John Philip Mascarenhas [1] (died July 1997) was a Kenyan-born Seychellois politician and sports official. He served as the Chairman of the People's Assembly of Seychelles from 1983 to 1987 and was the President of the Seychelles National Olympic Committee from 1982 to 1991.
Mascarenhas was born in Kenya,but also lived in Seychelles in the Beau Vallon district. [2] [3] He worked as a part-time journalist. [2]
Mascarenhas was also active in politics,initially being a member of the Seychelles Democratic Party (SDP) before later leaving for the Seychelles People's United Party (SPUP),becoming a strong independence activist. [2]
In 1970,as a member of the pro-independence SPUP,he was part of a minor scandal against the anti-independence SDP party. [2] When the SDP co-founder,David Joubert,was known to be traveling through Kenya,Mascarenhas called in to the Kenyan newspaper the East African Standard and pretended to be Joubert,declaring that the SDP party now supported independence. [2] This was then carried by a number of newspapers in both countries and the leaders of the SPUP "exploited it mercilessly," although the SDP was later able to get some of the newspapers to issue retractions. [2]
In December 1971,Mascarenhas was expelled from Kenya and thus moved to Seychelles permanently. [2] He was named the publicity secretary of the SPUP party by leader France-Albert René. [2] In January 1972,he published a black power pamphlet titled Seychelles Black Tortoises Epoch highlighting racial prejudice in Seychelles,and it was distributed through Victoria. [2] However,the governor declared it to be "dangerous literature" and ordered he be expelled as a "prohibited immigrant," although Mascarenhas eventually was able to stay. [2] [4]
By 1978,after Seychelles had achieved independence,Mascarenhas was serving on the executive committee of the ruling Seychelles People's Progressive Front (SPPF),a rename of the SPUP. [5] He was also the party's chief welfare officer and its principal secretary for youth and community development by 1980. [6] [7] He later won election to the People's Assembly of Seychelles and was elected the legislature's chairman in 1983. [3] He served as the legislature's chairman for four years until being succeeded by Francis MacGregor in 1987. [3] Afterwards,Mascarenhas served as the Seychelles Principal Secretary for the Environment,from 1988 until at least 1991. [8] [9] In March 1993,he was appointed the high commissioner to the United Kingdom. [10] He remained in the post through 1994 although by 1996 was no longer in the position. [11] [12]
Mascarenhas was also active in sports. [3] He was an active figure in promoting sports,particularly basketball,for the youth of Beau Vallon in Seychelles,and the Seychelles Nation noted that his "commitment and dedication really touched and made a big difference in the life of Beau Vallon youth." [3] The Seychelles National Olympic Committee was established in 1979 and Mascarenhas was an official from the start,including serving as the team leader for the Seychelles 1980 Olympic team,the first time the nation had participated at the Olympics. In 1982,Mascarenhas was named the chairman of the National Sports Council and also became the president of the Seychelles National Olympic Committee. [3] [14] He served as president of the National Olympic Committee from 1982 to 1991 and oversaw the country's participation at two Olympics (1980,1984). [3]
Mascarenhas died in July 1997. [15] The John Mascarenhas Basketball Academy in Beau Vallon was named in his honor and it annually held local tournaments. [3] His name was engraved at the Seychelles Tourism Pioneer Park "for his notable contributions to the tourism industry," and his name was also engraved on a tile on a concrete pillar at the entrance of the Seychelles Tourism Academy. Renéinstalled a single-party socialist state under the Seychelles People's Progressive Front in 1979 which remained in power until 1993,when multiparty elections took place for the first time since independence,after restoring the multi-party system in 1991. Modern day Seychelles governance takes place in a framework of a presidential republic,whereby the President of Seychelles is both head of state and head of government,and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the National Assembly.
France-Albert René was a Seychellois lawyer,politician and statesman who served as the second President of Seychelles from 1977 to 2004. He also served as the country's second Prime Minister from its independence in 1976 to 1977.
United Seychelles is a political party in Seychelles. It publishes a newspaper called The People. It was known as the Seychelles People's Progressive Front from 1978/9 to June 2009,when it changed its name to the People's Party. The party changed its name again in November 2018,from the People's Party to United Seychelles.
Sir James Richard Marie Mancham KBE was a Seychellois politician who founded the Seychelles Democratic Party and was the first President of Seychelles from 1976 to 1977.
Jacques Hodoul was a Seychellois judge and former politician. After serving as Minister of Education and Culture,he was Minister of Foreign Affairs from 1979 to 1982,Minister of National Development from 1982 to 1989,and Minister of Tourism and Transport from 1989 to 1991. He was the leader of the Seychelles Movement for Democracy,which he founded in 1991. Hodoul was appointed to the post of Justice of Appeal in March 2005,the highest court in Seychelles. Hodoul resigned from this position in 2011 after finishing his minimum five-year term. Hodoul died on 3 May 2021.
Seychelles International Repatriation Onward Program (SIROP) is an exile/refugee return program conceived in 1986/87 by a faction of the Seychelles community in exile,Founder and Leader,Mr Mitchel J Edmond. They supported the return of the Seychelles exile without the use of force or military coup. The concept and programme involved putting together and promoting a strong economic package for the returning exile/refugee and the Seychelles economy amounting to $500 million - $800 million. It also required the return of multi-party politics among other agenda. It was supported by the International community. Tourism is the most important nongovernment sector of Seychelles' economy. About 15 percent of the formal work force is directly employed in tourism,and employment in construction,banking,transportation,and other activities is closely tied to the tourist industry. The history of Seychelles dates back to the fourth of the Portuguese India Armadas led by Vasco da Gama,though Seychelles was likely already known to Arab navigators and other sailors for many centuries. On 15 March 1503,the scrivener ThoméLopes noted the sighting of an elevated island,doubtless one of the granitic islands and almost certainly Silhouette Island. The first recorded landing was by the men of the English East India Company ship Ascension,which arrived in Seychelles in January 1609. The islands were claimed by France in 1756. Seychelles remained uninhabited until the first settlers arrived on board the ship Thélemaque,which arrived on 27 August 1770. Captain Leblanc Lecore landed the first colonists,comprising 15 white men,eight Africans and five Indians.
