Latjor Tuel was a black man fatally shot by Calgary police on February 19, 2022, in Calgary, Alberta, Canada. [1]

Latjor Tuel

Latjor Tuel was born in South Sudan and his family claimed he was a child soldier for the Sudan Peoples Liberation Army [2] before moving to Canada as a refugee, approximately 20 years prior to being killed. [3] His mother said he suffered post-traumatic stress disorder, [4] and family and friends said he provided financial support to family members in South Sudan. [3]

Events of February 19, 2022

Calgary police reported that at approximately 3:40 p.m. on February 19, 2022, they responded to a call from the public reporting a man assaulting others, while holding weapons, near a bus stop close to the intersection of 45th Street and 17th Avenue S.E. in the Forest Lawn area of Calgary. [3] Callers reported a man carrying a knife and holding a stick, and one caller reported the man had hit someone with the stick. [5] When officers arrived at 3:46 p.m., Tuel was holding a knife and a stick. Video of the incident shows officers speaking with Tuel as he sat on the sidewalk, and officers are repeatedly heard telling Tuel to drop or throw away his knife. At 4:02 p.m., Tuel got up and an officer discharged less-lethal baton rounds at him. Tuel then ran towards police, stabbed a police dog in the neck, and hit it with his stick. [5] [6] Police officers then discharged a taser at Tuel, and then surrounded Tuel, who was still holding his knife and stick. Tuel was then shot four times, by two different officers. [3] [5]

No police officers were injured, and the police dog, Jack, received emergency veterinary care for life-threatening injuries, and was released from hospital three days later. [3] [2] [7] [8] Tuel died at the scene. [2] [3]

Reactions and response

While police have described Tuel as holding a weapon, multiple friends have challenged that account stating that he used a retractile cane as a mobility aid, despite sources stating that Tuel also was holding a knife. [3] Friends have also criticized police for killing Tuel, claiming the dog was charging toward him, contrary to the account given by police and video of the incident. [3]

Calgary's Police Chief Mark Neufeld defended the actions of his officers, "the call that the police responded to was not—when reported—about mental health. It was a complaint of an assault involving a man in possession of a knife and a stick in a busy public area". [9] On February 23, 2022, Neufeld was questioned by the police commission about the killing and stated the Tuel may have faced systemic barriers, but also that the actions of his officers were not racially motivated. [2]

The Alberta Serious Incident Response Team, Alberta's police oversight body, were still investigating the incident in December 2022. [4]

Jyoti Gondek, the mayor of Calgary stated the events were devastating and tragic and that questions needed to be answered by the investigation. [2] Calgary Black Chambers called for an inquiry into Tuel's death, and made comparisons with the Calgary Police Service's assault of Godfred Addai-Nyamekye. [10] A GoFundMe campaign was created to raise funds to repatriate Tuel's body to South Sudan and to fund legal action. [2]

On February 26, 2022, a crowd of demonstrators gathered in downtown Calgary calling for justice for Tuel after that representatives of the police met with Tuel's family. [11] [12] Tuel's mother, Rebecca Aker Akol, arrived in Canada from Sudan in December 2022 and called for justice and accountability for her son's death. [4]

A caller reported that a male was pointing "a pistol" at random people at the Cudell Recreation Center, a park in the City of Cleveland's Public Works Department. At the beginning of the call and again in the middle, he says of the pistol "it's probably fake." Toward the end of the two-minute call the caller states that "he is probably a juvenile", but the dispatcher did not relay either of these statements to Loehmann and Garmback.

Jeremy "Bam Bam" McDole was a 28-year-old African American paraplegic who was shot and killed by police in Wilmington, Delaware on September 23, 2015, at 3:00 pm. McDole was in a wheelchair at the time of the shooting. Police responded to a call about a man with a gun. The 911 caller later recanted her statements and has, to date, faced no penalties for the false statements made, which resulted in McDole's death. Camera footage from a bystander showed officers ordering McDole to drop his weapon and raise his hands, with McDole being shot after shuffling his hands near his waist area, but with a gun never being seen and evidence photos of the reported weapon only appearing 6 years after his murder. The Delaware state department cleared the officers of wrongdoing, but concluded that one of the involved officers had shown "extraordinarily poor" police work. A 2020 review by the Delaware Attorney General's Office came to the same conclusion. Both decided against filing any charges. The McDole family sued the city of Wilmington, and in January 2017, a settlement of $1.5 million was reached by the city.

ASIRT has jurisdiction over all municipal police officers and Royal Canadian Mounted Police "K" Division officers, and for all complaints whether on or off duty related.

On December 28, 2017, a fatal swatting incident occurred in Wichita, Kansas, United States. During an online dispute between Casey Viner and Shane Gaskill regarding the video game Call of Duty: WWII, Viner threatened to have Gaskill swatted. Gaskill responded by giving him a false address for his residence, one that was occupied by an uninvolved person, Andrew Finch. Viner then asked Tyler Barriss to make the required fraudulent call to initiate the swatting. Wichita Police responded to the address, and as Finch was exiting his house, police officer Justin Rapp fatally shot him.

Ryan Whitaker was a 40-year-old American man who lived in Ahwatukee, Arizona, who was shot twice and killed by Phoenix Police Department Officer Jeff Cooke at approximately 10:52 p.m. on May 21, 2020. Cooke was accompanied by officer John Ferragamo, who did not fire his weapon. The shooting was captured on bodycam video.

On August 23, 2020, Jacob S. Blake, a 29-year-old black man, was shot and seriously injured by police officer Rusten Sheskey in Kenosha, Wisconsin. Sheskey shot Blake in the back four times and the side three times after Blake opened the driver's door of an SUV belonging to the mother of his children, and attempted to reach inside. Sheskey said that he believed he was about to be stabbed, since Blake was holding a knife. Earlier during the encounter, Blake had been tasered by two officers, but the tasers failed to disable him and he continued towards the vehicle.

On December 22, 2020, 47-year-old Andre Hill was shot and killed by Officer Adam Coy of the Columbus Division of Police in Columbus, Ohio. Coy had been called to the neighborhood in response to a non-emergency call from a neighbor who reportedly witnessed someone sit in an SUV and turn the car on and off. Hill was leaving a friend's house when Coy confronted and shot him. Hill was unarmed, and was holding a smartphone. Coy was fired from the Columbus Police less than a week later.

On August 30, 2022, 20-year-old African-American man Donovan Lewis was shot and killed by Officer Ricky Anderson of the Columbus Division of Police (CDP) in the Hilltop neighborhood of Columbus, Ohio as officers served a warrant at his apartment. Police were serving a warrant against Lewis for domestic violence against his pregnant girlfriend, assault and improper handling of a firearm. After officers detained two men at the apartment, police opened the door to Lewis's bedroom, after which point Anderson fired a single shot at Lewis who was laying in bed.

Police brutality is an instance or pattern of excessive and unwarranted force used against an individual or group of people. The Indigenous peoples of Canada include, as designated by the Canadian government, Inuit, Metis, and First Nations individuals and are officially considered Aboriginal peoples. Indigenous Canadians have experienced strenuous relationships with police as a result of colonization and lasting tensions. Since the early 2000s, several instances of police brutality against Indigenous Canadians have prompted media attention.
