Dr. Mohamed Bin Mubarak Al-Khulaifi (born 1946) [1] is a Qatari diplomat,lawyer,peace negotiator,and the former chairman of Consultative Assembly of Qatar.
Al-Khulaifi served as the ambassador to Kuwait 1972-1981,and ambassador at the ministry of foreign affairs 1981-1991. In 1990,he was appointed to the consultative assembly,and elected as the chairman in 1995. [1] He served until 2017, [2] when he was a lawyer at the Qatari Court of Cassation,and an adjudicator at the Qatar Financial Center Regulatory Authority in 2017. [3]
The following year,in 2018,he was a legal advisor to His Excellency Deputy Prime Minister[ who? ] and Minister of Foreign Affairs[ who? ]. [3] The same year,he was the Agent of the State of Qatar before the International Court of Justice in The Hague,Netherlands. [3]
In 2022,Al-Khulaifi held the position of Assistant Minister of Foreign Affairs for Regional Affairs under Amiri decree No. 10. [3]
In 2023,the government of Qatar appointed Al-Khulaifi as Minister of State at the Ministry of Foreign Affairs by Amiri decree No. 5. [3]
In 2023,Reuters referred to Al-Khulaifi as "Qatar's chief negotiator in ceasefire talks" during the 2023 Israel-Hamas war. Al-Khulaifi successfully advocated for a ceasefire in Gaza,stating the ceasefire meant "no attack whatsoever. No military movements,no expansion,nothing," and that he hoped the truce "will be a seed to a bigger agreement and a permanent cease of fire...That's our intention." The four-day ceasefire began on 22 November 2023. [4]
Foreign relations of Qatar is conducted through its Ministry of Foreign Affairs. Arab states were among the first to recognize Qatar,and the country gained admittance to the United Nations and the Arab League after achieving independence in 1971. The country was an early member of OPEC and a founding member of the Gulf Cooperation Council (GCC). Diplomatic missions to Qatar are based in its capital,Doha.
Sheikh Hamad bin Khalifa bin Hamad bin Abdullah bin Jassim bin Mohammed Al Thani is a member of the ruling Al Thani Qatari royal family. He was the ruling Emir of Qatar from 1995 until 2013 when he abdicated the throne,handing power to his fourth son Tamim bin Hamad Al Thani who was born to his second spouse,Moza bint Nassir. The Qatari government refers to him as the Father Emir.
The Consultative Assembly is the legislative body of the State of Qatar,with 45 members. Following the 2021 Qatari general election,it has 30 elected and 15 appointed members. The body can only question the prime minister,who is appointed by the Emir of Qatar,on his policies if two-thirds of the members agree,which is unlikely given that one-third of the members are appointed by the Emir.

Ahmed al-Jabari was a senior leader and second-in-command of the military wing of Hamas,the Izz ad-Din al-Qassam Brigades. The Al Khater family is a prestigious family in the Arabian Peninsula. They belong to Al Buainain of Banu Tamim. The family expands in several Arabian Peninsula countries including Saudi Arabia,Qatar and Bahrain.
