The Mumbai Urban Transport Project (MUTP), is a project formulated by the Mumbai Metropolitan Region Development Authority (MMRDA) to bring about improvement in the traffic and transport situation in the Mumbai metropolitan region with the assistance of the World Bank.

Phase I began in 2002 and was completed in 2011. [1] The total estimated cost of the MUTP Phase I was ₹4,526 crore (US$570 million). Most of the money was spent on railway projects, while less than a fourth was spent on road projects.

The road projects included in MUTP were the Santa Cruz – Chembur Link Road (SCLR) and the Jogeshwari - Vikhroli Link Road (JVLR). [3]
Railway Minister Dinesh Trivedi announced in 2012 that Phase I was completed. [4]

Phase III of the Mumbai Urban Transport Project was approved on 8 December 2011. It will cost ₹52,000 crore (US$6.5 billion). The feasibility study for the project cost ₹100 million (US$1.3 million). [6] The project includes a fast corridor from Chhatrapati Shivaji Terminus to Panvel with a connection to the proposed new Navi Mumbai International Airport, extending the Harbour Line to Borivali, and multiple additional tracks being laid on existing routes. The project is scheduled for completion in 2031. [6]
The Union Cabinet approved Phase 3A of the MUTP on 7 March 2019. It will cost ₹33,690 crore (US$4.2 billion) shared equally by the Union and State Governments, and is scheduled to be completed within 5 years. Projects approved under Phase 3A include:
Thane is a metropolitan city located on the northwestern side of the state of Maharashtra in India and on the northeastern side of Mumbai. It is an immediate neighbour of Mumbai city proper, and a part of the Mumbai Metropolitan Region. It is situated in the north-eastern portion of the Salsette Island.

Virar is a coastal city in taluka Vasai and district of Palghar, in India's Maharashtra state. It is clubbed into Vasai-Virar city, administered by Vasai-Virar Municipal Corporation. It lies in south part of Palghar District in Vasai Taluka and north to the city of Mumbai. It is an important part of Palghar District because Palghar is the outermost part of northern side of Mumbai Metropolitan Region and comes under Police Jurisdiction of Mira-Bhayander, Vasai-Virar Police Commissionerate.
Lokmanya Tilak Terminus is a railhead and a major railway terminus in the Kurla suburb of Mumbai, India. LTT is managed by the Central Railway. The Kurla and Tilak Nagar suburban railway stations are located nearby. It is one of the five railway terminals within Mumbai, the others being Chhatrapati Shivaji Terminus, Dadar on the Central line, and Mumbai Central and Bandra Terminus on the Western line.
The Western Railway Elevated Corridor, also known as the Oval Maidan-Virar elevated corridor, was a proposed rapid transit corridor that would have run along the same alignment as the Western Line of the Mumbai Suburban Railway, and link Oval Maidan with Virar.
The Eastern Express Highway, abbreviated to EEH, is a 23.55 km (14.63 mi) city express highway serving the cities of Mumbai and Thane. It is one of the busiest and most important roads in the Mumbai Metropolitan Area and is a part of the National Highway 48. It is a north–south artery of Mumbai connecting the city proper to the eastern suburbs and to the metropolitan area of Thane. For most of its course, it is 6 lanes wide with over a dozen flyovers/grade separators.
The Mumbai Metropolitan Region Development Authority (MMRDA) is a body of the Government of Maharashtra that is responsible for preparation of Regional Plan for MMR and the infrastructure development of the Mumbai Metropolitan Region. The MMRDA was created on 26 January 1975 under the Mumbai Metropolitan Region Development Authority Act, 1974 Government of Maharashtra. The agency is responsible for planning and coordination of development activities in the Region.
Andheri is a passenger rail station located at Andheri suburb of Mumbai. It serves the Western line and Harbour lines of the Mumbai Suburban Railway. It is also a stop for some express trains and August Kranti Rajdhani Express. The station also inter-connects the Line 1 of the Andheri metro station. Andheri station first came under prominence after the development of Salsette–Trombay Railway services in 1928 by the British Empire of India during the pre-independence period.
Kandivali is a railway station on the Western line of the Mumbai Suburban Railway network. It serves the Kandivli neighbourhood of Mumbai, India. All slow local trains temporarily halt between Kandivali and Borivali for a few seconds for signaling purposes, which commuters call an imaginary station named Thambevali.
Mira Road is a passenger railway station located at Mira Road, a suburb in the Western Suburbs of Mumbai. It is situated between Borivali and Bhayandar stations on the Western line, of Mumbai Suburban Railway. The route of the station is located between the salt pan towards the western zone of the suburb leading towards Bhayandar.
Panvel railway station, station code is: PL(suburban)/PNVL(mainline)) is a railway station on the Harbour Line and Central line of the Mumbai Suburban Railway network.
The CST–Panvel fast corridor is a proposed elevated suburban rail corridor on the Harbour Line of the Mumbai Suburban Railway for air-conditioned EMUs.
The Jogeshwari–Vikhroli Link Road (JVLR), is a 10.6-kilometre-long (6.6 mi) 6-lane road with a central median in Mumbai which connects the Western Express Highway and Eastern Express Highway providing speedier access from Jogeshwari in the Western Suburbs to Vikhroli in the Eastern Suburbs. It was opened to traffic in 1994, and widened from two to six lanes in 2012 at a cost of ₹221.45 crore. The under-construction Line 6 of the Mumbai Metro is being constructed on this link road.

Ghatkopar is the elevated eastern terminal metro station on the East-West Corridor of the Blue Line 1 of Mumbai Metro serving the Ghatkopar suburb of Mumbai, India. It was opened to the public on 8 June 2014. Ghatkopar is the busiest station on Line 1, with a daily passenger traffic of 115,441 in December 2023.
Line 2 (Yellow Line) of the Mumbai Metro is a rapid transit metro line in the city of Mumbai, Maharashtra, India. The line connects Dahisar in the northwest with Mandale in Mankhurd via Andheri, BKC and Chembur in the east. Phase One of Line 2A was partially opened on 2 April 2022 from Dahisar East to Dahanukarwadi.
Red Line 9 (extension) of the Mumbai Metro is part of the metro system for the city of Mumbai, India. Metro Line 9 is an extension of the Red Line from Andheri to CSMIA and Dahisar to Mira Road. This line will be unique from the other metro lines because it will run on a double-decker bridge. There will be a flyover on the first deck and the metro will run on the second deck. The flyover will start near the proposed Shivaji Chowk metro station and will end in Bhayander (West) via Mira Bhayander Road. It shall provide interconnectivity among the Western Express Highway, the Western Line, and the Mumbai Metro.
Line 5 (Orange Line) of the Mumbai Metro is a rapid transit metro line in the city of Mumbai, Maharashtra, India. When completed, the 24.9 km (15.5 mi) line will connect Thane with Kalyan via Bhiwandi, with 17 stations. The line will be fully elevated except for a 3 km underground section in Bhiwandi.
