In 1989, Salam joined the Bangladesh Civil Servic as a cadre of the admin branch. [5]
Salam was the secretary of the Rajshahi City Corporation. [5] He was a director of the prime minister's office under Prime Minister Sheikh Hasina. [5]
Salam was the director general of the NGO Affairs Bureau from 2018 to 2020. [6] [7] He worked on coordination between non-government organizations working with the Rohingya refugees in Bangladesh. [8]
In 2021, Salam was the secretary of the Ministry of Labour and Employment. [9] He had to ensure garment workers could work during the lockdown due to the COVID-19 pandemic in Bangladesh and had himself caught COVID-19. On 28 July 2021, he was appointed secretary of the Bangladesh Parliament Secretariat replacing Zafar Ahmed Khan. After the fall of the Sheikh Hasina led Awami League, Salam's contractual appointed as senior secretary of the Bangladesh Parliament Secretariat was terminated on 15 August 2024. [24]
The 2004 Dhaka grenade attack took place at an anti-terrorism rally organised by Awami League on Bangabandhu Avenue on 21 August 2004. The attack left 24 dead and more than 500 injured. The attack was carried out at 5:22 pm after Sheikh Hasina, the leader of opposition had finished addressing a crowd of 20,000 people from the back of a truck. Hasina also sustained some injuries in the attack.
