NORWAC (Norwegian Aid Committee) is a Norwegian non-governmental organization founded in 1983, and since 1994 organised as a foundation. [1] [2]
The organisation is part of the Norwegian left-wing pro-Palestinian solidarity movement. [3] It has worked in support of Palestinians in the Palestinian territories and in Lebanon since its foundation. From 1999 to 2011 the organisation also worked in the Balkans, and it has worked in Syria since 2012. [2] The group has been profiled by the medical doctors Mads Gilbert and Erik Fosse (president of NORWAC) during the conflicts in Gaza. [4]
In 1989 the organisation came under scrutiny from the research team of Marianne Heiberg from NUPI as part of a broad investigation of aid organisations funded by public allocations. The organisation was criticised for minimal-to-none developmental effects, lack of understanding of local needs, lack of control mechanisms and unprofessional management. NORWAC was also criticised for supporting fringe factions in Palestinian politics, and concluded that it did not meet the most elementary requirements for an aid organisation, in particular due to its "sectarian" work and taking political concerns. The report recommended to NORAD to stop all public allocations to the organisation. [3] NORWAC was also scrutinised during a subsequent investigation of funds allocated by the Ministry of Foreign Affairs. [3]
During the conflicts in Gaza in 2009 and 2014, Gilbert and Fosse were accused in Norway and abroad of facilitating propaganda by Hamas. [5] [6] Their work at the Al-Shifa Hospital has been particularly noted amid allegations of the hospital's use as a Hamas headquarter. [7] In 2014 Gilbert was banned indefinitely from entering Gaza through Israel, officially for "security reasons", but according to intelligence sources because there had been revealed "close ties" between Gilbert and Hamas-leaders. In 2014 it was reported that a hospital run by NORWAC in Syria in the town Tell Abyad treated wounded soldiers from terrorist organisation ISIL (Islamic State of Iraq and the Levant). Since 2013, when the hospital started being funded through NORWAC by Norwegian public aid, it was reported that ISIL had taken full control of the hospital and the surrounding area. According to both Arab and Kurdish sources, the hospital had become reserved entirely for ISIL soldiers and supporters. Erik Fosse rejected the latter reports, while admitting that the hospital treated ISIL jihadists. [2] After subsequent investigations by the Ministry of Foreign Affairs found that ISIL had enforced religious rules at the hospital, including rituals for prayer, gender segregation and regulations on clothing, Foreign Minister Børge Brende cancelled all financial support directed to the hospital. While conforming to the decision, Fosse and NORWAC continued to deny that there were any enforcements by ISIL at the hospital. [10]

She served as Minister of Foreign Affairs from 2021 to 2023, and previously Minister of Children and Equality from 2008 to 2009, Minister of Culture from 2009 to 2012 and Minister of Labour and Social Inclusion from 2012 to 2013.
Petter Wilhelm Blichfeldt Schjerven is a Norwegian television host, known from Typisk norsk which aired on NRK, the Norwegian Broadcasting Corporation. Schjerven has previously worked as the host and scriptwriter for the children's program Midt i smørøyet and as the producer of the radio program Holger Nielsens Metode on NRK P3, among others. After Typisk norsk he hosted the shows Eva og Adam and Tingenes tilstand on NRK and Typisk deg on TVNorge.
Raymond Johansen is a Norwegian politician for the Labour Party. He served as Governing Mayor of Oslo from 2015 to 2023. A former member of the Socialist Left Party, Johansen previously served as the Oslo city commissioner for transport and environment from 1992 to 1995, when his party withdrew from the city cabinet. After joining Labour, he served as the party secretary from 2009 to 2015.
The Baneheia murders was a double rape and murder that occurred in Norway on 19 May 2000. The victims were two girls, 10-year-old Lena Sløgedal Paulsen and 8-year-old Stine Sofie Austegard Sørstrønen. They were found raped and killed in the Baneheia area in Kristiansand. The murders received massive media attention in Norway in the early 2000s.
Mads Fredrik Gilbert is a Norwegian physician, humanitarian, activist, and politician for the Red Party. He is a specialist in anesthesiology and head of the emergency medicine department at the University Hospital of North Norway and Professor of emergency medicine at the University of Tromsø.
Al-Shifa Hospital, properly known as Dar Al-Shifa Hospital, is the largest medical complex and central hospital in the Gaza Strip, located in the neighbourhood of North Rimal in Gaza City in the Gaza Governorate. The current hospital director is Muhammad Abu Salmiya.

In 2009, he was embedded with Taliban in Afghanistan where he was taken captive and held for a week before he was released. He has also worked for Norwegian People's Aid and as press officer for the Norwegian military.
Erik Torgeir Fosse is a Norwegian surgeon, lieutenant colonel, political activist, solidarity worker and musician. As professor of medicine he has headed the Intervention Centre at the National Hospital since 1995. He has been involved in international medical solidarity work since 1979 and co-founded the Norwegian Aid Committee NORWAC in 1983, of which he remains a leader. He is noted for his humanitarian work for NORWAC in the Gaza Strip with Mads Gilbert during the Gaza War.

A main concern of the organisation is what it sees as a negative bias towards Israel in mainstream Norwegian media coverage. The director of the organisation is Conrad Myrland, and the president is Morten Fjell Rasmussen.

Berg previously served as Oslo City Commissioner for transport and the environment from 2015 to 2021, when she resigned following a confidence vote.
On 25 June 2022, two people were killed and twenty-one people were wounded in a mass shooting in Oslo, Norway. Police are treating the incident as an "act of Islamist terrorism". The target may have been the Oslo LGBTQ pride event, which was hosted by the local branch of the Norwegian Organisation for Sexual and Gender Diversity.
