The Learning and Skills Council (LSC) was a non-departmental public body jointly sponsored by the Department for Business, Innovation and Skills (BIS) and the Department for Children, Schools and Families (DCSF) in England. It closed on 31 March 2010 and was replaced by the Skills Funding Agency and the Young People's Learning Agency.
The LSC was established in April 2001, under the Learning and Skills Act 2000. It replaced the 72 training and enterprise councils and the Further Education Funding Council for England. In 2006 it had an annual budget of £10.4 billion. [1] It was described as Britain's largest Quango. [2]
Until June 2007, it was sponsored by the former Department for Education and Skills (DfES).
In July 2009, the Public Accounts Committee described the LSC's handling of its college building programme as 'catastrophic mismanagement'. It resulted in a £2.7 billion debt, with 144 college building contracts having to be terminated abruptly, and leaving many colleges with huge financial penalties for breach of contract with civil engineering companies. 23 colleges have debts of more than 40% of their annual income, with some facing possible financial collapse. The re-building programme had renovated over half of England's colleges since 2001.[ citation needed ]
On 17 March 2008 the abolition of the LSC was announced; funding responsibilities for 16- to 19-year-old learners were to transfer to Education Funding Agency and the Skills Funding Agency, which was created to distribute funding for adult learners in further education colleges. [3] [4]
The Machinery of Government announcement heralded the end of the LSC, to make way for the Young Peoples Learning Agency and the Skills Funding Agency, reporting to DCSF and BIS respectively. These changes started in April 2009 and were completed by March 2010.
Mark Haysom CBE, the second chief executive of the LSC, announced that he was stepping down from his role on 23 March 2009 - taking accountability as Chief Executive for difficulties that the LSC had encountered with a college (PFI) rebuilding programme. [5] He was replaced by Geoff Russell, formerly of accountants KPMG.
The LSC was responsible for planning and funding further education (post-16 education and training other than higher education) in England.
The LSC had a national office in Cheylesmore House, Cheylesmore, Coventry, nine regional offices and 47 local Learning and Skills Council offices. The LSC's national office was not a typical headquarters – its main role was to produce guidelines and targets for its 47 local offices.[ citation needed ]
It was announced in 2005 that the LSC's organisation structure would change as part of the Agenda for Change programme, creating a streamlined configuration with more focus on the regional dimension. Although management and administration has been restructured on regional lines, the 47 local Learning and Skills councils were retained.
Around 1,300 jobs were lost, 500 from the Coventry headquarters, the remainder from local offices. The restructuring process was challenged by the PCS Union, with a strike that took place on 28 April 2006, and a work-to-rule commencing in May 2006. The work-to-rule ceased on 26 June 2006 after PCS and LSC representatives reached agreement.[ citation needed ]
During its lifetime the LSC had three chief executives: John Harwood, Mark Haysom and Geoff Russell.

Former leader of the CBI, Sir Digby Jones, was critical of the LSC during his time as the UK government's skills envoy. Speaking of the LSC management and outcomes, he said: "It is what I call the British Leyland model - you put a lot of money in at the top and an Austin Allegro comes out at the bottom. The money has not been spent in the right way and it is not delivering what the employers want." [7]
There has also been significant press criticism for its handling of EMAs, capital, adult funding and numerous other areas of work especially by its own staff over its handling of various restructures and more recently its closure and transfer of powers to the 2/3 successor bodies and 150 local authorities.
The equivalent body in Wales was ELWa. In Scotland, colleges are funded by the Scottish Funding Council.
Also in England, until 2006, there was the Learning and Skills Development Agency, which split into the Quality Improvement Agency and Learning and Skills Network in March 2006.
The Department for Education and Skills (DfES) was a United Kingdom government department between 2001 and 2007, responsible for the education system as well as children's services in England.

Building Schools for the Future (BSF) was the name given to the British government's investment programme in secondary school buildings in England in the 2000s. The programme was ambitious in its costs, timescales and objectives, with politicians from all English political parties supportive of the principle but questioning the wisdom and cost effectiveness of the scheme. The delivery of the programme was overseen by Partnerships for Schools (PfS), a non-departmental public body formed through a joint venture between the Department for Children, Schools and Families (DCSF), Partnerships UK and private sector partners. Fourteen local education authorities were asked to take part in the first wave of the Building Schools for the Future programme for the fiscal year 2005/6. By December 2009, 96 local authorities had joined the programme.
North Devon College was a further education college in Barnstaple, North Devon. It is now part of Petroc.
The Further Education Funding Council for England (FEFC) was a non-departmental public body of the Department for Education and Skills which distributed funding to Further Education and Sixth Form Colleges in England between 1992 and 2001.
Skills for Life was the national strategy in England for improving adult literacy, language (ESOL) and numeracy skills and was established as part of the wider national Skills Strategy to increase the numbers of young people and adults with adequate skills. The strategy was launched by the Prime Minister, Tony Blair, in March 2001.
Department for Children, Schools and Families (DCSF) was a department of the UK government, between 2007 and 2010, responsible for issues affecting people in England up to the age of 19, including child protection and education. DCSF was replaced by the Department for Education after the change of government following the 2010 General Election.
Lifelong Learning Networks (LLNs) were a joint initiative in the UK between the Higher Education Funding Council for England (HEFCE), the Learning and Skills Council (LSC) and the former Department for Education and Skills (DfES). They were created as a result of HEFCE/LSC Circular Letter 12/2004.
Writhlington School is a secondary school for pupils aged 11–18 in Writhlington, Bath and North East Somerset, England. It is the main secondary school in the Radstock area, providing further education to local children and some pupils who live outside the catchment area. The school became an academy in October 2011.
Partnerships for Schools (PfS) was established in 2004 as a Non-Departmental Public Body (NDPB), wholly owned and funded by the Department for Education (DfE), to deliver the UK's Building Schools for the Future (BSF) programme. In March 2006, PfS also took on responsibility for delivering the Academies programme, integrating delivery into BSF where possible.

Ralph Edwin Tabberer CB was the Director General of Schools in the UK government department, the Department for Children, Schools and Families. He held the position from March 2006 until March 2009.
The Skills Funding Agency was one of two successor organisations that emerged from the closure in 2010 of the Learning and Skills Council. The agency was in turn replaced by the Education and Skills Funding Agency in 2017.
The National Employer Service (NES) was a service of the Learning and Skills Council which became the Skills Funding Agency. Its purpose was to offer specialist advice and funding for further education to national, multi-site employers with more than 5000 employees.
Birmingham Metropolitan College is a further and higher education college with 10 campuses distributed within Birmingham, England. The college was created in 2009 as an amalgamation of Matthew Boulton College and Sutton Coldfield College. The main site is Matthew Boulton College based at Jennens Road in Birmingham City Centre.

The Young People's Learning Agency for England, commonly referred to as the Young People's Learning Agency (YPLA), was a UK government body, based in Coventry, which funded further education for 16- to 19-year-olds in England. It closed on 31 March 2012, when its responsibilities were transferred to the newly created Education Funding Agency.
