The 2018 Makassar mayoral election took place on 27 June 2018 as part of the simultaneous local elections. It was held to elect the mayor of Makassar and the deputy mayor.
Makassar is the capital of the Indonesian province of South Sulawesi. It is the largest city in the region of Eastern Indonesia and the country's fifth largest urban centre after Jakarta, Surabaya, Bandung, and Medan. From 1971 to 1999, the city was named after one of its subdistricts, Ujung Pandang. The city is located on the southwest coast of the island of Sulawesi, facing the Makassar Strait.
PSM Makassar CEO Munafri Arifuddin, who was supported by 8 of 9 political parties in the People's Representative Council, was the only candidate in an uncontested election. Incumbent mayor Mohammad Ramdhan Pomanto initially registered to run for a second term as an independent candidate, but his candidacy was later revoked by a Supreme Court ruling.
PSM Makassar, or PSM, is an Indonesian professional football club based in Makassar, South Sulawesi. The club was founded in 1915 and competes in the Indonesian Liga 1. Locally, it is known primarily by the nickname "Juku Eja", which translates to "The Red Fish". PSM plays their home matches in Andi Mattalatta Stadium.
Munafri Arifuddin is an Indonesian businessman who is the CEO of the football club PSM Makassar.
The People's Representative Council, alternatively translatable as the House of Representatives or as the House of People's Representatives, is one of two elected national legislative assemblies in Indonesia.
Despite running as a single candidate, Afiruddin lost the vote to an empty ballot (kotak kosong), forcing the election to be repeated in 2020 and for an acting mayor to be appointed by the provincial government. Although a lawsuit was brought to the Constitutional Court, the appeal was rejected, making the election the first in Indonesian electoral history in which an empty ballot won.
"None of the above", or NOTA for short, also known as "against all" or a "scratch" vote, is a ballot option in some jurisdictions or organizations, designed to allow the voter to indicate disapproval of the candidates in a voting system. It is based on the principle that consent requires the ability to withhold consent in an election, just as they can by voting "No" on ballot questions.
The Constitutional Court of the Republic of Indonesia is an court in Indonesia which part of Judicial branch of Government of Indonesia, whose primary role is the reviewing of constitutionality under the Constitution. It also has administrative law functions such as ruling on competence disputes between governmental entities, giving final decisions on impeachments, and making judgments on the dissolution of political parties.
The KPU set a temporary voter count at 862,731 on March 2018, spread across 15 subdistricts. [2] The voters voted at 2,765 polling stations. A budget of Rp 60 billion (USD 4.35 million) was assigned for the election, of which 16.4 billion came from the 2017 budget and the rest from the 2018 fiscal year. [3] Registration for party-backed candidates was opened between the 8th and 10th January 2018, while independent candidates were required to register between 22nd and 26th November 2017. [4] The campaign period was from 15th of February to the 24th of June, with a three-day election silence before voting on the 27th of June. [5] The vote itself follows a first past the post system. [6]
Election silence, pre-election silence, electoral silence, or campaign silence is a ban on political campaigning before, and in some countries during, a presidential or general election. Under this rule, in some jurisdictions, such as Slovenia and Poland, it is forbidden to try to convince people to vote for a specific candidate or political party on the day of election. Some jurisdictions have declared that, legally, election silence is in violation of law regarding freedom of speech. It is however used in some of the world's democracies "in order to balance out the campaigning and maintain a free voting environment".
The candidates were assigned their ballot numbers on the 13th of February 2018. [7]

Munafri Arifuddin, a member of Golkar [9] and nephew of Jusuf Kalla, [10] was supported by 10 parties. [11] Also the CEO of the PSM Makassar football club, he had promised to keep this position if elected. [12] Arifuddin's running mate Rachmatika Dewi was a deputy speaker of the city council and the chief of Nasdem in Makassar. [13]
The Golkar Party or Party of Functional Groups is a political party in Indonesia. It was founded as Sekber Golkar in 1964, and participated for the first time in 1971 as Golkar. At this point, Golkar was not a political party. In 1999, forced by the new election law, the groups reformed itself as a political party.
Muhammad Jusuf Kalla is an Indonesian politician who has been Vice President of Indonesia since 2014, having previously served from 2004 to 2009. He was unsuccessful as Golkar's presidential candidate in the 2009 presidential election. Since 2009 Kalla has served as the Chairman of the Indonesian Red Cross Society. Before Kalla declared himself as the running mate for Joko Widodo in the 2014 presidential election, a 2012 poll placed his popularity among likely voters in the top three contenders for the presidency and ahead of his own party's nominee Aburizal Bakrie. He is the first person to hold two non-consecutive terms as Vice President of Indonesia.
Although initially supported by some political parties, Mohammad Ramdhan Pomanto registered with the KPU as an independent candidate, having collected 117,492 valid copies of ID cards out of the ~65,000 required as an independent candidate. [14] Demokrat was the only party represented in the People's Representative Council that officially supported him. Other parties declared their initial support to him, but withdrew later. [15] His running mate Indira Mulyasari was the deputy speaker of the city council, although she resigned for the election. [16]
In February, the Munafri-Dewi pair sued the local KPU in order to cancel Pomanto's candidacy, citing a case in which Pomanto distributed smartphones while serving as the city's mayor. [17] The South Sulawesi high court on national administration (Pengadilan Tinggi Tata Usaha Negara) on March 21 ordered the KPU to cancel Pomanto's candidacy. [18] The election body then brought the case to the Supreme Court, [19] which upheld the PT TUN decision. Pomanto stated that he would continue pressing his case through the legal system. [20] However, the electoral commission decided to disqualify him following a closed-door meeting, [21] making the election an uncontested one. However, Arifuddin was still required to win a majority of the votes (voters could vote for a empty ballot) or the elections would be redone in 2020. [22]

Following the announcement of the results, the Munafri-Dewi campaign team filed a lawsuit to the Constitutional Court, claiming "structured, systematic and massive cheating", accusing Pomanto of having interfered in favor of the "none of the above option" within his capacity as mayor, and demanding that the "none of the above" option/empty column be cancelled. [24] In 10 August, the court ruled against the appeal, hence awarding "victory" for the none of the above option - the first in Indonesian electoral history. [25] [26]
General elections were held in Indonesia on 17 April 2019. For the first time in the country's history, the president, the vice president, and members of the People's Consultative Assembly (MPR), were elected on the same day with over 190 million voters eligible to vote. Sixteen parties participated in the elections nationally, including four new parties.
Two rounds of a gubernatorial election were held in Jakarta as part of the 2017 simultaneous elections on 15 February and 19 April 2017 to elect the Governor of Jakarta to a five-year term. Incumbent governor Basuki Tjahaja Purnama, popularly referred to as "Ahok", and his deputy Djarot Saiful Hidayat were running for re-election to a second term. Basuki, who inherited his current position from his running mate Joko Widodo when he won the 2014 Indonesian presidential election, would have become the first elected Chinese-Christian governor of Jakarta had he won.

The election was held simultaneously with other provincial and local elections across the country as part of the 2017 local elections. It pitted incumbent Rano Karno against People's Representative Council member and former mayor of Tangerang Wahidin Halim.
