Liudmila Khojashvili is a former Justice Minister and a current judge of the Constitutional Court of Abkhazia.
Khojashvili was born in 1957. In 1986,she graduated from the Law Faculty of the Turkmen State University. [1]
Between November 1973 and September 1983,Khojashvili worked as court clerk,first at the Ashgabat regional court and from May 1980 onwards at the Supreme Court of the Turkmen SSR. From January 1983 until March 1987,Khojashvili worked as senior consultant at the Turkmen Justice Ministry. In March 1987,following her graduation,Khojashvili became a judge at the Kopetdag District Court. She served as judge throughout the dissolution of the Soviet Union and Turkmenistan's independence,until March 1995,when she moved to Abkhazia. [1]
On 18 May 1995,Khojashvili became Deputy Minister for Justice of Abkhazia. On 7 April 2005,following the election of Sergei Bagapsh as president,Khojashvili was appointed as the new Justice Minister under Prime Minister Alexander Ankvab. [1] She was re-appointed under Prime Minister Sergei Shamba after Bagapsh's re-election in 2009. On 31 October 2011,she was replaced by Ankvab,Bagapsh's successor as president. [2]
Khojashvili is associate professor at the Abkhazian State University and Head of the Department of Civil Law and Procedure,and she teaches civil procedure. [1]
On 22 November 2016,Khojashvili was elected as judge of the newly created Constitutional Court by the People's Assembly. She was only one of two candidates out of a total of five nominated by President Raul Khajimba to be elected,receiving 26 out of 35 votes,with a two-thirds majority being required. [1] On 29 November,Khojashvili was formally sworn in. [3]
Raul Jumkovich Khajimba is an Abkhazian politician,and served as President of Abkhazia from 25 September 2014 until 12 January 2020. He was also Chairman of the Forum for the National Unity of Abkhazia from 2010 to 2015. Khajimba previously held the offices of Vice President (2005–2009),Prime Minister (2003–2004) and Defence Minister (2002–2003). He unsuccessfully ran for President in 2004,2009 and 2011. He resigned the presidency in 2020 due to protests against him.
The prime minister of Abkhazia is the de facto head of government of the partially recognized Republic of Abkhazia,that is de jure part of Georgia.
The office of Minister for Foreign Affairs of the Republic of Abkhazia was created on 17 May 1993,during the 1992–1993 war with Georgia. Due to the diplomatic isolation of Abkhazia,which remains widely unrecognised,the role of the foreign minister has been restricted mostly to negotiations over resolving the Georgian-Abkhazian conflict. Empirical data nevertheless show that Abkhazia's Foreign Ministry also enacts diplomatic relations,such as the sending of diplomatic notes,with various countries across the world,including Nauru,Vanuatu,Venezuela,Nicaragua,and Syria. It is also active in managing relations with other post-Soviet de facto states such as South Ossetia,Transnistria,and the Lugansk People's Republic.
Sergei Uasyl-ipa Bagapsh was an Abkhaz politician who served as the second President of Abkhazia from 12 February 2005 until his death on 29 May 2011. He previously served as Prime Minister of Abkhazia from 1997 to 1999. He was re-elected in the 2009 presidential election. Bagapsh's term as Prime Minister included the 1998 war with Georgia,while he oversaw both the recognition of Abkhazia by Russia and the Russo-Georgian War during his presidency.
Sergei Shamba is a senior politician from Abkhazia. He is currently a member of the People's Assembly of Abkhazia and Chairman of United Abkhazia. He was Prime Minister of Abkhazia under President Sergei Bagapsh from 13 February 2010 until 27 September 2011. Between 1997 and 2010 he had been Minister for Foreign Affairs under both Bagapsh and his predecessor Vladislav Ardzinba,with only a half-year interruption in 2004. Shamba has twice unsuccessfully participated in presidential elections,in 2004 and 2011. He has been a staunch proponent for dialogue between Abkhazia and Georgia.
