The Minnesota Association of Professional Employees (MAPE) is a Minnesota-based labor union representing professional employees serving the state of Minnesota. This bargaining unit includes employees who perform various specialized, professional services from accounting to zoology. Within Minnesota, MAPE is a large state bargaining unit with over 16,500 employees.
In 1972 with the passage of the Public Employee Labor Relations Act (PELRA), state workers were given the right to join a union. Before 1972, the governor and the Minnesota Legislature controlled state employees' rights and benefits. With the passage of PELRA, state professional workers were initially represented by the international American Federation of State, County and Municipal Employees (AFSCME) - a union that currently represents many of the state's technicians, maintenance, and clerical workers.
As time passed, state professionals discovered that the workplace issues they faced differed from many of the workers in AFSCME. Therefore in 1980, these professionals voted to break away from this larger union to form their own independent union. [1] [2] This founding group of 4,500 grew to become the Minnesota Association of Professional Employees (MAPE). As it does not have a national umbrella organization, MAPE is one of the largest independent unions in the country.
To support a variety of worksites and employees located all over Minnesota, MAPE has broken the state down into 21 separate regions. Members of each region are served by electing their own slate of officers to represent them locally.
In order to make sure that the central organization is meeting the needs of all members in all regions, MAPE convenes a Delegate Assembly every Fall, typically in the first week or two of September.
As MAPE grew and new members joined, the organization naturally evolved. Since 1999, MAPE has worked hard to be a proactive, member-driven group. A new region/local structure was designed to promote grassroots activism.
Throughout the late 90s and early 2000, Minnesota experienced a robust economy characterized by tax cuts and rebates. Things changed in 2001 after the “dot-com” bust and the events of September 11. Recessionary times gave way to grim financial forecasts amid rising healthcare costs. The struggle to maintain benefit and compensation levels for state workers finally came to a head. MAPE and AFSCME members refused to accept the high co-pays and out-of-pocket expense limits proposed by the state, so in September 2001, members of the two biggest unions representing state workers voted overwhelmingly to strike. The Minnesota Association of Professional Employees announced that 84.2 percent of its members who voted rejected the state's final contract offer and authorized a strike, and earlier that day, leaders of the American Federation of State, County and Municipal Employees (AFSCME) Council 6 filed an official notice with the Bureau of Mediation Services and the state's Department of Employee Relations that more than 13,000, or 90 percent, of its voting members had approved a strike.
Negotiators for the unions and the state held a preliminary meeting at the Bureau of Mediation Services on Sept. 6. The Bureau conducted additional sessions from Sept. 12 to Sept. 16.
The major sticking point was wages. The state had offered a wage increase of about 2.5 percent per year but said that additional increases based on years of service could increase that to about 5 percent for many workers. The members asked for increases of approximately 6 percent per year for the coming years.
Governor Jesse Ventura kept a low profile. But he did order special training exercises for the Minnesota National Guard if he would order them to replace striking state workers.
After a devastating 2003 round of negotiations resulting in wage freezes and insurance increases, the 2005 negotiations team had a resolute goal to ‘hold the line’ on insurance increases while negotiating a fair wage increase. Many MAPE members even felt this was unrealistic, but nonetheless, MAPE achieved its goal by holding the line on insurance increases while managing across-the-board increases for everyone.
MAPE has built on coalition power over the last five years and has become a leader in the Minnesota labor community. Some coalitions MAPE works with regularly are Minnesota is Watching the Minnesota Fair Trade Coalition, Twin Cities Labor & Religion Network, Upper Midwest Labor/Management Coalition on Health Care, Broad Purchasing Alliance, Minnesota Universal Health Care Coalition Alliance for a Better Minnesota, and many others. MAPE also partners with other unions and non-profits and works towards building a better community for all.
The partial state government shutdown of July 2005 was an unprecedented fiasco that will live on in the minds of MAPE members and other state employees who were sent home for eight days that summer without knowing when they would be allowed to return to work. The governor and legislature failed to pass a state budget by the constitutional deadline of midnight on June 30, 2005, and therefore had no authority to pay thousands of the state’s employees for work performed. The politicians attempted to divide state employees by deeming some “essential” and sending the rest home. The “make half” settlement allowed those workers sent home, through no fault of their own to receive half of the pay or vacation hours lost ten months after the fact.
