Muhammad Munir Afsar, HI(M) is a three-star general in the Pakistan Army who currently serves as the Chairman of the National Database and Registration Authority (NADRA). [1] [2]
Afsar holds a PhD in Remote Sensing and Geographic Information Systems from NUST,Islamabad,where he had earlier completed an MS in the same discipline and was awarded the Presidential Gold Medal. His other academic qualifications include an MSc in the Art and Science of Warfare from the University of Balochistan,and an MPhil in Public Policy and Strategic Security Management from the National Defence University,Islamabad. He is a distinguished graduate of the Eisenhower School of National Resource Strategy in Washington,D.C.,where he earned an MS in National Resource Strategy with dual concentrations in Supply Chain Management and ICT Industry Analytics. He also holds an Advanced Diploma in the Japanese Language from NUML,Islamabad. [3] [4] His research publications are available on ResearchGate and Google Scholar.
Afsar was commissioned into the Pakistan Army in 1990 through the 81st Long Course and joined the 16 Punjab Regiment. [5]
Afsar has served at various capacities throughout his military career. As a major general,he served as Director General of the Command,Control,Communication,Computers,and Intelligence Directorate. He was later appointed as Inspector General Frontier Corps Khyber Pakhtunkhwa (South). [6] In 2022,he was promoted to the rank of Lieutenant General. [7]
Munir had led the Pakistan Army Cyber Command. He also served as Inspector General Communication and Technology before being appointed as Chairman Nadra. [8]
Afsar was appointed as Chairman of NADRA and Registrar General of Pakistan on 3 October 2023. He is the second serving military officer to assume this position,after the Founding Chairman. [9] [10] [11]
In September 2024,a single bench of the Lahore High Court annulled his appointment. However,in February 2025,a two-member division bench reinstated him. [12] [13]
