Lee J. Slavutin is an entrepreneur, author and speaker in the areas of life insurance and financial planning.

He was born in Melbourne, Australia, in 1951 to a Jewish family. He trained as a medical doctor with a specialization in pathology, and practiced pathology at Lenox Hill Hospital from 1979 to 1982. In 1983, Slavutin changed careers to become a life insurance advisor. [1] He is the co-founder of Stern Slavutin 2, Inc., which provides life insurance and estate planning advisement in New York City. [2] He is also a Jewish scholar. [3]

Slavutin has served as director of the Estate Planning Council of New York and was inducted into the Estate Planning Hall of Fame in 2014 by the National Association of Estate Planners and Councils. [4] He is also an Insurance Expert for the publication Bottom Line/Personal. [5]

He is the author of A Guide to Life Insurance Strategies, an accounting textbook. [6] Slavutin has written articles for Stephan Leimberg’s LISI Newsletter, [7] as well as for Financial Advisor Magazine, [8] Financial and Estate Planning, [9] and Practitioners Publishing Company. [10]

In 1990, Slavutin testified for the New York State Senate, [11] and in 1994 he worked with the United States General Accounting Office [12] to evaluate insurance company rating firms.

A life settlement is the legal sale of an existing life insurance policy for more than its cash surrender value, but less than its net death benefit, to a third party investor. The investor assumes the financial responsibility for ongoing premiums and receives the death benefit when the insured dies. The primary reason the policyowner sells is because they can no longer afford the ongoing premiums, they no longer need or want the policy, to fund long-term care, increased medical costs, or they need money for other expenses. On average, the policyowner receives three to five times more than the surrender value for the policy.

Formerly Superintendent of Insurance for New York State, he was nominated by Governor Eliot Spitzer and confirmed by the New York State Senate on April 18, 2007, as the 39th Superintendent of the New York State Insurance Department. On May 28, 2009, he announced his resignation and subsequently left state government service to become a visiting professor at New York University's Stern School of Business. Juvenile life insurance is permanent life insurance that insures the life of a child. It is a financial planning tool that provides a tax advantaged savings vehicle with potential for a lifetime of benefits. Juvenile life insurance, or child life insurance, is usually purchased to protect a family against the sudden and unexpected costs of a funeral and burial with much lower face values. Should the juvenile survive to their college years it can then take on the form of a financial planning tool.

The Act to provide for reconciliation pursuant to titles II and V of the concurrent resolution on the budget for fiscal year 2018, Pub. L.Tooltip Public Law  115–97 (text)(PDF), is a congressional revenue act of the United States originally introduced in Congress as the Tax Cuts and Jobs Act (TCJA), that amended the Internal Revenue Code of 1986. The legislation is commonly referred to in media as the Trump tax cuts, as it was a key agenda piece of the Trump administration. Major elements of the changes include reducing tax rates for businesses and individuals, increasing the standard deduction and family tax credits, eliminating personal exemptions and making it less beneficial to itemize deductions, limiting deductions for state and local income taxes and property taxes, further limiting the mortgage interest deduction, reducing the alternative minimum tax for individuals and eliminating it for corporations, doubling the estate tax exemption, and reducing the penalty for violating the individual mandate of the Affordable Care Act (ACA) to $0. The New York Times has described the TCJA as "the most sweeping tax overhaul in decades".

On September 12, 2018, the United States Senate confirmed Rettig's nomination to be Commissioner for the term expiring November 12, 2022. Rettig was sworn in on October 1, 2018.
