The Philippines, officially the Republic of the Philippines, is an archipelagic country in Southeast Asia. In the western Pacific Ocean, it consists of 7,641 islands which are broadly categorized in three main geographical divisions from north to south: Luzon, Visayas, and Mindanao. The Philippines is bounded by the South China Sea to the west, the Philippine Sea to the east, and the Celebes Sea to the south. It shares maritime borders with Taiwan to the north, Japan to the northeast, Palau to the east and southeast, Indonesia to the south, Malaysia to the southwest, Vietnam to the west, and China to the northwest. It is the world's twelfth-most-populous country, with diverse ethnicities and cultures. Manila is the country's capital, and its most populated city is Quezon City; both are within Metro Manila.
SEA Games, officially known as the South East Asian Games, is a biennial multi-sport event involving participants from the current 11 countries of Southeast Asia. The games are under the regulation of the Southeast Asian Games Federation with supervision by the International Olympic Committee (IOC) and the Olympic Council of Asia (OCA).
The 2019 Southeast Asian Games, officially known as the 30th Southeast Asian Games, or the 30th SEA Games, and commonly known as Philippines 2019, was the 30th edition of the Southeast Asian Games, a biennial regional multi-sport event which was held in the Philippines from 30 November to 11 December 2019. However, due to a narrow calendar, some sports started before the opening ceremony as early as November 24.

The Philippines national ice hockey team is the national men's ice hockey team of the Philippines. They are controlled by the Federation of Ice Hockey League (FIHL) and a member of the International Ice Hockey Federation (IIHF) since 20 May 2016. Obstacle racing was among the sports contested at the 2019 SEA Games. Six obstacle course racing events were featured: two events each for 100 meters with 10 obstacles, 400 meters with 12 obstacles and 5 km with 20 obstacles. These were the first obstacle course racing events in Games recognised by the International Olympic Committee and under regulation of World OCR, the Fédération Internationale de Sport d'Obstacles.
The men's football tournament at the 2019 SEA Games was held from November 25 to December 10, 2019 in the Philippines. All eleven Southeast Asian nations participated in the men's tournament. Matches were played in Manila, Biñan and Imus. Men's teams were restricted to under-22 players.

Typhoon Kammuri, known in the Philippines as Typhoon Tisoy, was a powerful typhoon which impacted the Philippines in early December 2019. Kammuri, which means Corona Borealis in Japanese, the twenty-eighth named storm and sixteenth typhoon of the 2019 Pacific typhoon season, Kammuri developed from a tropical wave situated a couple hundred kilometers south of the Mariana Islands. From November 25 to 27, the system tracked westward at a steady pace and rate of intensification, first making minor impacts in Guam. On November 28, the system intensified into a typhoon as environmental conditions became marginally conducive for significant development. From November 29 to December 1, Kammuri was unable to strengthen to previous estimates due to its near stationary movement as a result of weak steering currents, upwelling itself consequently. On December 2, the system tracked westward at a much faster speed of 19 km/h (12 mph) and rapidly intensified over warm Philippine Sea waters, before making landfall in the Bicol Region of the Philippines at peak intensity as a category 4-equivalent typhoon.
