The National Institute of Public Finance and Policy (NIPFP) is an autonomous research institute under India's Ministry of Finance.

History

Based in New Delhi, India, the centre conducts research on public finance and contributes to the process of policy-making relating to public finance. The NIPFP also works jointly with the Department of Economic Affairs at the Ministry of Finance to research the effects of past economic policy. [1]

NIPFP is overseen by a governing board comprising a chairman and representatives from the Ministry of Finance, Planning Commission of India and Reserve Bank of India. Urjit Patel is the present chairman and Pinaki Chakravarty is the present director of the institute. [2] The previous director was Rathin Roy [3] and chairman was Vijay Kelkar.

Campus

Spread over an area of 3 acres, the institute is situated near Jawaharlal Nehru University and the Indian Institute of Technology. The campus consists of two academic and an office block, residential quarters, a hostel (guest house). [4]

Sir Chintaman Dwarakanath DeshmukhICS was an Indian civil servant and the first Indian to be appointed the Governor of the Reserve Bank of India in 1943 by the British Raj authorities. He subsequently served as the Finance Minister in the Union Cabinet (1950–1956). It was during this time that he also became a founding member of the Governing Body of NCAER, the National Council of Applied Economic Research in New Delhi, India's first independent economic policy institute established in 1956 at the behest of Prime Minister Jawaharlal Nehru. After resignation from Union Cabinet he worked as Chairman of UGC (1956–1961). He served as Vice-Chancellor of University of Delhi (1962–67). He was also President of Indian Statistical Institute from 1945 to 1964, Honorary Chairman of National Book Trust (1957–60).

The Economic Research Institute for ASEAN and East Asia or ERIA is an international organization established in Jakarta, Indonesia in 2008 by a formal agreement among Leaders of 16 countries in the East Asian region to conduct research activities and make policy recommendations for further economic integration in the East Asia. ERIA works very closely with both the ASEAN Secretariat and 16 Research Institutes to undertake and disseminate policy research under the three pillars, namely “Deepening Economic Integration”, ”Narrowing Development Gaps”, and “Sustainable Development” and provide analytical policy recommendations to Leaders and Ministers at their regional meetings. ERIA provides intellectual contributions to East Asian Community building and serves as a Sherpa international organization. Economic Advisory Council to the Prime Minister of India (PMEAC) is a non-constitutional, non-permanent and independent body constituted to give economic advice to the Government of India, specifically the Prime Minister. The Tax Administration Reform Commission or TARC is committee appointed by the Government of India for giving recommendations for reviewing the public Tax Administration system of India. The Union Finance Minister had made an announcement in his Budget Speech 2013-14 for setting up of Tax Administration Reform Commission (TARC) to review the application of tax policies and tax laws in India in the context of global best practices, and to recommend measures for reforms required in tax administration. Accordingly, TARC was established vide the Government of India Notification dated 21 August 2013. The term of the Commission is 18 months and works as an advisory body to the Ministry of Finance. The Commission has given its first set of recommendations to the new government. Dr. Parthasarathi Shome is Adviser to the Indian Finance Minister, 2013. National Council of Applied Economic Research (NCAER) is India’s oldest and largest independent, non-profit, economic policy research think tank. Established in New Delhi in 1956, it acquired considerable national and international standing within only a few decades of its founding. It is one of a handful of think tanks globally that combine rigorous analysis and policy outreach with deep data collection capabilities, especially for household surveys.

Rajiv Kumar is an Indian economist who had served as the second vice-chairman of the NITI Aayog. He also serves as the chancellor of Gokhale Institute of Politics and Economics, Pune His earlier stint in government was initially with the Ministry of Industry and subsequently in the Ministry of Finance, as economic advisor during the reform years of 1991-1994. He has wide experience of having worked in government, academia, industry associations, as well as in international financial institutions. He also served as an independent director on the central boards of the Reserve Bank of India and the State Bank of India.

<span class="mw-page-title-main">Ashok Lahiri</span> Indian politician

Ashok Kumar Lahiri is an Indian economist and a member of the West Bengal Legislative Assembly from Balurghat. He is currently serving as a member of the Fifteenth Finance Commission. Lahiri previously served as 12th Chief Economic Adviser to the Government of India, reader at the Delhi School of Economics, chairman of Bandhan Bank, executive director at the Asian Development Bank and director of the National Institute of Public Finance and Policy and had stints with the World Bank and the International Monetary Fund, as a consultant and senior economist respectively. He is a member of the Bharatiya Janata Party.
