Maritime administrations, or flag state administrations, are the executive arms/state bodies of each government responsible for carrying out the shipping responsibilities of the state, and are tasked to administer national shipping and boating issues and laws within their territorial waters and for vessels flagged in that country, or that fall under their jurisdiction.

Maritime transport and hydrolyc effluvial transport, or more generally waterborne transport, is the transport of people (passengers) or goods (cargo) via waterways. Freight transport by sea has been widely used throughout recorded history. The advent of aviation has diminished the importance of sea travel for passengers, though it is still popular for short trips and pleasure cruises. Transport by water is cheaper than transport by air, despite fluctuating exchange rates and a fee placed on top of freighting charges for carrier companies known as the currency adjustment factor. Maritime transport accounts for roughly 80% of international trade, according to UNCTAD in 2020.
A coast guard or coastguard is a maritime security organization of a particular country. The term embraces wide range of responsibilities in different countries, from being a heavily armed military force with customs and security duties to being a volunteer organization tasked with search and rescue without law enforcement authority. In most countries, a typical coast guard's functions are distinct from those of the navy and the transit police, while in certain countries has similarities to both.
The United States Merchant Marine refers to either United States civilian mariners, or to U.S. civilian and federally owned merchant vessels. Both the civilian mariners and the merchant vessels are managed by a combination of the government and private sectors, and engage in commerce or transportation of goods and services in and out of the navigable waters of the United States. The Merchant Marine primarily transports cargo and passengers during peacetime; in times of war, the Merchant Marine can be an auxiliary to the United States Navy, and can be called upon to deliver military personnel and materiel for the military. Merchant Marine officers may also be commissioned as military officers by the Department of Defense. This is commonly achieved by commissioning unlimited tonnage Merchant Marine officers as Strategic Sealift Officers in the United States Navy Reserve.
Flag of convenience (FOC) is a business practice whereby a ship's owners register a merchant ship in a ship register of a country other than that of the ship's owners, and the ship flies the civil ensign of that country, called the flag state. The term is often used pejoratively, and although common, the practice is sometimes regarded as contentious. Each merchant ship is required by international law to be registered in a registry created by a country, and a ship is subject to the laws of that country, which are used also if the ship is involved in a case under admiralty law. A ship's owners may elect to register a ship in a foreign country which enables it to avoid the regulations of the owners' country which may, for example, have stricter safety standards. They may also select a jurisdiction to reduce operating costs, avoiding higher taxes in the owners' country and bypassing laws that protect the wages and working conditions of mariners. The term "flag of convenience" has been used since the 1950s. A registry which does not have a nationality or residency requirement for ship registration is often described as an open registry. Panama, for example, offers the advantages of easier registration and the ability to employ cheaper foreign labour. Furthermore, the foreign owners pay no income taxes.
The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty that sets minimum safety standards in the construction, equipment and operation of merchant ships. The convention requires signatory flag states to ensure that ships flagged by them comply with at least these standards.
The Merchant Marine Act of 1920 is a United States federal statute that provides for the promotion and maintenance of the American merchant marine. Among other purposes, the law regulates maritime commerce in U.S. waters and between U.S. ports. Section 27 of the Merchant Marine Act is known as the Jones Act and deals with cabotage. It requires that all goods transported by water between U.S. ports be carried on ships that have been constructed in the United States and that fly the U.S. flag, are owned by U.S. citizens, and are crewed by U.S. citizens and U.S. permanent residents. The act was introduced by Senator Wesley Jones. The law also defines certain seaman's rights.
The Maritime and Coastguard Agency (MCA) is an executive agency of the United Kingdom working to prevent the loss of lives at sea and is responsible, through the Secretary of State for Transport to Parliament, for implementing British and international maritime law and safety policy. It is also responsible for land based search and rescue helicopter operations from 2015.
The Maritime Safety Administration of the People's Republic of China is a government agency which administers all matters related to maritime and shipping safety, including the supervision of maritime traffic safety and security, prevention of pollution from ships, inspection of ships and offshore facilities, navigational safety measures, administrative management of port operations, and law enforcement on matters of maritime safety law. It was also responsible for marine accident investigation. It is headquartered in Dongcheng District, Beijing.
Australian Maritime Safety Authority (AMSA) is an Australian statutory authority responsible for the regulation and safety oversight of Australia's shipping fleet and management of Australia's international maritime obligations. The authority has jurisdiction over Australia's exclusive economic zone which covers an area of 11,000,000 square kilometres (4,200,000 sq mi). AMSA maintains Australia's shipping registries: the general and the international shipping registers.
The United States Power Squadrons (USPS) DBA America's Boating Club, is a non-profit educational organization, founded in 1914, whose mission is to improve maritime safety and enjoyability through classes in seamanship, navigation, and other related subjects. The USPS comprises approximately 45,000 members organized into 450 squadrons across the United States and in some US territories. It is the largest U.S. non-profit boating organization and has been honored by three U.S. presidents for its civic contributions. Its official publication is The Ensign magazine.
The United States Maritime Service (USMS) was established in 1938 under the provisions of the Merchant Marine Act of 1936 as voluntary organization to train individuals to become officers and crewmembers on merchant ships that form the United States Merchant Marine per 46 U.S.C. § 51701. Heavily utilized during World War II, the USMS has since been largely dissolved and/or absorbed into other federal departments, but its commissioned officers continue to function as administrators and instructors at the United States Merchant Marine Academy and the several maritime academies.
The flag state of a merchant vessel is the jurisdiction under whose laws the vessel is registered or licensed, and is deemed the nationality of the vessel. A merchant vessel must be registered and can only be registered in one jurisdiction, but may change the register in which it is registered. The flag state has the authority and responsibility to enforce regulations over vessels registered under its flag, including those relating to inspection, certification, and issuance of safety and pollution prevention documents. As a ship operates under the laws of its flag state, these laws are applicable if the ship is involved in an admiralty case.

A sea captain, ship's captain, captain, master, or shipmaster, is a high-grade licensed mariner who holds ultimate command and responsibility of a merchant vessel. The captain is responsible for the safe and efficient operation of the ship—including its seaworthiness, safety and security, cargo operations, navigation, crew management, and legal compliance—and for the persons and cargo on board.
The maritime history of the United States is a broad theme within the history of the United States. As an academic subject, it crosses the boundaries of standard disciplines, focusing on understanding the United States' relationship with the oceans, seas, and major waterways of the globe. The focus is on merchant shipping, and the financing and manning of the ships. A merchant marine owned at home is not essential to an extensive foreign commerce. In fact, it may be cheaper to hire other nations to handle the carrying trade than to participate in it directly. On the other hand, there are certain advantages, particularly during time of war, which may warrant an aggressive government encouragement to the maintenance of a merchant marine.
Sector Commander is the position title of the commanding officer of a United States Coast Guard Sector, usually of the rank of Captain (O-6). The Cargo Preference Act or Cargo Preference refers generally to legal requirements for the carriage of government-impelled cargoes on the vessels flagged within the registry of that government for the purpose of promoting a national merchant marine. Cargo Preference is commonplace among the world's seafaring nations, including Australia, Brazil, France, Japan, Taiwan.
The Maritime Labour Convention (MLC) is an International Labour Organization convention, number 186, established in 2006 as the fourth pillar of international maritime law and embodies "all up-to-date standards of existing international maritime labour Conventions and Recommendations, as well as the fundamental principles to be found in other international labour Conventions". The other "pillars are the SOLAS, STCW and MARPOL. The treaties applies to all ships entering the harbours of parties to the treaty, as well as to all ships flying the flag of state party.
