The National Motorists Association (NMA) is a nonprofit advocacy organization for motorists in North America, created in 1982. [1] The association advocates for traffic safety based on its view of engineering standards, traffic laws fairly written and enforced, and full due process for motorists.
The NMA, originally called the Citizens Coalition for Rational Traffic Laws (CCRTL), was founded as a 501(c)(3) in 1982 in opposition to the 55 mph National Maximum Speed Law, [2] which was their chief cause until the law's repeal in 1995. The NMA continues to fight for the reform of drunk driving laws that can “target innocent motorists who happen to be social drinkers.” [3] The organization's name was changed to the National Motorists Association in the late 1980s.
The NMA encourages all those receiving citations to challenge their traffic tickets as a means to keep the traffic justice system honest. The NMA opposes the installation of red light cameras, automated speed limit enforcement, and the use of stop-arm cameras on school buses. [4] The NMA cites several studies on its site that include data showing significant increases in rear-end collisions at red-light-camera intersections. [5]
The NMA operates a speedtrap registry and a roadblock registry where people can post the locations of traffic law enforcement and sobriety checkpoints.
The group opposes checkpoints, the use of Breathalyzers as evidence in court due to unreliability of results, the assumption of fault when a driver with a registerable BAC is in a collision, and most cases of license suspension due to DUI violations. The group supports lowering penalties for drunk drivers under a BAC of 0.15%. They oppose reducing the legal blood alcohol content limit and are against "zero tolerance" laws for drivers under the legal drinking age. [6] The NMA states they support "drinking and driving regulations based on reasonable standards." [7]
The organization also offers to reimburse traffic fines for paying members who are found guilty of speeding after unsuccessfully challenging a ticket. [8]
In the 1980s and '90s, the NMA would advertise a "Civil Obedience Day" where some drivers would travel in a caravan at the posted speed limit on a few local highways. The purpose was to illustrate instances where the posted speed limit was unreasonably low. The caravan would leave the far left lane open for cars to pass. [9] [10]
NMA opposes some Vision Zero road safety projects. They have published editorials criticising certain policies which, in the organization's view, unreasonably restrict the ability to travel by personal automobiles and which it claims don't achieve intended safety goals. [11] [12] [13]
The National Motorists Association is a 501(c)(3) nonprofit corporation based in Waunakee, Wisconsin. [14] NMA describes itself as a "grassroots advocacy organization". It does not publish membership statistics or funding sources.
The National Motorists Association was also the name of an older automobile club in the United States, founded in 1922, [15] which merged with the American Automobile Association in 1923.
Speed limits on road traffic, as used in most countries, set the legal maximum speed at which vehicles may travel on a given stretch of road. Speed limits are generally indicated on a traffic sign reflecting the maximum permitted speed, expressed as kilometres per hour (km/h) or miles per hour (mph) or both. Speed limits are commonly set by the legislative bodies of national or provincial governments and enforced by national or regional police and judicial authorities. Speed limits may also be variable, or in some places nonexistent, such as on most of the Autobahnen in Germany.
Drunk driving is the act of operating a motor vehicle with the operator's ability to do so impaired as a result of alcohol consumption, or with a blood alcohol level in excess of the legal limit. For drivers 21 years or older, driving with a blood alcohol concentration (BAC) of 0.08% or higher is illegal. For drivers under 21 years old, the legal limit is lower, with state limits ranging from 0.00 to 0.02. Lower BAC limits apply when operating boats, airplanes, or commercial vehicles. Among other names, the criminal offense of drunk driving may be called driving under the influence (DUI), driving while intoxicated or impaired (DWI), operating [a] vehicle under the influence of alcohol (OVI), or operating while impaired (OWI).
Traffic calming uses physical design and other measures to improve safety for motorists, car drivers, pedestrians and cyclists. It has become a tool to combat speeding and other unsafe behaviours of drivers. It aims to encourage safer, more responsible driving and potentially reduce traffic flow. Urban planners and traffic engineers have many strategies for traffic calming, including narrowed roads and speed humps. Such measures are common in Australia and Europe, but less so in North America. Traffic calming is a calque of the German word Verkehrsberuhigung – the term's first published use in English was in 1985 by Carmen Hass-Klau.
American Automobile Association is a federation of motor clubs throughout North America. AAA is a privately held not-for-profit national member association and service organization with over 60 million members in the United States and Canada. AAA provides services to its members, including roadside assistance and others. Its national headquarters are in Heathrow, Florida.
A traffic ticket is a notice issued by a law enforcement official to a motorist or other road user, indicating that the user has violated traffic laws. Traffic tickets generally come in two forms, citing a moving violation, such as exceeding the speed limit, or a non-moving violation, such as a parking violation, with the ticket also being referred to as a parking citation, or parking ticket.
