This is a list of the 13 observers to the European Parliament for Lithuania in the 1999 to 2004 session. They were appointed by the Lithuanian Parliament as observers from 1 May 2003 until the accession of Lithuania to the EU on 1 May 2004.

Rolandas Paksas is a Lithuanian politician who was the sixth President of Lithuania from 2003 to 2004. He was previously Prime Minister of Lithuania in 1999 and again from 2000 to 2001, and he also served as Mayor of Vilnius from 1997 to 1999 and again from 2000 to 2001. He led Order and Justice from 2004 to 2016 and was a Member of the European Parliament from 2009 to 2019.

The Seimas of the Republic of Lithuania, or simply the Seimas, is the unicameral parliament of Lithuania. The Seimas constitutes the legislative branch of government in Lithuania, enacting laws and amendments to the Constitution, passing the budget, confirming the Prime Minister and the Government and controlling their activities.

The 2004 European Parliament election in Lithuania was the election of MEP representing Lithuania constituency for the 2004–2009 term of the European Parliament. It was part of the wider 2004 European election. The vote took place on 13 June 2004.

The Barroso Commission was the European Commission in office from 22 November 2004 until 31 October 2014. Its president was José Manuel Barroso, who presided over 27 other commissioners. On 16 September 2009 Barroso was re-elected by the European Parliament for a further five years and his Commission was approved to take office on 9 February 2010.
