Lex is a URN namespace, a type of Uniform Resource Name (URN), that allows accurate identification of laws and other legal norms.
LexML Brazil and Italy (Civil law countries) already officially recognize the URN LEX standard draft v0.9, as a namespace for sources of law.

URNs are used as unique identifiers (unique IDs), like using ISBN to identify books. The URN is also nominated as a "public (unique) ID". In that kind of public use, the need for a central authority las a unique and necessary URN-resolver [ broken anchor ] is a problem. In that context, the identifier's user must query the authority about the correct ID from some object's metadata, like year or title. IDs like ISBN, which need a central authority, are also named "opaque IDs".
A common use of Lex URNs is to express "transparent identifiers", which can be built up by simple rules or inferences from basic metadata. For example, the Brazilian Lex URN is used for both legislative and case law unique and universal identifier, using rules of formatting and abbreviation of the authority's name, the publication date, and the local identifier in the title of the document.

The Handle System is a proprietary registry assigning persistent identifiers, or handles, to information resources, and for resolving "those handles into the information necessary to locate, access, and otherwise make use of the resources". As with handles used elsewhere in computing, Handle System handles are opaque, and encode no information about the underlying resource, being bound only to metadata regarding the resource. Consequently, the handles are not rendered invalid by changes to the metadata.

The MIRIAM Registry, a by-product of the MIRIAM Guidelines, is a database of namespaces and associated information that is used in the creation of uniform resource identifiers. It is designed to provide a standardized way to identify and describe the context and content of national or EU legislation, including its purpose, scope, relationships with other legislations and legal basis. This will guarantee easier identification, access, exchange and reuse of legislation for public authorities, professional users, academics and citizens. ELI paves the way for knowledge graphs, based on semantic web standards, of legal gazettes and official journals.
The European Case Law Identifier (ECLI) is an identifier for court decisions in Europe. The identifier consists of five elements separated by colons: ECLI:[country code]:[court identifier]:[year of decision]:[specific identifier]. The standard is laid down in the Council Conclusions inviting the introduction of the European Case Law Identifier (ECLI) and a minimum set of uniform metadata for case law of the European Union. The ECLI framework also contains a set of uniform metadata to improve search facilities for case law. Court decisions that have an ECLI assigned can be indexed by the ECLI Search Engine of the European e-Justice portal.
Identifiers.org is a project providing stable and perennial identifiers for data records used in the Life Sciences. The identifiers are provided in the form of Uniform Resource Identifiers (URIs). It is also a resolving system that relies on collections listed in the MIRIAM Registry to provide direct access to different instances of the identified records.
