Leela Mani Poudyal is Chief Secretary of the Government of Nepal between 2012 and 2015. Poudyal is a popular leader with his strict civil service motto,and his social campaigns like anti-graft movement and "Clean Bagmati Campaign" that he started entirely through his own initiative. He remains to be a popular figure in Nepalese socio-political scenario,actively taking part in discussions,talk-shows and social movements. [1]
On 1 September 2016,Government of Nepal announced the nomination of Poudyal as ambassador to people's Republic of China. [2] He is also the Non-resident Ambassador to Mongolia and North Korea. [3] [4] [5] [6]
Born in western district of Gulmi,Poudyal went to a local Primary School. He passed the School Leaving Certificate (SLC) examinations in 1979 from Shree Bhawani High School Kusumkhola,Palpa.
Poudyal passed B. Com. (major subject Financial Management with Gold Medal) in 1988. He then completed Master's in Business Administration (MBA) from the Tribhuwan University in 1989 with First Division.
Poudyal joined the Nepalese civil service in 1988 as a Gazetted Class Third Officer in the Financial Comptroller General Office. He was promoted to Under Secretary in 1996. He worked as chief of the Personnel Administration Section in the Ministry of Local Development from August 1996 to February 1998. He was promoted to Joint Secretary in 1998 and worked in various ministries and departments including Industrial Promotion and Administration Division in the Ministry of Industry Commerce and Supplies,Director General at the Department of Cottage and Small Industries and Ministry of Commerce.
Poudyal worked as Chairperson in state-owned Hetauda Cement Factory (September 2002 to May 2003);Liquidator of Hetauda Textile Mill (the largest state-owned Textile mill);Chairperson and Board Member of Cottage and Small Industry Development Board (2000-2003),Chairperson of state-owned Lumbini Sugar Mill Ltd (September 2002 –October 2003);Board member of Salt Trading Corporation,a semi state-owned company to supply essential commodities,National Program Director of Micro Enterprise Development Program- a UNDP funded Poverty alleviation Program (2002-2003) and Convener/ Team Leader of more than two dozen Task forces,committees and teams formed by the Government of Nepal. He worked as Consular General for Tibet Autonomous Region of China (November 2003- July 2007).
He worked as Secretary at the Minister of Culture,Tourism and Civil Aviation,Ministry of Information and Communications,Ministry of Home and also at the Office of Prime Minister and Council of Ministers between 2007 and 2012.
Poudyal held the post of Chief Secretary,the highest-ranked official in Nepal's civil services from September 7,2012 to September 6,2015. During this time,he played important role in successful integration of the Maoists combatants into Nepal army through a long and arduous process.
Poudyal played a key role (and continues to play) in the Bagmati River clean –up campaign,that was launched in June 2013. Bagmati River is a major river in the capital,Kathmandu,with great ecological and religious importance. But,due to haphazard urbanization,pollution and lack of proper planning,the river had almost turned into a sewer. With like-minded individuals and organizations as well as concerned government department and agencies,Poudyal played a key role in the Campaign. The Campaign has already completed 170 weeks (by August 2016) and has been instrumental in raising public awareness and removing garbage from the holy river,pressing government for sewerage treatment plants,making gardens in the river banks and plantation of trees. With the initiation of Bagmati campaigners Dhobikhola,Bishnumati,Nakkhu,Hanumante River clean up campaigns have been launched and continued. The campaign has reached throughout the nation. [7] [8]
Poudyal now lives in Kathmandu with his family. He lists his hobbies as travelling and regularly practices Yoga and Meditation.
The Bagmati River flows through the Kathmandu valley of Nepal,separating the cities of Kathmandu and Patan,before flowing through Madesh Province of southern Nepal and joining the Kamla River in the Indian state of Bihar. It is considered holy by both Hindus and Buddhists. A number of Hindu temples are located on its banks.
The Kathmandu Valley,also known as the Nepal Valley or Nepa Valley,National Capital Area,is a bowl-shaped valley located in the Himalayan mountains of Nepal. It lies at the crossroads of ancient civilizations of the Indian subcontinent and the broader Asian continent,and has at least 130 important monuments,including several pilgrimage sites for Hindus and Buddhists. There are seven World Heritage Sites within the valley.