Over the past five years, MAPE has expanded to include some school district, county and municipal government professional employees with separate bargaining agreements. These employees sought MAPE because they saw the value and strength of having a union protecting their rights and benefits.

Service Employees International Union (SEIU) is a labor union representing almost 1.9 million workers in over 100 occupations in the United States and Canada. SEIU is focused on organizing workers in three sectors: healthcare, including hospital, home care and nursing home workers; public services ; and property services.
Jerome Wurf was a U.S. labor leader and president of the American Federation of State, County and Municipal Employees (AFSCME) from 1964 to 1981. Wurf was a friend of Martin Luther King Jr., and was arrested multiple times for his activism, notably during the Memphis sanitation strike. He was present for King's "I've Been to the Mountaintop" oratory at the strike, the day before King was assassinated, and attended King's funeral.
Labor unions represent United States workers in many industries recognized under US labor law since the 1935 enactment of the National Labor Relations Act. Their activity centers on collective bargaining over wages, benefits, and working conditions for their membership, and on representing their members in disputes with management over violations of contract provisions. Larger labor unions also typically engage in lobbying activities and electioneering at the state and federal level.
The Baltimore Police Strike was a 1974 labor action conducted by officers of the Baltimore Police Department. Striking officers sought better wages and changes to BPD policy. They also expressed solidarity with Baltimore municipal workers, who were in the midst of an escalating strike action that began on July 1. On July 7, police launched a campaign of intentional misbehavior and silliness; on July 11 they began a formal strike. The department reported an increase in fires and looting, and the understaffed BPD soon received support from Maryland State Police. The action ended on July 15, when union officials negotiated an end to both strikes. The city promised police officers a wage increase in 1975, but refused amnesty for the strikers. Police Commissioner Donald Pomerleau revoked the union's collective bargaining rights, fired its organizers, and pointedly harassed its members.

Labor relations or labor studies is a field of study that can have different meanings depending on the context in which it is used. In an international context, it is a subfield of labor history that studies the human relations with regard to work in its broadest sense and how this connects to questions of social inequality. It explicitly encompasses unregulated, historical, and non-Western forms of labor. Here, labor relations define "for or with whom one works and under what rules. These rules determine the type of work, type and amount of remuneration, working hours, degrees of physical and psychological strain, as well as the degree of freedom and autonomy associated with the work." More specifically in a North American and strictly modern context, labor relations is the study and practice of managing unionized employment situations. In academia, labor relations is frequently a sub-area within industrial relations, though scholars from many disciplines including economics, sociology, history, law, and political science also study labor unions and labor movements. In practice, labor relations is frequently a subarea within human resource management. Courses in labor relations typically cover labor history, labor law, union organizing, bargaining, contract administration, and important contemporary topics.
Gerald William McEntee was an American trade union official. He served as president of the American Federation of State, County and Municipal Employees (AFSCME), an affiliate of the AFL-CIO, from 1981 to 2012.
The Jamaica Association of Local Government Officers (JALGO) is a 5,000-member public sector trade union in Jamaica which represents workers in local and national government, governmental corporations, quasi-government bodies and other agencies created by statute. Its members are non-supervisory personnel and include fire-fighters with the Jamaica Fire Brigade, workers at the National Water Commission, non-nursing personnel in the health service, non-teachers in the schools, workers at the National Irrigation Commission and government employees in the 13 Parish Councils.
The American Federation of State, County and Municipal Employees (AFSCME) is the largest trade union of public employees in the United States. It represents 1.3 million public sector employees and retirees, including health care workers, corrections officers, sanitation workers, police officers, firefighters, and childcare providers. Founded in Madison, Wisconsin, in 1932, AFSCME is part of the AFL–CIO, one of the two main labor federations in the United States. AFSCME has had four presidents since its founding.
