Parliamentary elections were held in Latvia following the end of the term of the previous Saeima on 6 October 2018. [1] [2]
Latvia, officially the Republic of Latvia, is a country in the Baltic region of Northern Europe. Since its independence, Latvia has been referred to as one of the Baltic states. It is bordered by Estonia to the north, Lithuania to the south, Russia to the east, and Belarus to the southeast, and shares a maritime border with Sweden to the west. Latvia has 1,957,200 inhabitants and a territory of 64,589 km2 (24,938 sq mi). The country has a temperate seasonal climate.
The Saeima is the parliament of the Republic of Latvia. It is a unicameral parliament consisting of 100 members who are elected by proportional representation, with seats allocated to political parties which gain at least 5% of the popular vote. Elections are scheduled to be held once every four years, normally on the first Saturday of October. The most recent elections were held in October 2018.
The 2014 elections saw Social Democratic Party "Harmony" emerge as the largest party. Although the largest party, Harmony has not participated in the government. A coalition was formed by Unity, the Union of Greens and Farmers and the National Alliance with Laimdota Straujuma as Prime Minister. [3] On 7 December 2015 she resigned after increasing tensions within the ruling coalition. [4] [5] [6] Following her resignation and several scandals around the Unity leader Solvita Āboltiņa, opinion polls showed a rapid decrease of support for Unity. On 13 January 2016 Māris Kučinskis of the Union of Greens and Farmers was nominated to be the next Prime Minister by President Raimonds Vējonis. [7] His government was approved by the Saeima on 11 February.
The Social Democratic Party "Harmony", also commonly referred to as Harmony (Saskaņa), is a social-democratic political party in Latvia. It is the main catch-all party of the centre-left in Latvian politics. The party was founded in 2010 as the merger of the National Harmony Party (TSP) with New Centre (JC) and the Social Democratic Party (SDP), a breakaway from the Latvian Social Democratic Workers' Party (LSDSP). At that time, all three were members of the former electoral alliance Harmony Centre. The alliance also included the communist Socialist Party of Latvia. The Daugavpils City Party merged into the party in 2011.
The 100 members of the Saeima are elected by open list proportional representation from five multi-member constituencies (Kurzeme, Latgale, Riga (in which overseas votes are counted), Vidzeme and Zemgale) between 13 and 32 seats in size. Seats are allocated using the Sainte-Laguë method with a national electoral threshold of 5%. [8]
Open list describes any variant of party-list proportional representation where voters have at least some influence on the order in which a party's candidates are elected. This is as opposed to closed list, which allows only active members, party officials, or consultants to determine the order of its candidates and gives the general voter no influence at all on the position of the candidates placed on the party list. Additionally, an open list system allows voters to select individuals rather than parties. Different systems give voter different amounts of influence. Voter's choice is usually called preference vote.
Proportional representation (PR) characterizes electoral systems in which divisions in an electorate are reflected proportionately in the elected body. If n% of the electorate support a particular political party, then roughly n% of seats will be won by that party. The essence of such systems is that all votes contribute to the result - not just a plurality, or a bare majority. The most prevalent forms of proportional representation all require the use of multiple-member voting districts, as it is not possible to fill a single seat in a proportional manner. In fact, the implementations of PR that achieve the highest levels of proportionality tend to include districts with large numbers of seats.
Kurzeme Region, officially Kurzeme Planning Region is one of the five planning regions of Latvia, it is situated in the western part of Latvia, at the shores of the Baltic Sea and Gulf of Riga. The state institution was founded on 2 October 2006, based on the creation of the region territory as prescribed by Regulations No. 133 of the Cabinet of Ministers as of 25 March 2003, the "Regulations on Territories of Planning Regions".
The Movement For! and Latvian Development contested the election in the Development/For! alliance, formed on 20 April 2018. [9]
Movement For! is a liberal political party in Latvia. The party was founded on 26 August 2017 at the House of Culture Rītausma in Riga with 298 party members. The party is one of the members of the Development/For! alliance.
Development/For! is a liberal, pro-European political alliance in Latvia, made of 3 political parties: Movement For!, Latvian Development and Growth. The alliance was founded on 20 April 2018, and after 2018 Latvian parliamentary election it is the 4th largest party in Latvia. Development/For! positions itself as the only major liberal party in Latvia and states "modern and just Latvia within a unified Europe" as its main goal.
The Social Democratic Workers' Party, the Christian Democratic Union and Proud to Serve Our Latvia contested the election as the SKG Union electoral list, [10] the memorandum of which was signed by the leaders of the parties on 28 March 2018. [11] [12]
The Latvian Social Democratic Workers' Party is a social-democratic political party in Latvia. It has a long history but is not currently represented in the parliament of Latvia.
The Christian Democratic Union is a minor Christian-democratic political party in Latvia. It is currently led by Māra Viktorija Zilgalve and Secretary General Armands Agrums.
The long-standing alliance of the Latvian Farmers' Union and the Green Party (in cooperation with the regional For Latvia and Ventspils and Liepāja Party) continued.
Union of Greens and Farmers is a green conservative, agrarian political alliance in Latvia. It consists of two political parties: the Latvian Farmers' Union (LZS) and the Latvian Green Party (LZP). It is the third largest bloc in the Saeima. The Union of Greens and Farmers also cooperates closely with two regional parties: For Latvia and Ventspils and the Liepāja Party.
The Latvian Farmers' Union is a centrist, agrarian political party in Latvia.
The Latvian Green Party is a green political party in Latvia. It was founded on 13 January 1990 and is a member of the European Green Party. Unusually for a green party in Europe, the LZP is generally considered a centre-right party. Leading politicians of the party have often supported reactionary, nationalist, and anti-LGBT positions. The party has only gained representation in the Saeima by forming electoral alliances with other parties.
Unity formed an association in April 2018 with several regional parties under the New Unity alliance. The involved parties are the Kuldīga County Party, For Valmiera and Vidzeme and For Tukums City and County parties, joined by the Jēkabpils Regional Party. [13] [14] The Latgale Party , after a period of consideration, [15] joined the alliance in July, [16] although its Daugavpils chapter allied itself with The Progressives. [17] The Progressives and Movement For! declined invitations to join the list. [18]
The Central Election Commission of Latvia used its powers to remove eight candidates from submitted lists. It did so after receiving notification from the Interior Ministry that the individuals in question were disqualified from election to the Saeima under the country's election law. [19] The eight candidates were Aivars Zablockis and Nikolajs Žeļezņakovs (Eurosceptic Action Party), Zigfrīds Laicāns and Valdis Taupmanis (For Alternative), Edgars Krūmiņš (Latvian Association of Regions), Katrīna Brandala (The Progressives), Aivars Silinieks (Latvian Centrist Party) and Tatjana Ždanoka (Latvian Russian Union). [20] Ždanoka has been barred in the past as Latvian courts have found that she was a member of the Communist Party of Latvia after 31 January 1991, making her ineligible. The Election Commission additionally sought information from the Security Police and the Constitution Protection Bureau to confirm her ineligibility. [21]

