The King's Regulations (first published in 1731 and known as the Queen's Regulations when the monarch is female) is a collection of orders and regulations in force in the Royal Navy, British Army, Royal Air Force, and Commonwealth Realm Forces (where the same person as on the British throne is also their separate head of state), forming guidance for officers of these armed services in all matters of discipline and personal conduct. Originally, a single set of regulations were published in one volume. By the mid 19th century, there were separate editions of the Queen's Regulations for the Navy and the Army, and there is now one for each of the United Kingdom's armed forces.
The first issue of what became the Queen's Regulations and Admiralty Instructions was issued in 1731 as the Regulations and Instructions Relating to His Majesty's Service at Sea. Numerous further editions have appeared since then, and from the 19th century the title was altered to the Queen's [or King's] Regulations and Admiralty Instructions. Naval editions with this title were published by H.M. Stationery Office as recently as 1959 [1] and 1964. [2]
In 1868, Chambers's Encyclopaedia noted that the Queen's Regulations for the Navy "in a great degree regulate matters of finance; whereas, in the army, financial matters are left to the War Office regulations". [3]
The historian of the British Empire Edward Jenks wrote in 1918 that:
The King cannot, by Articles of War, alter the provisions of an Act of Parliament. The "King's Regulations", therefore, are concerned mainly with the minor affairs of military life, such as the soldier's uniform and equipment, the etiquette of the barracks and the mess-room, the formalities required in communicating with the authorities, and so on. [4]
In a legal work of 1907, Sir Frederick Pollock defined the "King's Regulations and Orders for the Army and Navy" thus:
The Crown issues regulations and orders for the government, discipline, and general economy of the military and naval forces—regular, reserve, and volunteer—under the sign manual of the Sovereign. [5]
Under "King's Regulations and Orders for the Army", Herbert Mason states
The orders of the Sovereign affecting any fundamental matter of agreement between the Sovereign and a soldier are communicated by Royal warrants, which are signed by the Under-Secretary of State for War and reproduced in detail in Army Circulars. These circulars supplement and are incorporated in the Revised Army Regulations... They carry out and supplement the statutory provisions already existing". [6]
It has been a matter of discipline since at least the 1844 edition of Wellington that, [7]
Officers, Non-commissioned Officers, and Soldiers are forbidden to institute, countenance, or attend Orange-Lodges, or any other Meetings whatever, for Party or Political Purposes, in Barracks, Quarters, Camp, or wheresoever held.
In 1889, Sir Garnet Wolseley amended the prohibition to read, [8]
Officers, Non-commissioned Officers, and private soldiers are forbidden to institute, or take part in any meetings, demonstrations, or processions for party or political purposes, in barracks, quarters or camps, or their vicinity; and under no circumstances whatever will they do so in uniform.

The Admiralty was a department of the Government of the United Kingdom responsible for the command of the Royal Navy until 1964, historically under its titular head, the Lord High Admiral – one of the Great Officers of State. For much of its history, from the early 18th century until its abolition, the role of the Lord High Admiral was almost invariably put "in commission" and exercised by the Lords Commissioner of the Admiralty, who sat on the governing Board of Admiralty, rather than by a single person. The Admiralty was replaced by the Admiralty Board in 1964, as part of the reforms that created the Ministry of Defence and its Navy Department.
The Minister of Shipping was a British government post created in the First World War and again in the Second World War. In 1941 it was merged into the position of Minister of Transport which was then renamed Minister of War Transport.
In the Royal Navy of the 18th and 19th centuries a captain of the fleet could be appointed to assist an admiral when the admiral had ten or more ships to command. The equivalent post was called fleet captain in the U.S. Navy of the 18th and 19th century.
The Field Officer in Brigade Waiting holds an appointment in the Royal Household. Always a Foot Guards officer, he is required to be in attendance on particular occasions 'to receive the King's commands for the Foot Guards'. Each year, among other duties, the Field Officer in Brigade Waiting commands the King's Birthday Parade mounted on horseback. When dismounted he carries a distinctive baton as his insignia of office.