Hetauda is a sub-metropolitan city in Makwanpur district of Bagmati Province in central Nepal. It is the administrative headquarters of the Makwanpur district and the capital of Bagmati Province as declared by a majority of the Provincial Assembly Members on 12 January 2020. Hetauda is one of the largest cities in Nepal. At the time of the 2015 Nepal census,it had a population of 153,875 people. The city's population grew to 195,951 in 2021.
The Nepal Communist Party,abbreviated NCP is a defunct communist party which existed in Nepal from 2018 to 2021. It was founded on 17 May 2018,from the unification of two leftist parties,Communist Party of Nepal and Communist Party of Nepal. The unification was completed by the Party Unification Coordination Committee,after eight months of negotiation. The two predecessor parties subsequently dissolved,making way for the new united party. The party retained the electoral symbol of the CPN (UML),the sun.
The Nepal Rastra Bank was established April 26,1956 A.D. under the Nepal Rastra Bank Act,1955,to discharge the central banking responsibilities including guiding the development of the embryonic domestic financial sector. As of now,the NRB is functioning under the new Nepal Rastra Bank Act,2002. The functions of NRB are to formulate required monetary and foreign exchange policies so as to maintain the stability in market prices,to issue currency notes,to regulate and supervise the banking and financial sector,to develop efficient payment and banking systems among others. The NRB is also the economic advisor to the government of Nepal. As the central bank of Nepal,it is the monetary,supervisory and regulatory body of all the commercial banks. development banks,finance companies and micro-finances institutions.
Bahun,also known as Hill Brahmins,are a Brahmin varna among the Khas of Nepal. Their origins are from the Himalayan belt of South Asia. According to the 2011 Nepal census,Bahun is the second most populous group after Chhetri.
Gagan Kumar Thapa is a Nepali politician and youth leader,who is the current General Secretary of the Nepali Congress. He is currently serving as a Member of Parliament in the House of Representatives,Nepal from Kathmandu since 2008,and is currently in its Parliamentary Committee on Education and Health. He served as the Minister of Health and Population of Nepal from 2016 to 2017.
Khadga Prasad Sharma Oli is a Nepali Communist politician,former Prime Minister of Nepal and the current leader of the Opposition. He has served two terms as prime minister,from 11 October 2015 to 3 August 2016,and from 15 February 2018 to 13 July 2021 as the first prime minister to be appointed following the first general election under the new constitution.
Balkrishna Shamsher Jang Bahadur Rana or Bala Krishna Sama was a Nepalese dramatist. For his great contributions to Nepali literature,he was awarded the title Natya Siromani. He is considered as one of the trimurti (trinity) of Nepali literature alongside Laxmi Prasad Devkota and Lekhnath Paudyal. He is often called the "Shakespeare" of Nepal.
Ranga Nath Poudyal Atri popularly known as Ranganath Pandit was the Mukhtiyar of Nepal from 1837 December to 1838 August and in 1840 November for about 2–3 weeks. He was the first Brahmin Prime Minister of Nepal.
Lokman Singh Karki,is the former Chief Commissioner of Commission for Investigation of Abuse of Authority (CIAA) of Nepal. He assumed office in May,2013. He was sacked from the post on 21 October 2016. In a landmark verdict,the Supreme Court on 8 January 2017 held that Mr. Karki was not qualified for the appointment to the office of the chief of the Commission for Investigation of Abuse of Authority.
The China–Nepal border is the international boundary between the Tibet Autonomous Region of the People's Republic of China and Federal Democratic Republic of Nepal. It is 1,389 kilometres (863 mi) in length and runs in a northwest–southeast direction along the Himalayan mountain range,including Mount Everest,the world's highest mountain. The boundaries of this particular border have changed dramatically over time,especially when considering relatively recent events such as the Annexation of Tibet in 1949. However,some of the most significant developments of modern times would be the signing of the "Agreement on Maintaining Friendly Relations between the People’s Republic of China and the Kingdom of Nepal" in 1956 and the "Sino-Nepalese Treaty of Peace and Friendship" in 1960,both of which formally recognised Tibet as a part of China and confirmed the limits of the countries of China and Nepal as they are known today.
