Judith Clair Kelly AO is a Judge of the Supreme Court of the Northern Territory (Australia). She was appointed to the Court on 12 August 2009. Justice Kelly was only the second female appointment to the Court since it was established in 1911.

Early life and education

Kelly was born in Queensland, daughter of Colin and Valerie Fletcher and granddaughter of Ivy and Harold Snell. She obtained a Diploma in Education and worked as a school teacher, where she married Matthew Kelly. They moved to the Northern Territory in 1977 working at the Batchelor Area School, Batchelor. In 1983 Kelly started studying law at the University of Queensland, graduating in 1983 with a Bachelor of Laws with Honours. [1]

Career

Kelly returned to the Northern Territory to work as a solicitor with the law firm Morris, Fletcher and Cross in Darwin and she became a partner with the firm in 1990. [1] As a solicitor her principle practise was in commercial litigation practise, banking and insolvency, insurance, construction and admiralty law. Kelly became a barrister in July 1996, at William Forster Chambers, where she predominantly practised in commercial law, contract, partnership, building, property, tax and insolvency. [2] Kelly was appointed as a Senior Counsel in 2008, the first in the new system which replaced the appointment of Queen's Counsel. [3]

Supreme Court

Kelly was appointed a judge of the Supreme Court of the Northern Territory on 12 August 2009, replacing Justice Sally Thomas. [1] As a judge Kelly has sat on a wide range of cases, including sentencing Joachim Golder to life imprisonment for a "cowardly and vicious attack" in beating his wife to death, [4] and awarding damages, including aggravated damages to inmates of the Don Dale Youth Detention Centre for assault and battery by officers at the centre, including the use of CS gas, shackles, spit hoods and handcuffs without lawful justification. In October 2018 Kelly was elected as the President of the Judicial Conference of Australia. [7]

Kelly was appointed an Officer of the Order of Australia in the 2024 Australia Day Honours for "distinguished service to the judiciary, to the law, to professional associations, and to women". [8]

Catherine Ena "Cate" Holmes is a retired Australian jurist who served as Chief Justice of the Supreme Court of Queensland, the highest ranking court in the Australian state of Queensland. She was appointed to the Supreme Court of Queensland in 2000, to the Queensland Court of Appeal in 2006 and appointed chief justice on 11 September 2015. She retired on 19 March 2022.

Kevin Fredrick O'Leary QC was the second Chief Justice of the Supreme Court of the Northern Territory. He was appointed to that position on 12 September 1985 after James Muirhead had acted in the position following the relocation to Perth of the Territory's first Chief Justice William Forster earlier that year.

Jeffrey Allan Miles was an Australian author and jurist. He was a Chief Justice of the Australian Capital Territory. He also held judicial appointments in New South Wales and Papua New Guinea. In 2005 he conducted a judicial review into the fitness to be tried of David Eastman who had been convicted of murdering Australian policeman Colin Winchester. In 2008, he was elected President of the Australian Capital Territory Branch of the International Commission of Jurists.

Sir Richard Arthur Blackburn, was an Australian judge, prominent legal academic and military officer. He became a judge of three courts in Australia, and eventually became chief justice of the Australian Capital Territory. In the 1970s he decided one of Australia's earliest Aboriginal Land rights cases. The annual Sir Richard Blackburn Memorial lectures in Canberra commemorate his service to the Australian legal community.

James Leslie Bain Allsop is a retired judge who was the Chief Justice of the Federal Court of Australia, in office from 1 March 2013 to 6 April 2023. He was previously President of the New South Wales Court of Appeal, where he presided from 2 June 2008 to 28 February 2013. In 2024, he was appointed as an International Judge to the Singapore International Commercial Court.