George Hardy was a Canadian-American labour leader who was president of the Service Employees International Union (SEIU) from 1971 to 1980. At the time of his death, SEIU had grown to become the fifth-largest affiliate of the AFL-CIO. Hardy was a vice president of the AFL-CIO from 1972 to 1980, and a member of its executive council. He was a former member of the Democratic National Committee and the California Democratic State Central Committee.
2011 Wisconsin Act 10, also known as the Wisconsin Budget Repair Bill or the Wisconsin Budget Adjustment Act, is a controversial law enacted by the 100th Wisconsin Legislature which significantly limited the rights and compensation of state and local government employees in Wisconsin. It was the signature act of Republican governor Scott Walker, who described it as a tool needed to address a projected $3.6 billion budget deficit. The introduction of this bill provoked immediate outrage from labor unions and their allies, and resulted in months of mass protests at the Wisconsin State Capitol. Democratic members of the Wisconsin Senate then fled the state to deny a quorum for the bill, remaining in Illinois for three weeks. Republicans in the legislature eventually stripped out budgetary items to circumvent budget-related quorum rules and passed the legislation on March 9, 2011. The law was signed by governor Walker on the morning of March 11 and was followed by a ceremonial signing later that day.
The 1974 Baltimore municipal strike was a strike action undertaken by different groups of municipal workers in Baltimore, Maryland, United States. It was initiated by waste collectors seeking higher wages and better conditions. They were joined by sewer workers, zookeepers, prison guards, highway workers, recreation & parks workers, animal control workers, abandoned vehicles workers, and eventually by police officers. Trash piled up during the strike, and, especially with diminished police enforcement, many trash piles were set on fire. City jails were also a major site for unrest.
Executive Order 10988 is a United States presidential executive order issued by President John F. Kennedy on January 17, 1962 that granted federal employees the right to collective bargaining. This executive order was a breakthrough for public sector workers, who were not protected under the 1935 Wagner Act.
The Duke University Hospital unionization drives of the 1970s involved two distinct organizing efforts aimed at uniting the service workers of Duke Hospital. The drives were defined by their fusion of the fight for worker’s rights with the battle for racial equality. The first drive in 1974 was characterized by unity amongst the workers involved, including members of the American Federation of State, County, and Municipal Employees Local 77, and a strong spirit of activism, but failed due to political infighting and resistance by the University. The second drive, organized by a representative of the national American Federation of State, County and Municipal Employees (AFSCME) in 1978, was formed on the ideals of inclusion and keeping the union free of politics. The 1978 drive failed as well, in part due to the management company that Duke hired to instill fear in its workers, and partly due to the overall lack of spirit for organizing. Despite the failure of these drives, they offer a revealing example of the convergence of civil rights and workers rights, highlighting both the status of the civil rights movement in Durham and the difficulty of instigating grassroots-level change in a corporation the size of Duke Hospital, not to mention the larger Duke University community.
AFSCME Council 31 is the Illinois state chapter of the American Federation of State, County and Municipal Employees (AFSCME), a union of public service workers in the public, private and non-profit sectors. AFSCME Council 31 has "100,000 active and retired members", including "approximately 40,000 state employees working in more than 50 departments, authorities, boards, and commissions under the authority of the Governor."
The Atlanta sanitation strike of 1977 was a labor strike involving sanitation workers in Atlanta, Georgia, United States. Precipitated by wildcat action in January, on March 28 the local chapter of the American Federation of State, County and Municipal Employees (AFSCME) agreed to strike. The main goal of the strike was a $0.50 hourly wage increase. With support from many community groups, Atlanta mayor Maynard Jackson resisted the strike, firing over 900 striking workers on April 1. By April 16, many of the striking workers had returned to their previous jobs, and by April 29 the strike was officially ended.
The 2021 Virginia Volvo Trucks strike was a labor strike involving workers at a Volvo Trucks production facility in Dublin, Virginia, United States. The strike began in April and ended in July with the ratification of a new labor contract.
Workers for the Scripto company in Atlanta, Georgia, United States, held a labor strike from November 27, 1964, to January 9, 1965. It ended when the company and union agreed to a three-year contract that included wage increases and improved employee benefits. The strike was an important event in the history of the civil rights movement, as both civil rights leaders and organized labor activists worked together to support the strike.
