Its county seat and largest city is Saint Paul, the state capital and the twin city of Minneapolis. The county was founded in 1849 and is named for Alexander Ramsey, the first governor of the Minnesota Territory.

White Bear Township is an urban township in Ramsey County, Minnesota, United States. The population was 11,049 at the 2020 census, up from 10,949 in 2010. White Bear Township was organized in 1858, and named after its White Bear Lake. Over the years, the cities of White Bear Lake, Vadnais Heights, Gem Lake, and North Oaks were carved out of the township's original 36 square miles (93 km2). It now comprises four discontiguous parcels over an area of 9.3 square miles (24 km2). It is the only remaining township in Ramsey County. The unincorporated communities of Bald Eagle and Bellaire are located in the township.
Alexander Ramsey was an American politician. He served as a Whig and Republican over a variety of offices between the 1840s and the 1880s. He was the first Minnesota Territorial Governor.

Rice Creek is a tributary of the Mississippi River in the northern suburbs of the Minneapolis–St. Paul metropolitan area of Minnesota in the United States. It is approximately 28 miles (45 km) long and drains a watershed of 201 square miles (520 km2).

Edward Phelan, also Phalen or Felyn (c.1811–1850), was an early settler of Saint Paul, Minnesota. Phelan was born in approximately 1811 in Derry, Ireland and later became, along with John Hays and William Evans, one of the first settlers of Saint Paul. Phelan was later accused of Hays' murder, the first ever in Saint Paul, but was acquitted. He was indicted for perjury a year later but fled to California before he could be prosecuted. Phelan was killed by his companions in what they describe as self-defense before he could reach California. Many locations in Saint Paul, Minnesota are named after Phelan as a result of his early land claims. Phelan's name was spelled variously and as a result most locations are named Phalen and not Phelan
Savage Lake was a lake in Ramsey County, in the U.S. state of Minnesota. Currently, it is designated a "watershed," thanks to damage done to the lake when I35E intersected the lake in the 1970s. Ramsey county's website says, "Because it is divided by the highway, the eastern and western basins of the lake are connected by a pipe that flows from the west basin into the southwest corner of the eastern basin. Although called a lake, Savage Lake is actually a 27 acres (11 ha) wetland. West Savage Lake is 17.4 acres (7.0 ha) with a maximum depth of 5.9 feet (1.8 m); East Savage Lake is 9.6 acres (3.9 ha) with a maximum depth of 5.7 feet (1.7 m)." Before the state's Department of Transportation decided to dump the silt and road refuse from an I35E expansion in 2009, the lake was deeper and spring-fed. Within a few weeks of the opening of the freeway drainage design, the spring was clogged with silt and the lake began to fill.
