Nationally Recognized Testing Laboratory is the term used by the United States Occupational Safety and Health Administration to identify third-party organizations that have the necessary qualifications to perform safety testing and certification of products covered within OSHA and each organization's scopes. The testing and certification are conducted in accordance with U.S. consensus-based product safety test standards developed or issued by U.S. standards organizations
The United States Occupational Safety and Health Administration (OSHA) requires that 38 different types of products, devices, assemblies, or systems used in the workplace be "approved" (i.e., tested and certified) by third-party organizations identified as Nationally Recognized Testing Laboratories (NRTLs). As part of OSHA's NRTL Program, the recognition is to testing facilities acknowledging that the organizations have the necessary qualifications to perform safety testing and certification of specific products covered within their scopes to provide product safety testing and certification services to manufacturers for use of select types of products, devices, assemblies, or systems. The testing and certification are conducted in accordance with U.S. consensus-based product safety test standards. These test standards are not developed or issued by OSHA but by U.S. standards organizations (e.g., ANSI, the American National Standards Institute) arrived at by consensus amongst representatives of other standards organizations, government agencies, consumer groups, companies, and others. The range of products covered is limited to those items for which OSHA safety standards require "certification" by an NRTL.

NEW: On October 1, 2019, OSHA published an update to the NRTL Program Policies, Procedures, and Guidelines as CPL 01-00-004. This Directive sets forth policies, procedures, and interpretations that supplement and clarify the Nationally Recognized Testing Laboratory (NRTL) Program regulation, 29 CFR 1910.7 and Appendix A to that section. OSHA also published a supportive Directive Transition Memo to implement the Directive's revisions.

The Occupational Safety and Health Administration is a regulatory agency of the United States Department of Labor that originally had federal visitorial powers to inspect and examine workplaces. The United States Congress established the agency under the Occupational Safety and Health Act, which President Richard M. Nixon signed into law on December 29, 1970. OSHA's mission is to "assure safe and healthy working conditions for working men and women by setting and enforcing standards and by providing training, outreach, education, and assistance." The agency is also charged with enforcing a variety of whistleblower statutes and regulations. OSHA's workplace safety inspections have been shown to reduce injury rates and injury costs without adverse effects on employment, sales, credit ratings, or firm survival.

The National Institute for Occupational Safety and Health is the United States federal agency responsible for conducting research and making recommendations for the prevention of work-related injury and illness. The National Electrical Code (NEC), or NFPA 70, is a regionally adoptable standard for the safe installation of electrical wiring and equipment in the United States. It is part of the National Fire Code series published by the National Fire Protection Association (NFPA), a private trade association. Despite the use of the term "national," it is not a federal law. It is typically adopted by states and municipalities in an effort to standardize their enforcement of safe electrical practices. Quality Assurance International (QAI) is a U.S.-based international organic certification company that is authorized by the United States Department of Agriculture (USDA) as "a USDA-accredited certifying agent that operates globally to certify organic operations to National Organic Program standards." It is a for-profit corporation, established in 1989, and headquartered in San Diego, California. It is one of the world's largest certifiers, operating in the United States, Canada, Latin America, European Union, and Japan.
The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) is an internationally agreed-upon standard managed by the United Nations that was set up to replace the assortment of hazardous material classification and labelling schemes previously used around the world. Core elements of the GHS include standardized hazard testing criteria, universal warning pictograms, and safety data sheets which provide users of dangerous goods relevant information with consistent organization. The system acts as a complement to the UN numbered system of regulated hazardous material transport. Implementation is managed through the UN Secretariat. Although adoption has taken time, as of 2017, the system has been enacted to significant extents in most major countries of the world. This includes the European Union, which has implemented the United Nations' GHS into EU law as the CLP Regulation, and United States Occupational Safety and Health Administration standards.
Right to know is a human right enshrined in law in several countries. UNESCO defines it as the right for people to "participate in an informed way in decisions that affect them, while also holding governments and others accountable". It pursues universal access to information as essential foundation of inclusive knowledge societies. It is often defined in the context of the right for people to know about their potential exposure to environmental conditions or substances that may cause illness or injury, but it can also refer more generally to freedom of information or informed consent.
Hearing conservation programs are programs that should reduce the risk of hearing loss due to hazardous noise exposure, if implemented correctly and with high quality. Hearing conservation programs require knowledge about risk factors such as noise and ototoxicity, hearing, hearing loss, protective measures to prevent hearing loss at home, in school, at work, in the military and, and at social/recreational events, and legislative requirements. Regarding occupational exposures to noise, a hearing conservation program is required by the Occupational Safety and Health Administration (OSHA) "whenever employee noise exposures equal or exceed an 8-hour time-weighted average sound level (TWA) of 85 decibels (dB) measured on the A scale or, equivalently, a dose of fifty percent." This 8-hour time-weighted average is known as an exposure action value. While the Mine Safety and Health Administration (MSHA) also requires a hearing conservation program, MSHA does not require a written hearing conservation program. MSHA's hearing conservation program requirement can be found in 30 CFR § 62.150, and is very similar to the OSHA hearing conservation program requirements. Therefore, only the OSHA standard 29 CFR 1910.95 will be discussed in detail.

Workplace health surveillance or occupational health surveillance (U.S.) is the ongoing systematic collection, analysis, and dissemination of exposure and health data on groups of workers. The Joint ILO/WHO Committee on Occupational Health at its 12th Session in 1995 defined an occupational health surveillance system as "a system which includes a functional capacity for data collection, analysis and dissemination linked to occupational health programmes".
Accredited Crane Operator Certification OSHA regulation 29 CFR 1926 Subpart CC, released August 9, 2010, requires crane operators involved in construction to be certified by an accredited certification provider by November 10, 2014. An operator is defined as any person operating the equipment. To be accredited, certification providers must be accredited by a nationally recognized accrediting agency, defined as "an organization that, due to its independence and expertise, is widely recognized as competent to accredit testing organizations. Examples of such accrediting agencies include, but are not limited to, the National Commission for Certifying Agencies and the American National Standards Institute." This is the first time certification by an accredited certification provider has been required on a national level, although individual states and cities have required crane operator certification as far back as 2000. The new OSHA standards make the completion of this requirement an important topic of knowledge for the crane and lifting industry.
NSF is a public health organization headquartered in Ann Arbor, Michigan that tests and certifies foods, water, and consumer products. It also facilitates the development of standards for these products, labeling products it has certified to meet these standards with the NSF mark.
Voluntary Protection Programs (VPP) is an Occupational Safety and Health Administration (OSHA) initiative that encourages private industry and federal agencies to prevent workplace injuries and illnesses through hazard prevention and control, worksite analysis, training; and cooperation between management and workers. VPP enlists worker involvement to achieve injury and illness rates that are below national Bureau of Labor Statistics averages for their respective industries.

A hearing protection device, also known as a HPD, is an ear protection device worn in or over the ears while exposed to hazardous noise and provide hearing protection to help prevent noise-induced hearing loss. HPDs reduce the level of the noise entering the ear. HPDs can also protect against other effects of noise exposure such as tinnitus and hyperacusis. There are many different types of HPDs available for use, including earmuffs, earplugs, electronic hearing protection devices, and semi-insert devices.

Globally recognized bodies such as ISO and IEC provide comprehensive frameworks applicable worldwide, while regional standards may cater to specific local requirements, enhancing the applicability and effectiveness of alarm systems in different environments.
