Rosario is the largest city in the central Argentine province of Santa Fe. The city is located 300 km (186 mi) northwest of Buenos Aires, on the west bank of the Paraná River. Rosario is the third-most populous city in the country, and is also the most populous city in Argentina that is not a capital. With a growing and important metropolitan area, Greater Rosario has an estimated population of 1,750,000 as of 2020. Club Atlético Rosario Central is a sports club based in Rosario, Argentina, that plays in the Argentine Primera División. The club was officially founded on December 24, 1889, by a group of railway workers, taking its name from the English-owned Central Argentine Railway company. One of the oldest Argentine and Latin American teams, it is considered a pioneer in its hometown and the only one of current Santa Fe province teams to have won an international title organised by CONMEBOL, the Copa Conmebol, won by the club in 1995.

National Route 9 is a major road in Argentina, which runs from the center-east to the northwest of the country, crossing the provinces of Buenos Aires, Santa Fe, Córdoba, Santiago del Estero, Tucumán, Salta and Jujuy. It starts on Avenida General Paz, which marks the border between the Autonomous City of Buenos Aires and the surrounding province of the same name, and ends at the Horacio Guzmán International Bridge, on the La Quiaca River, traversing 1,967 km (1,222 mi). The road is a limited access motorway from Buenos Aires to Rosario.

A member of the Justicialist Party, Martínez worked as a legislative aide for Agustín Rossi and Guillermo Carmona from 2005 to his own election to the Chamber of Deputies.
