The current administrative division of Latvia came into force on 1 July 2021.
On 10 June 2020, the Saeima approved a municipal reform that would reduce the 110 municipalities and nine republic cities to 43 local government units consisting of 36 municipalities (Latvian : novadi, sg.novads) and seven state cities (valstspilsētas, sg. valstspilsēta). [1] [2] The municipalities are also further divided into 71 cities/towns (pilsētas, sg. pilsēta) and 512 parishes (pagasti, sg. pagasts).
On 1 June 2021, the Constitutional Court of Latvia ruled that the annexation of Varakļāni Municipality to Rēzekne Municipality was unconstitutional. In response, the Saeima decided to preserve the existence of Varakļāni Municipality as a 43rd local government unit until 2025. [3] [4] In June 2024 the Saeima decreed that Varakļāni Municipality will be merged into Madona Municipality immediately after the 2025 Latvian local elections. [5]
Previous municipal reforms after the restoration of Latvian independence were enacted in 2009 and 1990 (when parishes were restored).
The 2020 law on administrative territories and populated areas designated Ogre and the previous nine republic cities as state cities. It also provided for the promotion of Iecava and Koknese to state city status on 1 July 2021. However, under the same law, only the seven state cities listed in the following table will have local governments which are independent of any municipality. Of the remaining three state cities, Jēkabpils and Valmiera became part of Jēkabpils Municipality and Valmiera Municipality respectively on 1 July 2021, while Ogre is similarly a part of the Ogre Municipality. Historical Latvian Lands or formerly Cultural regions of Latvia are several areas within Latvia formally recognised as distinct from the rest of the country. These are: Kurzeme (Courland), Zemgale (Semigallia), Latgale (Latgalia), Vidzeme, and Sēlija (Selonia). While some of these regions are seen purely as culturally distinct, others have historically been parts of different countries and have been used to divide the country for administrative and other purposes.
Ropaži Municipality is a municipality in Vidzeme, Latvia. The municipality was formed in 2005 with the reorganization of Ropaži parish. The administrative centre is Ulbroka. The population in 2020 was 6,835.
Bauska Municipality is a municipality in Zemgale, Latvia. The municipality was formed in 2009 by merging Brunava parish, Ceraukste parish, Code parish, Dāviņi parish, Gailīši parish, Īslīce parish, Mežotne parish, Vecsaule parish and Bauska town, the administrative centre being Bauska.
Ķekava Municipality is a municipality in Latvia. The municipality was formed in 2009 by merging Baloži town, Daugmale Parish and Ķekava Parish, the administrative centre being Ķekava.
Limbaži Municipality is a municipality in Vidzeme, Latvia. The municipality was formed in 2009 by merging Katvari Parish, Limbaži Parish, Pāle Parish, Skulte Parish, Umurga Parish, Vidriži Parish, Viļķene Parish and Limbaži town, with the administrative centre being Limbaži.
Mārupe Municipality is a municipality in Latvia, mostly in Vidzeme region, immediately to the southwest of the capital city of Riga. The municipality was formed in 2009 by reorganization of Mārupe Parish. The administrative centre is the town of Mārupe. The municipality borders the city of Riga to its east and north-east, the city of Jurmala to its north, and the municipalities of Tukums to its west, Jelgava to its southwest, Olaine to its south and southeast.
Rēzekne Municipality is a municipality in Latgale, Latvia. The municipality was formed in 2009 by merging Audriņi parish, Bērzgale parish, Čornaja parish, Dricāni parish, Feimaņi parish, Gaigalava parish, Griškāni parish, Ilzeskalns parish, Kantinieki parish, Kaunata parish, Lendži parish, Lūznava parish, Mākoņkalns parish, Malta parish, Nagļi parish, Nautrēni parish, Ozolaine parish, Ozolmuiža parish, Puša parish, Rikava parish, Sakstagals parish, Silmala parish, Stoļerova parish, Strūžāni parish and Vērēmi parish, town Viļāni. The population in 2020 was 24,127.
Strenči Municipality is a former municipality in Vidzeme, Latvia. The municipality was formed in 2009 by merging Jērcēni parish, Plāņi parish, Strenči town and Seda town with its countryside territory; the administrative centre being Strenči. The population in 2020 was 2,838.
Kocēni Municipality is a former municipality in Vidzeme, Latvia. The municipality was formed in 2009 by merging Bērzaine Parish, Dikļi Parish, Kocēni Parish, Vaidava Parish and Zilākalns Parish; the administrative centre being Kocēni. Until 28 January 2010 the name of municipality was Valmiera Municipality.
Varakļāni Municipality is a municipality in Latgale, Latvia. The municipality was formed in 2009 by merging Varakļāni town, Murmastiene Parish and Varakļāni Parish of the former Madona District. The administrative centre is Varakļāni.
Baldone Parish is an administrative unit of Ķekava Municipality, Latvia. From 2009 until 2021, it was part of the former Baldone Municipality. It was created in 2010 from the countryside territory of Baldone town. At the beginning of 2015, the population of the parish was 3322. Baldone Parish is defined by Latvian law as belonging partly to the province of Vidzeme and partly to Semigallia.
Municipal elections were held across Latvia on 5 June 2021. This was the first election after the Saeima passed a municipal reform in 2020 that reduced the 110 municipalities and 9 cities to 43 municipalities, including 11 state cities and added 5 new Latvian towns: Ādaži, Iecava, Ķekava, Koknese, and Mārupe. In total, 645 councilors were elected to 40 municipal councils across the country. The 60 seats in the Riga City Council is not up for election until 2025, as snap elections were held in August 2020.
South Kurzeme Municipality is one of the 35 municipalities established in Latvia in 2021. It surrounds Liepāja, Latvia's third largest city. Its first elected municipal council took office on 1 July 2021. Its seat is at Grobiņa.
Augšdaugava Municipality is one of the 35 municipalities established in Latvia in 2021. It surrounds the independent city of Daugavpils and its municipal headquarters are located there. Its first elected municipal council has taken office on 1 July 2021.
Valmiera Municipality is one of the 35 municipalities established in Latvia in 2021, located approximately 180 kilometres (110 mi) west of the national capital Riga. Its first elected municipal council took office on 1 July 2021. Its seat is the city of Valmiera.
On 1 July 2009 the former districts of Latvia were divided into 109 municipalities, and nine republic cities with their own city council and administration. In 2010, acting upon the request of the local populace, Mērsrags Municipality was split off from Roja Municipality, bringing the total to 110 municipalities.
