Sir John William David Swan KBE (born 3 July 1935) [2] is a former Bermudian politician. A real estate developer,Swan was Premier of Bermuda from 1982 to 1995.[ citation needed ]
Swan built his reputation through property development.[ citation needed ]
Elected to Parliament in 1972,the former Premier established the island as a major offshore financial center,and under Swan's stewardship the Government completed in excess of 20 major projects.[ citation needed ]
In 1985 Swan led the negotiations and the completion of the Tax Treaty with the United States. The agreement resulted in the development of the insurance and reinsurance industries. The Bermuda delegation held several meetings with the most senior officials in the U.S. Government including the President,Vice-President,Secretary of the Treasury,Secretary of State and National Security Advisor in order to successfully implement a tax treaty between Bermuda and the United States. These initiatives created a foundation for the island's stable economy,well-developed infrastructure and regulatory framework.[ citation needed ]
Swan favoured independence of Bermuda from Britain,however following a referendum in 1995 that overwhelmingly rejected the proposal,he resigned as Premier. [3] Swan voted against the Stubbs Bill decriminalising homosexuality in Bermuda. The Bill passed however without Swan's support.
In addition to serving as the Premier,Swan was the Minister of Immigration and Labour from 1976 to 1982,the Minister of Marine and Air Services from 1975 to 1976,and Chairman of Bermuda Hospitals Board. He was also a founding member of the Bermuda Monetary Authority,Director of the Bermuda Chamber of Commerce and a Director of the Bermuda Employers Council.[ citation needed ]
Swan transformed international trade,politics,and property development in Bermuda.[ citation needed ] In 1990 he was appointed by Her Majesty the Queen a Knight Commander of the Order of the British Empire (KBE). [4] In 1986 Swan was awarded the Medal of Distinction in recognition of his humanitarian endeavours from the International Association of Lions Clubs. Swan received the International Medal of Excellence from the Poor Richard Club of Philadelphia,the oldest press and advertising club in Philadelphia. He was admitted as a Senator to the Membership and Fellowship of the Senate of the Junior Chamber of Commerce. In 2002 Swan was awarded the St. Paul's A.M.E. Outstanding Service Award.[ citation needed ]
A legislative bill was drafted to prevent Swan from establishing McDonald's restaurants on Bermuda. Ann Cartwright DeCouto,Swan's former Deputy Premier,introduced the Prohibited Restaurants Act to Parliament to stop the proposed McDonald's. [5] The House voted in favor of the ban in 1996,but the appointed Senate rejected the ban. Swan intended to challenge the legality of the law in Bermuda's Supreme Court. Then-Premier David Saul,who approved Swan's intentions in December 1995,resigned in March 1997 after a controversy over his decision and Swan's plans. [6]
Swan is chairman of the Swan Group of Companies. He holds a Bachelor of Arts degree from West Virginia Wesleyan College. In addition,he has been awarded a B.A. Honorary Fellowship at Bermuda College,honorary doctorates from West Virginia Wesleyan College,Atlantic Union College,and Morris Brown College.
Bermuda is a British Overseas Territory in the North Atlantic Ocean. The closest land outside the territory is in the American state of North Carolina,about 1,035 km (643 mi) to the west-northwest.
Bermuda is the oldest British Overseas Territory,and the oldest self-governing British Overseas Territory,and has a great degree of internal autonomy through authority and roles of governance delegated to it by the national Government. Its parliament held its first session in 1620,making it the third-oldest continuous parliament in the world. As part of the British realm,King Charles III is head of state and is represented in Bermuda by a Governor,whom he appoints on the advice of the British Government. The Governor has special responsibilities in four areas:external affairs,defence,internal security,and policing.
The United Bermuda Party (UBP) was a political party in Bermuda,which represented itself as centrist party with a moderate social and fiscal agenda. The party held power in Bermuda's House of Assembly continuously from 1968 to 1998,the 47-year-old party was dissolved on 30 June 2011 after the majority of its members joined the One Bermuda Alliance.
The Progressive Labour Party (PLP) is one of the three political parties in Bermuda. At the 18 July 2017 general election,the party won 24 of the 36 seats in the Bermudian House of Assembly to become the governing party. The party was founded in 1963,the first political party in Bermuda,and the oldest still active. It formed government from 1998 to 2012,and again since 2017.
Sir Gordon William Wesley Chalk,was Premier of Queensland for a week,from 1 to 8 August 1968. He was the first and only Queensland Premier from the post-war Liberal Party.

Having been first appointed to work at the College in 1962,he rose to the office of Garter Principal King of Arms in 1992,a position he held until 1995. He was the first Canadian ever to be appointed to the College of Arms.
The House of Assembly is the lower house of the Parliament of the British Overseas Territory of Bermuda. The house has 36 Members of Parliament (MPs),elected for a term of five years in single seat constituencies using first-past-the-post voting. Bermuda now has universal voting with a voting age of 18 years. Voting is non-compulsory. The presiding officer of the House is called the Speaker.
Lieutenant-Colonel Sir Charles Benjamin Cutler KBE,ED was an Australian politician,holding office for 28 years as an elected member of the New South Wales Legislative Assembly for Orange. Cutler was Country Party leader for sixteen years and became Minister for Education and Deputy Premier for ten years under Premiers Robert Askin and Tom Lewis.

John Sebastian Bach Stopford,Baron Stopford of Fallowfield KBE FRCS FRCP FRS was a British peer,a physician and anatomist,and a vice-chancellor of the University of Manchester. Lord Stopford was described as "one of the greatest anatomists of this century".
Sir James Cameron Tudor,KCMG was a Barbadian politician and diplomat,who was a founding member of the country's Democratic Labour Party in 1955. He served on the first Provisional General Council and as the first General Secretary. He served as the first Deputy Prime Minister of Barbados,education minister,high commissioner to Britain,and United Nations ambassador,and was elected to both houses of the national legislature. He also worked as a broadcaster,lecturer and journalist.
An independence referendum was held in Bermuda on 16 August 1995 for voters to decide whether Bermuda should become an independent sovereign state or remain a British Dependent Territory. On a voter turnout of 59%,74% voted against independence. Following the decisive result,Premier John Swan,who had been in favour of independence,resigned.

Sir David Gibbons KBE,JP was a Bermudian politician and businessman. He served as Minister of Health from 1974 to 1975,Minister of Finance from 1975 to 1985 and ultimately as Premier between 1977 and 1982 for the United Bermuda Party. Gibbons alswo was member of the House of Assembly of Bermuda. During his term as Premier he had to deal with large-scale riots in 1977 and a general strike in 1981. He is recognized as one of the architects of modern Bermuda,laying the foundations for the offshore financial industry and reinsurance sector.
Ann Frith Cartwright DeCouto was a Bermudian politician,lawyer and a member of the former United Bermuda Party (UBP). She served as a member of the House of Assembly of Bermuda 1983 until 1998,which included a tenure as Deputy Premier from 1989 to 1992 under Premier John Swan,as well as the head of several government ministries under the UPI during the 1980s and 1990s. Cartwright DeCouto was perhaps best known as the island's Minister of the Environment,also from 1989 to 1992. In 1990,she enforced a ban on fishing with fishpots in Bermudian waters,a move which was highly unpopular at the time. However,Cartwright DeCouto's ban on the fishpots is now widely credited with reviving Bermuda's fish stocks.
Same-sex marriage is currently not recognised nor performed in Bermuda,a British Overseas Territory,but it was legal between 2017 and 2022. However,marriages performed during that period remain valid.
