Santiago de los Caballeros, often shortened to Santiago, is the second-largest city in the Dominican Republic and the fourth-largest city in the Caribbean by population. It is the capital of Santiago Province and the largest major metropolis in the Cibao region of the country, it is also the largest non-coastal metropolis in the Caribbean islands. The city has a total population of 1,173,015 inhabitants. Santiago is located approximately 155 km (96 mi) northwest of the capital Santo Domingo with an average altitude of 178 meters (584 ft).
The Liga Nacional de Básquet, also commonly referred to as "La Liga de Básquet", is the top-tier level of the Argentine basketball league system. The league is under the auspices of the Basketball Clubs' Association. The LNB's predecessor league is the now defunct Campeonato Argentino de Clubes, which was organized by the Argentine Basketball Federation.
The Paraguayan Metropolitan Basketball League is the most important basketball league from Paraguay. As of 2015, 12 teams are participating in the league. The yearly winners of this league are considered the Paraguayan basketball champions, although only teams from Asunción compete. Throughout his 20-year professional career, Filion has played in the Dominican Republic, France, Puerto Rico, Uruguay and Venezuela; in 2007 he was named the LIDOBA Finals MVP. A long-time member of the Dominican national team, he won the silver medal at the 2003 Pan American Games and the gold medal at the 2004 Centrobasket.
