Joint Personnel Administration (JPA) is the intranet-based personnel administration system used by the British Armed Forces from April 2006 onwards, replacing the separate payment and administration teams from each of the three Services. Despite the ability to carry out over 40 formerly paper-based functions, from checking postings to payslips, the system has been heavily criticised[ by whom? ].
JPA was created by Electronic Data Systems in partnership with the Ministry of Defence at an estimated cost of £269 million. [1] It is believed that JPA will save the MoD in excess of £100 million per year. [2]
The system was designed around an Oracle Commercial off-the-shelf package, with an Oracle database as the back-end structure. JPA has essentially two parts: an online and an offline (deployed) application. The online application communicates directly with the main servers over the Restricted LAN Interconnect (RLI) (usually using the DII network, although JPA is also accessible via TAFMIS and other legacy systems) on a client-server basis. However, if communications are not stable enough for this configuration, the system can be used "in theatre" with a limited connection in offline mode with a local server recording all database updates/deletes/inserts. Once communications are restored, a synchronisation process amalgamates the changes held locally into the remote master server in the United Kingdom.
JPA was rolled out to each of the three armed forces at separate, phased dates. The Royal Air Force came first, on 1 April 2006. This was both on time and on budget. [1] The Royal Navy followed in November 2006 with the British Army, most difficult of the three Services in terms of complexity of administration, completing the rollout in June 2007. [2] JPA is maintained by a core team of analyst developers in the Service Personnel and Veterans Agency (SPVA), formerly the Armed Forces Personnel Administration Agency (AFPAA).

From the rollout of JPA problems with pay have been well publicised. Teething problems upon rollout include users not being able to log onto the system due to high server demands, and others not receiving the correct pay or allowances. [1]
The rollout also came at the same time as the War on terror, which saw headlines such as "Anger As Our Boys Go Unpaid". [4]
In February 2008 an RAF officer successfully sued the MoD for shortfalls in his pay packet as a result of JPA. [5]
Later in 2008, the then Chief of the Defence Staff General David Richards raised his concerns over the "prevalence of fraudulent behaviour" on the system. [6]
The Bulgarian Army, also called Bulgarian Armed Forces, is the military of Bulgaria. The commander-in-chief is the president of Bulgaria. The Royal Air Force Regiment is part of the Royal Air Force and functions as a specialist corps. Founded by Royal Warrant in 1942, the Corps carries out basic security tasks relating to the [protection of] delivery of air power. Examples of such tasks are non-combatant evacuation operation (NEO), recovery of downed aircrew, defence of airfields by way of aggressively patrolling and actively seeking out infiltrators in a large area surrounding airfields. The key tenet of the RAF Regiments role is based around defensive security operations, rather than the Army’s more traditional offensive infantry role, which is to close with and kill the enemy; notwithstanding, this does require active patrolling just outside the Airfield perimeter. In addition the RAF Regiment provides Joint Terminal Attack Controllers (JTACs) to the British Army in the Tactical Air Control Party (TACP) role, and provides a very small commitment to the Special Forces Support Group as Tactical air controllers and some CBRN specialists.
The Air Force Board of the Defence Council is responsible for the management of the Royal Air Force.
The United Kingdom's Strategic Command (StratCom), previously known as Joint Forces Command (JFC), manages allocated joint capabilities from the three armed services.
Defence Information Infrastructure (DII) is a secure military network owned by the United Kingdom's Ministry of Defence MOD. It is used by all branches of the armed forces, including the Royal Navy, British Army and Royal Air Force as well as MOD civil servants. It reaches to deployed bases and ships at sea, but not to aircraft in flight.

MOD Worthy Down is a tri-service establishment in Winchester, Hampshire, England. It forms part of the wider Winchester Garrison and houses the headquarters of the Defence School of Logistics and Administration (DSLA), as well as the headquarters of the Royal Logistic Corps and Adjutant General's Corps. DSLA provides logistic support, personnel administration and leadership training to all three armed services. The site is north of Winchester, between the villages of South Wonston and Kings Worthy.
Electronic Data Systems (EDS) was an American multinational information technology equipment and services company headquartered in Plano, Texas, which was founded in 1962 by Ross Perot. The company was a subsidiary of General Motors from 1984 until it was spun off in 1996. EDS was acquired by Hewlett-Packard in 2008.
RAF Innsworth was a non-flying Royal Air Force station, located on the North side of the city of Gloucester in England. The station closed in March 2008 and, for the last 13 years of its life, was the headquarters of Personnel and Training Command. The site was transferred to the British Army and renamed Imjin Barracks, becoming the home of the Allied Rapid Reaction Corps in 2010.
Overseas military bases of the United Kingdom enable the British Armed Forces to conduct expeditionary warfare and maintain a forward presence. Bases tend to be located in or near areas of strategic or diplomatic importance, often used for the build-up or resupply of military forces, as was seen during the 1982 Falklands War and the use of RAF Ascension Island as a staging post. Most of the bases are located on British Overseas Territories or former colonies which retain close diplomatic ties with the British government.
The 7th Central Pay Commission (7CPC), constituted in February 2014 the principles and structure of emoluments of all central government civilian employees including defence forces in India, submitted its report on 19 November 2015. 7CPC's recommendations affects the organization, rank structure, pay, allowances and pension, of 13,86,171 armed forces personnel. Operation Rescript was the code name for the British military operation to help tackle the COVID-19 pandemic in the United Kingdom and its Crown Dependencies between 2020 and 2022. It was described as the UK's "biggest ever homeland military operation in peacetime" by the Ministry of Defence (MOD), involving up to 23,000 personnel within a specialist task force, named the COVID Support Force (CSF). The support was given at the request of the UK government, its devolved administrations and civil authorities through the Military aid to the civil authorities (MACA) mechanism.