Bagmati Province is one of the seven provinces of Nepal established by the constitution of Nepal. Bagmati is Nepal's second-most populous province and fifth largest province by area. It is bordered by Tibet Autonomous Region of China to the north,Gandaki Province to the west,Koshi Province to the east,Madhesh Province and the Indian state of Bihar to the south. With Hetauda as its provincial headquarters,the province is also the home to the country's capital Kathmandu,is mostly hilly and mountainous,and hosts mountain peaks including Gaurishankar,Langtang,Jugal,and Ganesh.
The Oli cabinet,2018 was the Government of Nepal from 15 February 2018 to 13 July 2021. It was initially formed as a majority coalition on 15 February 2018,after Khadga Prasad Sharma Oli was elected as the new Prime Minister of Nepal following the 2017 general election. Oli's candidacy was supported by the Communist Party of Nepal and the Communist Party of Nepal. He assumed his office along with two ministers with the remaining ministers added at later points. The CPN withdrew its support from the government in May 2021,reducing it to a minority,and after the dissolution of the House of Representatives,it turned into an interim government. The Oli cabinet,2018 was replaced by the fifth Deuba cabinet,formed after the Supreme Court ordered the appointment of Nepali Congress president Sher Bahadur Deuba as prime minister under in accordance with Article 76 (5) of the Constitution of Nepal.
The Karra River is a river in Makawanpur district of Bagmati Province in Nepal. A right tributary of the East Rapti River,the Karra originates in the north-eastern Siwalik hills. It has numerous tributary rivulets. It flows from east to west direction. It is one of the main tributaries of the East Rapti. It flows through the middle of Hetauda sub-metropolitan city,before draining into East Rapti along with Kukhreni,another (minor) right tributary of East Rapti,in the outskirts of the city,forming a holy Triveni Sangam. The confluence is the site of Kusmanda Sarowar Triveni Dham,one of the major Triveni pilgrimages for Hindus in Nepal.
Dilli Jung Thapa (1894–1946) was a chief engineer and colonel of Nepalese Army. He was the son of colonel Harsh Jung Thapa and grandson of governor (Badahakim) of eastern Nepal colonel Gajraj Singh Thapa,he was the chief designer of Nepal's first highway tunnel carved through the inner terai between Hetauda and Amlekhganj.
Squatting in Nepal occurs when people live on land or in buildings without the valid land ownership certificate. The number of squatters has increased rapidly since the 1980s,as a result of factors such as internal migration to Kathmandu and civil war. In March 2021,the chairperson of the Commission on Landless Squatters stated that all landless squatters would receive ownership certificates within the following eighteen months.
Nepal began administration of COVID-19 vaccines on 27 January 2021. 1 million Oxford-Astrazeneca vaccines were provided by India as a grant while Nepal brought 2 million doses from Serum Institute of India (SII) and was one of the first to receive COVID-19 vaccines. The delivery of the first 1 million doses arrived on 21 February. In March,India's decision to ban exports of vaccines created uncertainty over whether Nepal would be able to continue its vaccinations. By April,SII had only provided half of the 2 million doses for which Nepal had paid in full. A spokesperson for the Indian Ministry of External Affairs rejected the notion of an export ban and said "We will export vaccines taking into account the domestic demand." By late July,there was still uncertainty in Nepal over when SII would deliver the vaccines that were purchased,although Prime Minister Narendra Modi said India would "resume the supply of vaccines soon."
Bagmati Province cricket team,also known as Team Bagmati is a Nepali provincial cricket team,based in the Bagmati Province of Nepal. The team plays limited overs one day and Twenty20 cricket in the Prime Minister One Day Cup and the Gautam Buddha Cup,respectively. The team is currently being run under the Cricket Association of Bagmati Province,with Rit Gautam as the team captain.
