Khanlar Hajiyev (9 September 1956) is an Azerbaijan judge,and former Judge of the European Court of Human Rights in respect of Azerbaijan. [1] [2]

Bakhtiyar Ilyas oglu Hajiyev is an Azerbaijani activist and blogger who served a prison sentence from 2011 to 2012 on charges of evading military service. His imprisonment was protested by numerous human rights organizations.
Jahangir Fevzi oglu Hajiyev is an Azerbaijani former banker and convicted fraudster. He was the chairman of the International Bank of Azerbaijan from 2001 until he resigned in March 2015 citing health concerns. Under his stewardship,the bank had grown to become one of the prominent financial institutions in the Caucasus. On 14 October 2016,the Baku Court for Grave Crimes sentenced Hajiyev to 15 years on charges of fraud,embezzlement,and misappropriation of public funds
Alvina Gyulumyan is an Armenian judge born in the village of Shaumyan in Azerbaijan's Dashkesan region and currently Judge at the Constitutional Court of Armenia. From April 2003 to 1 November 2014 she was the Judge of European Court of Human Rights in respect of Armenia. According to the Decree of the President of Armenia on 23 April 1998,Alvina Gyulumyan was awarded The High Judicial Qualification of a Judge. Alvina Gyulumyan is married and has one daughter A.S.

The Supreme Court of Azerbaijan is the highest court instance and final court of appeal of three-staged judicial system in Azerbaijan. Established in pursuant Article 131 of the Constitution of the Republic of Azerbaijan and Article 77 of the Law "on Courts and Judges". The Supreme Court has competence to carry out justice on civil,criminal disputes and other cases related to the execution of general or specialized courts. Despite being established in Baku,its jurisdiction applies to the entire territory of the Republic of Azerbaijan.
Alexander Valerievich Lapshin is a Soviet-born travel blogger and journalist. Lapshin holds Russian,Israeli,and Ukrainian citizenship. In 2016 Lapshin was arrested in Minsk at the request of the Azerbaijani authorities and extradited to Baku due to a visit to Nagorno-Karabakh. On May 20,2021,the European Court of Human Rights in Strasbourg ruled on the blogger's complaint against the Republic of Azerbaijan,finding the country's authorities responsible for the illegal arrest,torture and attempted murder against Lapshin.

Ramin Afad oglu Gurbanov (Garagurbanlı) is an Azerbaijani lawyer,scholar,and the current president of the European Commission for the Efficiency of Justice (CEPEJ) of the Council of Europe. He is also a judge of the Baku Court of Appeal,a member of the Management Board of the Union of Associations of Judges of the Republic of Azerbaijan,and the Head of the Department of International Law of the Institute of Law and Human Rights at the Azerbaijan National Academy of Sciences. He is a Doctor of Law and Professor of the Department of Civil Law Disciplines at the Russian University of Economics.

Azerbaijan has been a member of the Council of Europe,an international organization that focuses on strengthening democracy and human rights,since 2001. As a member,it has attracted attention for holding political prisoners,low implementation of verdicts of the European Court of Human Rights (ECtHR),and bribing Council of Europe parliamentarians to suppress negative information about its human rights record. In 2017,the Committee of Ministers launched the first ever infringement proceeding against Azerbaijan after it refused to release opposition politician Ilgar Mammadov after a 2014 ECtHR verdict that his imprisonment was unlawful. There has also been criticism of Azerbaijan's continued membership by those who believe its lack of human rights protection undermines the credibility of the Council of Europe.