The Board of Admiralty (1628–1964) was established in 1628 when Charles I put the office of Lord High Admiral into commission. As that position was not always occupied, the purpose was to enable management of the day-to-day operational requirements of the Royal Navy; at that point administrative control of the navy was still the responsibility of the Navy Board, established in 1546. This system remained in place until 1832, when the Board of Admiralty became the sole authority charged with both administrative and operational control of the navy when the Navy Board was abolished. The term Admiralty has become synonymous with the command and control of the Royal Navy, partly personified in the Board of Admiralty and in the Admiralty buildings in London from where operations were in large part directed. It existed until 1964 when the office of First Lord of the Admiralty was finally abolished and the functions of the Lords Commissioners were transferred to the new Admiralty Board and the tri-service Defence Council of the United Kingdom.
A commission is a formal document issued to appoint a named person to high office or as a commissioned officer in a territory's armed forces. A commission constitutes documentary authority that the person named is vested with the powers of that office and is empowered to execute official acts. A commission often takes the form of letters patent.
HMS Vidal was a survey ship of the Royal Navy. She was designed specifically as a surveying vessel, and was the first survey ship to carry a helicopter. In 1955, a group from Vidal formally annexed Rockall in the North Sea to the United Kingdom.

The Lord High Admiral of the United Kingdom is the ceremonial head of the Royal Navy. Most have been courtiers or members of the British royal family, and not professional naval officers. The Lord High Admiral is one of the nine English Great Officers of State and since 2021 is held personally by the reigning monarch.
The Glorious Revolution of 1688 rearranged the political map of Europe, and led to a series of wars with France that lasted well over a century. This was the classic age of sail; while the ships themselves evolved in only minor ways, technique and tactics were honed to a high degree, and the battles of the Napoleonic Wars entailed feats that would have been impossible for the fleets of the 17th century. Because of parliamentary opposition, James II fled the country. The landing of William III and the Glorious Revolution itself was a gigantic effort involving 100 warships and 400 transports carrying 11,000 infantry and 4,000 horses. It was not opposed by the English or Scottish fleets.
The Department of the Permanent Secretary also formally known as the Department of the Permanent Secretary to the Admiralty or the Department of the Secretary was the Civil Service department responsible for the control, direction and guidance of all administrative functions of the British Admiralty from 1702 to 1964, it was headed by the Permanent Secretary to the Admiralty.
The Civil Lord of the Admiralty formally known as the Office of the Civil Lord of Admiralty also referred to as the Department of the Civil Lord of the Admiralty was a member of the Board of Admiralty who was responsible for managing the Royal Navy's supporting civilian staff, the works and buildings departments and naval lands from 1830 to 1964.
The Additional Civil Lord of the Admiralty or formally the Office of the Additional Civil Lord of the Admiralty sometimes called the Department of the Additional Civil Lord of the Admiralty was a member of the Board of Admiralty first from 1882 to 1885 and then again from 1912 to 1919 who was mainly responsible for administration of contracts for matériel for the Fleet, supervision of the contracts and purchase department and general organisation of dockyards within the Admiralty.
The Naval Stores Department also known as the Department of the Director of Naval Stores was initially a subsidiary department of the British Department of Admiralty, then later the Navy Department responsible for managing and maintaining naval stores and the issuing of materials at naval dockyards and establishments for the building, fitting and repairing of Royal Navy warships from 1869 to 1966.
The Department of the Director of Dockyards, also known as the Dockyard Branch and later as the Dockyards and Fleet Maintenance Department, was the British Admiralty department responsible from 1872 to 1964 for civil administration of dockyards, the building of ships, the maintenance and repair of ships at dockyards and factories, and the supervision of all civil dockyard personnel.
The Economic Warfare Division (E.W.D.) was a division of the Admiralty Naval Staff established during World War II it was in operation from September 1939 to July 1945. The staff division was administered by the Director of Economic Warfare Division.
The Sea Transport Branch of the British Board of Trade, originally established as the Transport Department or Naval Transport Department, was a logistical branch of the Department of Admiralty responsible for the provision of naval transportation services. It underwent numerous name changes throughout its complicated history with responsibility for sea transportation, known as the Department of the Director of Transports from 1890.
The Navy Department was a former ministerial service department of the British Ministry of Defence responsible for the control and direction of His Majesty's Naval Service. It was established on 1 April 1964 when the Admiralty was absorbed into a unified Ministry of Defence, where it became the Navy Department. Political oversight of the department originally lay with the Minister of Defence for the Royal Navy (1964–1967) it then passed to the Parliamentary Under-Secretary of State for Defence for the Royal Navy (1967–1981), then later to the Parliamentary Under-Secretary of State for the Armed Forces (1981–1990), and finally the Parliamentary Under-Secretary of State for Defence (1991–1997).
