as West Hollywood's mayor since 2023. Shyne is the first LGBTQ+ Iranian-American to be elected to office as well as the first woman of color elected to the West Hollywood City Council, with her election making the first female-majority council in the city's history. She was an unsuccessful candidate to represent California's 30th congressional district in the 2024 election to succeed Adam Schiff who vacated the seat to run for the U.S. Senate.