Aleksandr Zolotinskovich Ankvab is an Abkhaz politician and businessman who was president of Abkhazia from 29 May 2011,until his resignation on 1 June 2014. Under president Sergei Bagapsh,he previously served as prime minister from 2005 to 2010 and vice-president from 2010 to 2011. He was appointed prime minister again on 23 April 2020.
Aitaira is a public association in Abkhazia. It is co-chaired by former Prime Minister Leonid Lakerbaia.
The Government of the Republic of Abkhazia governs the partially recognised Republic of Abkhazia.
Presidential elections were held in Abkhazia on 3 October 2004,the first that were competitive. Election law prohibited incumbent President Vladislav Ardzinba from running for a third term and he instead backed Prime Minister Raul Khadjimba,who also enjoyed support from the Russian authorities. Khadjimba's main opponent was Sergei Bagapsh,who was supported by the two major opposition parties,United Abkhazia and Amtsakhara,and later also by Aitaira when their candidate Alexander Ankvab was barred from running in a controversial decision by the Central Election Commission.
Nugzar Nuri-ipa Ashuba is a senior politician from Abkhazia. He was Minister of Culture from 1986 until 1992 and the first Chairman of the State Repatriation Committee from 1992 until 1995. He was elected to the People's Assembly of Abkhazia in the 2002 elections,and he was elected Speaker on 3 April 2002 with 23 votes in favour,10 against and 1 abstention. Ashuba was re-elected in 2007 both as Deputy and as Speaker,but suffered a first-round loss in the 2012 elections. When President Sergei Bagapsh died in 2011,and Vice President Alexander Ankvab participated in the subsequent Presidential election,Ashuba acted as President. On 29 October 2013,he was appointed Security Council Secretary by President Alexander Ankvab to succeed Stanislav Lakoba,who had been dismissed the previous day.
The Government of President Sergei Bagapsh was the Government of the Republic of Abkhazia from 2005 until 2011.
The Government of President Alexander Ankvab was the Government of the Republic of Abkhazia from 2011 until 2014.
The 4th convocation of the People's Assembly of Abkhazia was in place from 2007 until 2012.
The Abkhazian Revolution took place in 2014,when President Aleksandr Ankvab resigned after hundreds of demonstrators stormed his office. After mass protests in the capital Sukhumi and the occupation of his office on 27 May,Ankvab fled to his hometown of Gudauta and ultimately resigned on 1 June,after previously denouncing the demonstration as an attempted coup d'état.
The Minister for Internal Affairs holds a ministerial position in the government of the Republic of Abkhazia. The post existed in the Soviet period within the Council of Ministers of the Abkhaz Autonomous Soviet Socialist Republic,and since then has been occupied by 10 politicians,of whom three have occupied it twice. The current Minister is Aslan Kobakhia.
Rauf Aslanovich Tsimtsba was the third Minister for Taxes and Fees of Abkhazia,serving between 2011 and 2016 in the Governments of President Bagapsh,President Ankvab and President Khajimba. Tsimtsba was originally appointed on 4 April 2011 by Sergei Bagapsh to succeed Vakhtang Pipia,who had been appointed Vice Premier on 30 March. Before that,Tsimtsba had headed the Department for the Taxation of Legal Entities within the ministry. Following the Death of Bagapsh one month later and the election of Alexander Ankvab,Tsimtsba was re-appointed on 11 October.
Zurab Marshan was Minister for Health of Abkhazia from 25 February 2005 until 15 October 2014,in the Governments of President Bagapsh and President Ankvab. Marshan was first appointed after the election of Sergei Bagapsh in 2005. He was re-appointed on 28 October 2011 by Alexander Ankvab following Bagapsh's death. He was not re-appointed by Raul Khajimba after his election in 2014.
Shamil Adzynba is the current First Vice Premier of Abkhazia in the Government of President Khajimba,and a two-time acting Prime Minister.
Dmitri Shamba is the Plenipotentiary Representative of the President of Abkhazia to the People's Assembly of Abkhazia and the First Deputy Head of the Presidential Administration.
Vakhtang Pipia is the current Chairman of the State Committee for State Property and Privatisation of Abkhazia in the Government of President Khajimba,and a former Vice Premier.