Political leaders met on 18 October with the president Raimonds Vējonis. While they couldn't agree on a name for a Prime Minister, they reiterated their intention to form a coalition government, and to exclude Harmony from any coalition, if needed by gathering five or even all six remaining parties. [38]
On November 14, 2018, Development/For!, National Alliance, and New Unity pulled out of coalition talks with the New Conservative Party and KPV LV, making a five-way centre-right coalition government, hopeless. [39]
The Latvian Russian Union (LKS) is an ethnic minority, left-wing political party in Latvia, supported mainly by ethnic Russians and other Russian-speaking minorities. The co-chairpersons of the Latvian Russian Union are Miroslav Mitrofanov, Yuriy Petropavlovsky and Tatjana Ždanoka.

Responsibility – Social Democratic Alliance of Political Parties is a political coalition in Latvia, until 2010 called Libertas.lv, which was the local branch of Declan Ganley's Libertas Party. Unlike Libertas in other countries, Libertas Latvia was not a political party in its own right. Instead, candidates from Mūsu Zeme, Sociālā Taisnīguma Partija and Latvijas Atmoda contended the 2009 European Parliament elections in Latvia under common lists branded with the Libertas identity. The candidates retained their membership of their national parties and the national parties retained their legal identity.
New Unity is a liberal-conservative political party in Latvia. It is currently the largest party of the centre-right in Latvian politics and was the leading party in the Dombrovskis and Straujuma cabinets from its inception in 2010 until February 2016 and is a member of the current coalition since January 2019 with its member Krišjānis Kariņš as Prime Minister. Unity is a member of the European People's Party (EPP).
The National Alliance, officially the National Alliance "All For Latvia!" – "For Fatherland and Freedom/LNNK", abbreviated to NA, is a right-wing populist, national-conservative political party in Latvia. With thirteen seats in the Saeima, the National Alliance is the fourth-largest party in the national parliament and the third-largest party in the government. The party is a coalition of conservatives, Latvian ethnonationalists, and economic liberals.
The Reform Party, until April 2012 known as Zatlers' Reform Party, was a centre-right political party in Latvia founded by former President Valdis Zatlers on 23 July 2011. It won 22 seats in the Saeima in the 2011 election.

Laimdota Straujuma is a Latvian economist who was the Prime Minister of Latvia from January 2014 to February 2016. Before her tenure as Prime Minister, she served as Minister of Agriculture from 2011 to 2014. She was the first woman to serve as the head of government of the country. After her resignation on 7 December 2015 she announced her intention to resume a seat in the Saeima.

The Liepāja Party is a localist political party in Latvia. It operates in the city of Liepāja, where its chairman, Uldis Sesks, was mayor from 1997 to 2018. The party has an agreement with the Union of Greens and Farmers allowing party members to be elected in the Saeima, including current members Māris Kučinskis, Valdis Skujiņš and Aija Barča.
United for Latvia is a populist and economically liberal political party in Latvia. It was founded in 2011 in Rēzekne and in 2013 Ainārs Šlesers became party chairman. Šlesers has been dubbed one of the three "oligarchs" prominent in Latvian politics, and United for Latvia marks his return to electoral politics. He was previously leader of Latvia's First Party/Latvian Way and has served in several governments of Latvia including as Deputy Prime Minister in the government of Aigars Kalvītis and Minister of Transport in the second government of Ivars Godmanis, both of whom are party members. Other formerly prominent Latvian politicians who are now party members include Jānis Jurkāns and Jānis Straume. The party is yet to win seats in the Saeima or the European Parliament. Šlesers and several other party members have been in the past among the Latvian politicians most willing to cooperate with Harmony and other Russian parties in Latvia.