DWI courts are a form of court that exists in some United States legal jurisdictions, that use substance-abuse interventions and treatment with defendants who plead guilty of driving while intoxicated or impaired. DUI courts may focus on repeat offenders and drivers with very high levels of blood alcohol at the time of the offense. As of December 2011, there were approximately 192 designated DUI courts in the United States, and approximately 406 drug courts that also accept DUI offenders.
School bus stop laws are laws dictating what a motorist must do in the vicinity of a bus stop being used by a school bus or other bus, coach or minibus providing school transport.
In the United States, speed limits are set by each state or territory. States have also allowed counties and municipalities to enact typically lower limits. Highway speed limits can range from an urban low of 25 mph (40 km/h) to a rural high of 85 mph (137 km/h). Speed limits are typically posted in increments of five miles per hour (8 km/h). Some states have lower limits for trucks, some also have night and/or minimum speed limits.
Many countries have adopted a penalty point or demerit point system under which a person’s driving license is revoked or suspended based on the number of points they’ve accumulated over a specific period of time. Points are given for traffic offenses or infringements committed by them in that period. The demerit points schemes of each jurisdiction varies. These demerit schemes are usually in addition to fines or other penalties which may be imposed for a particular offence or infringement, or after a prescribed number of points have been accumulated.
Speed limits in Ireland apply on all public roads in the state. These are signposted and legislated for in kilometres per hour. Speed limits are demarcated by regulatory road signs. These consist of white circular signs with a red outline. Speed limits are marked in black with "km/h" below the speed limit. The National Maximum Speed Limit (NMSL) was a provision of the federal government of the United States 1974 Emergency Highway Energy Conservation Act that effectively prohibited speed limits higher than 55 miles per hour (89 km/h). The limit was increased to 65 miles per hour (105 km/h) in 1987. It was drafted in response to oil price spikes and supply disruptions during the 1973 oil crisis. Even after fuel costs began to decrease over time the law would remain in place until 1995 as proponents claimed it reduced traffic fatalities.
A random checkpoint is a military and police tactic. In a military context, checkpoints involve the setup of a hasty roadblock by mobile truck- or armored vehicle-mounted infantry to disrupt unauthorized or unwanted movement or military activity and to check for valid identification and search for contraband, fugitives, or weapons that are not permitted in civilian hands. Random checkpoints are set up to achieve surprise, as opposed to known permanently located checkpoints, which suspects could circumvent. They are often established in locations where they cannot be observed by approaching traffic until it is too late to withdraw and escape without being observed.

Methods used include roadside speed traps set up and operated by the police and automated roadside 'speed camera' systems, which may incorporate the use of an automatic number plate recognition system. Road speed limit enforcement in the United Kingdom is the action taken by appropriately empowered authorities to attempt to persuade road vehicle users to comply with the speed limits in force on the UK's roads. Methods used include those for detection and prosecution of contraventions such as roadside fixed speed cameras, average speed cameras, and police-operated LIDAR speed guns or older radar speed guns. Vehicle activated signs and Community Speed Watch schemes are used to encourage compliance. Some classes of vehicles are fitted with speed limiters and intelligent speed adaptation is being trialled in some places on a voluntary basis.
Speed limits in the Philippines are specified in Republic Act No. 4136, or the Land Transportation and Traffic Code of the Philippines, which took effect on its approval on June 20, 1964. The act covers a number of areas other areas than speed limits, and was amended regarding some of those areas by Republic Act No. 10930, which was approved on August 2, 2017.
General speed limits in New Zealand are set by the New Zealand government. The speed limit in each location is indicated on a nearby traffic sign or by the presence of street lighting. The limits have been posted in kilometres per hour (km/h) since 1974. Before then, when New Zealand used imperial units, maximum speeds were displayed in miles per hour (mph). Today, limits range from 10 km/h (6.2 mph) to 110 km/h (68 mph); in urban areas the default speed limit is 50 km/h (31 mph).
In legal terminology, the assured clear distance ahead (ACDA) is the distance ahead of any terrestrial locomotive device such as a land vehicle, typically an automobile, or watercraft, within which they should be able to bring the device to a halt. It is one of the most fundamental principles governing ordinary care and the duty of care for all methods of conveyance, and is frequently used to determine if a driver is in proper control and is a nearly universally implicit consideration in vehicular accident liability. The rule is a precautionary trivial burden required to avert the great probable gravity of precious life loss and momentous damage. Satisfying the ACDA rule is necessary but not sufficient to comply with the more generalized basic speed law, and accordingly, it may be used as both a layman's criterion and judicial test for courts to use in determining if a particular speed is negligent, but not to prove it is safe. As a spatial standard of care, it also serves as required explicit and fair notice of prohibited conduct so unsafe speed laws are not void for vagueness. The concept has transcended into accident reconstruction and engineering.
