The Secretary General of the Secretariat of the Legislative Council of Hong Kong, formerly called the Clerk to the Legislative Council of Hong Kong before 1995, [1] is the head and chief executive of the Secretariat of the Legislative Council of Hong Kong, and is responsible for managing LegCo's facilities and services and supporting its work. As Clerk to the Legislative Council, the Secretary General is the principal adviser to the President of the Council on parliamentary procedure. [2] The clerk's other responsibilities relate to the conduct of business of the Legislature and its committees. Many other officers and personnel provide assistance to the clerk. [3] In addition, the Secretary General is the Controlling Officer of public money appropriated for Legislative Council Commission’s performance of its functions, and is responsible for administering a remuneration and operating expenses reimbursement system for Members of the Council.
