The Lodha Committee was appointed by the Supreme Court of India on 23 January 2015 to analyse and recommend implementable actions for improving the Board of Control for Cricket in India (BCCI), assess the quantum of punishment for Gurunath Meiyappan and Raj Kundra in the Indian Premier League (IPL) betting scandal, and analyse the role of Sundar Raman. History

The establishment of the Lodha Committee was the result of the report submitted by the Justice Mukul Mudgal Committee after an investigation into the 2013 IPL betting scandal. The committee was chaired by Justice R. M. Lodha. The purpose of the Lodha Committee was to analyse and recommend implementable actions for improving the Board of Control for Cricket in India (BCCI), assess the quantum of punishment for Gurunath Meiyappan and Raj Kundra in the Indian Premier League (IPL) betting scandal, and analyse the role of Sundar Raman. The report suggested various changes within the BCCI such as the appointment conditions of the CFO and CEO, age of office bearers, advertisements during the IPL matches, and appointment of the Comptroller and Auditor General (CAG) official. The Lodha Committee report was submitted on 14 July 2015. [5] [6]

In brief, the Lodha Committee offered the following recommendations [7]

  1. The retirement age to be fixed at 70 years. Any administrator who (a) has criminal charge/s, (b) is of unsound mind, (c) is insolvent, and (d) holds a position in any other athletic association needs to be removed. The tenure of any officer bearer to be fixed for two consecutive terms.
  2. A "one vote per state" policy to make BCCI more transparent in its dealings.
  3. BCCI President cannot have a tenure of more than two years.
  4. An independent and sovereign governing body for the IPL.
  5. To ensure that BCCI officials are not involved in any betting, they need to disclose their assets to the governing board.

The recommendations of the Lodha Committee shook the BCCI hierarchy and its related associations. The BCCI raised objections to the recommendations and approached the Supreme Court. The final judgment by the Supreme Court was delivered on 18 July 2016, by a two-judge bench consisting of Justice F. M. Ibrahim Kalifulla and Chief Justice T. S. Thakur. The final judgment upheld the Lodha Committee recommendations, paving the way for a major change within the BCCI. [6]

The 2014 Indian Premier League season was the seventh season of the Indian Premier League, a professional Twenty20 cricket league established by the Board of Control for Cricket in India (BCCI) in 2007. The tournament featured eight teams, one fewer than in 2013 after the withdrawal of the Pune Warriors India, and was held from 16 April 2014 to 1 June 2014. The opening ceremony was held in the UAE on 15 April 2014. Kolkata Knight Riders won the tournament, defeating Kings XI Punjab by 3 wickets with Manish Pandey declared the man of the match in the final. The average attendance for the tournament was 31,751.

The 2013 Indian Premier League spot-fixing and betting case arose when the Delhi Police arrested three cricketers, Sreesanth, Ajit Chandila and Ankeet Chavan, on the charges of alleged spot-fixing. The three represented the Rajasthan Royals in the 2013 Indian Premier League. In a separate case, Mumbai Police arrested Vindu Dara Singh, Priyank Sepany and Chennai Super Kings Team Principal Gurunath Meiyappan for alleged betting.

Gurunath Meiyappan is a member of the AVM family and is the son-in-law of industrialist, former president of the BCCI, and former chairman of the ICC, N. Srinivasan. He was the "team principal" of the IPL cricket franchise, Chennai Super Kings and was implicated in the 2013 Indian Premier League spot-fixing and betting case. An inquiry committee headed by former Chief Justice RM Lodha found both Meiyappan and Rajasthan Royals co-owner, Raj Kundra, guilty of bringing the game of cricket into disrepute and banned them for life.

Mudgal Committee is a four-member committee, headed by former High Court judge Mukul Mudgal and comprising the then Additional Solicitor General of India L. Nageswara Rao and senior advocate and former cricket umpire Nilay Dutta to conduct an independent inquiry into the allegations of corruption against BCCI chief N. Srinivasan's son-in-law Gurunath Meiyappan, India Cements, and Rajasthan Royals team owner Jaipur IPS Cricket Private Ltd, as well as with the larger mandate of investigating allegations having to do with betting and spot-fixing in 2013 Indian Premier League matches and the involvement of players.

Anirudh Chaudhry is an Indian sports administrator. He was the Treasurer of the Board of Control for Cricket in India (BCCI). He has served as the manager of the Indian team for its tour of England in 2011. Other positions he held include honorary secretary of the Haryana Cricket Association, Manager of the Indian team for the ICC T20 World Cup in England in 2009 and manager of the India under-19 team that took part in the ICC under-19 World Cup held in New Zealand in 2010.

Gopal Sankaranarayanan is an Indian lawyer practicing at the Supreme Court of India. He was designated as a senior advocate by the Supreme Court of India in March 2019. He is known for his specialization in Constitutional law. He served as the secretary of the Lodha Committee, appointed by the Supreme Court of India in 2015 to bring about reforms in cricket administration in India. He has provided assistance to the Supreme Court as an Amicus curiae in numerous cases. In April 2022, the Supreme Court appointed him as Amicus curiae to assist in the finalization of the Constitution of the All India Football Federation (AIFF).
