The county was organized in 1821 and named for U.S. Representative John Scott,the first federal representative from Missouri. The county seat,largest and only city,is Marble Hill. The largely rural county is supported by agriculture and construction. The county was officially organized in March 1851 from portions of Wayne,Cape Girardeau and Stoddard Counties,and named in honor of George Frederick Bollinger,an early settler.

The Battle of Cape Girardeau was a military demonstration of the American Civil War,occurring on April 26,1863 in Cape Girardeau,Missouri. The conflict was part of the pursuit of US Brigadier General John McNeil through Southeast Missouri by Confederate Brigadier General John S. Marmaduke. Though the conflict to this day is known as a battle,it was a relatively small engagement whose primary importance was as the turning point that brought General Marmaduke's second Missouri raid to an end.

It developed between about 1848 and 1948,and includes representative examples of Italianate,Queen Anne,Colonial Revival,Tudor Revival,Mission Revival,Late Gothic Revival,American Craftsman,and Art Deco style architecture. The district contains 1 1/2 and 2 1/2-story brick single-family homes,with multi-family homes and a few commercial buildings dispersed throughout. Located in the district is the separately listed Robert Felix and Elma Taylor Wichterich House,William Henry and Lilla Luce Harrison House,Huhn-Harrison House,B'Nai Israel Synagogue,St. Vincent de Paul Catholic Church,August and Amalia Shivelbine House,Glenn House,House at 323 Themis Street,and George Boardman Clark House.
