Manuel Cobo Vega (born 18 June 1956) [1] is a Spanish People's Party (PP) politician.
He served in the Assembly of Madrid from 1991 to 2003, where he was finance minister. He followed his mentor Alberto Ruiz-Gallardón into the local politics of Madrid, as a member of the city council from 2003 to 2012. He was deputy mayor and briefly acting mayor of the city. Following ill health and a double lung transplant, he returned to politics in 2023 as a member of the Congress of Deputies.
Born in Ponferrada, Province of León, Cobo earned a law degree from the Complutense University of Madrid (1978), a diploma in business consultancy from Madrid's School of Legal Practice (1984) and a Master of Business Administration from ICADE in 1986. [1]
Cobo was elected to the Assembly of Madrid in 1991, and became secretary general of the People's Party (PP) group. Re-elected in 1995, he became the party's spokesman. He served as the finance minister in the government of Alberto Ruiz-Gallardón. [1]
In 2003, both Cobo and Ruiz-Gallardón made the move from regional to municipal politics, as deputy mayor and mayor of Madrid, respectively. [1] Cobo was acting mayor from 22 to 27 December 2011, between his mentor's resignation and the inauguration of Ana Botella. [2] He too left the city council early the following year, to become the management coordinator at IFEMA, the Madrid railway body. He turned down an offer to work in the Ministry of Justice, led by Ruiz-Gallardón, as he felt that he did not have the right profile for it. [3]
Cobo left his role at IFEMA in September 2015 and announced that December that he was quitting politics, for personal reasons. [1] He was unable to take the seat in the Congress of Deputies that he had won in that year's general election for his native province's constituency; in 2017 he resigned shortly after being named in charge of an anti-corruption drive in the PP. The cause of his resignations was ill health from his smoking; after nearly losing the ability to speak, he underwent a double lung transplant in 2020. [4]
In April 2022, he was announced as part of the PP leadership of new leader Alberto Núñez Feijóo. [5] He was named 7th on the PP list for the Madrid constituency in the 2023 Spanish general election, [4] and was elected. [6]

Mariano Rajoy Brey is a Spanish politician who served as Prime Minister of Spain from 2011 to 2018, when a vote of no confidence ousted his government. On 5 June 2018, he announced his resignation as People's Party leader.

A member of extreme-left organizations and participant in Barcelona's counter-cultural scene in the 1970s, he experienced a radical rightward drift, eventually becoming a journalistic guru for a far-right audience.
Alberto Ruiz-Gallardón Jiménez is a Spanish politician and former Minister of Justice. He was mayor of Madrid between 2003 and 2011. A stalwart of the conservative People's Party (PP), he has previously been a leading figure in various local and national legislative bodies. In December 2011 Ruiz-Gallardón was appointed Minister of Justice in Mariano Rajoy's inaugural cabinet. He resigned in September 2014.
Alberto Núñez Feijóo is a Spanish People's Party politician who serves as Member of the Congress of Deputies and as president of the People's Party. He served as the President of the Autonomous Government of Galicia from 2009 to 2022. Feijóo was appointed government formateur following the 2023 election, however his investiture ultimately failed.

The congress was initially due for 2015, but the various elections held in Spain that year and the deadlock in the government formation negotiations leading up to the 2016 general election, as well as a major crisis over the issue within the opposition Spanish Socialist Workers' Party (PSOE), saw the event being delayed until early 2017.
Pablo Casado Blanco is a Spanish former politician. He was a member of the Congress of Deputies representing Madrid until 4 April 2022, having previously represented Ávila between 2011 and 2019. From 2015 to 2018, he also served as vice secretary general of communication of the People's Party (PP). From July 2018 until April 2022, he was the president of the PP.
The 19th National Congress of the People's Party, officially the 19th Extraordinary National Congress, was held in Madrid from 20 to 21 July 2018, to renovate the governing bodies of the People's Party (PP) and establish the party's main lines of action and strategy for the next leadership term. A primary election to elect the new party president was held on 5 July. The congress was called by the party's National Board of Directors on 11 June as a consequence of former Spanish prime minister Mariano Rajoy's resignation as PP leader on 5 June, following the motion of no confidence that had voted his government down on 1 June. The leadership election was the first whereby PP members directly participate in choosing a leader for the party. On 26 June 2018, it was announced that only 66,706 PP members out of the 869,535 reported by the party had registered to vote in the election.

The congress slogan was "Spain, the hope that unites us", and it saw Mariano Rajoy being elected unopposed as party president, with 98.4% of the delegate vote in the congress and 1.6% of blank ballots (41).

It saw Mariano Rajoy being re-elected unopposed for a second term as party president, with 84.2% of the delegate vote in the congress and 15.8% of blank ballots (409).

The congress slogan was "Committed to Spain", and it saw Mariano Rajoy, incumbent prime minister of Spain as a result of the PP victory at the 2011 Spanish general election, being re-elected unopposed for a third term as party president with 97.6% of the delegate vote in the congress and 2.4% of blank ballots (63).

A primary election to elect the new party president was held on 21 March. The congress was called following the forced ousting of both Pablo Casado as president and Teodoro García Egea as secretary-general in the aftermath of a major crisis that ravaged the party from 16 to 23 February. Galician president Alberto Núñez Feijóo became the party's new president.

It saw José María Aznar being re-elected unopposed for a fifth term as party president, with 99.6% of the delegate vote in the congress and 0.4% of blank ballots (10).
Francisco de Borja Sémper Pascual is a Spanish People's Party (PP) politician. He was a city councillor in the Basque cities of Irun (1995–2010) and San Sebastián (2019–2020) and a member of the Basque Parliament (2003–2020), serving as party spokesman in the latter chamber from 2013.
