The Nigerian Investment Promotion Commission (NIPC) is a specialized agency of the Federal Government of Nigeria, established through the Nigerian Investment Promotion Act Chapter N117 of 2004. [1] It is aimed at encouraging, promoting, and coordinating all investments in Nigeria. [2] [3] The Federal Government of Nigeria, has tasked the investment promotion agency with attracting Foreign Direct Investment (FDI) over the years. [4] [5]

Origin

The Nigerian Investment Promotion Commission was established by the United Nations Conference on Trade and Development [6] through Chapter N117 of the Nigerian Investment Promotion Act of 1995, and later became a specialized agency of the Federal Government of Nigeria through Chapter N117 of the Nigerian Investment Promotion Act of 2004 [7] by the former President of Nigeria Olusegun Aremu Obasanjo in a bid to enhance Nigeria’s investment climate, attract foreign investments and deviate from oil as the major growth rate of the Nigerian economy. The then President appointed his former Minister for Commerce, Engr. Mustapha Bello as the pioneer Executive Secretary/CEO of the Commission [8] and invited Mr Felix Ohiwerei, a boardroom guru, as the Chair of the Governing Board.

The commission was established to enhance Nigeria’s investment climate, attract foreign investments and deviate from oil as the major growth rate of the Nigerian economy. Nigerian President, Olusegun Aremu Obasanjo appointed a former Minister for Commerce, Mustapha Bello as the pioneer Executive Secretary/CEO of the Commission, [9] as well as Felix Ohiwerei, as the Chair of the Governing Board. Administration

NIPC has a Governing council that comprises a Chairman, four independent members, the Executive Secretary/CEOs' permanent secretaries of seven ministries including; Federal Ministry of Industry, Trade and Investment; Federal Ministry of Information and Culture, Federal Ministry of Finance, Federal Ministry of Budget and National Planning, Federal Ministry of Foreign Affairs, Federal Ministry of Interior, Federal Ministry of Petroleum, Governor, Central Bank of Nigeria and six members from the private sector. [11]

The Commission’s Governing Council is chaired by Rt. Hon. Dr Babangida S.M. Nguroje OFR. [12] The Executive Secretary of the Commission is Saratu Altine Umar. [13] The organogram of the Commission has seven specialized departments — Finance & Administration, Investment Promotion, Investor Relations, Human Resources, Policy Advocacy, States Coordination and Strategic Communications. The Commission was structured to consist of North-Central, North-East, North-West, South-East and South-West Zonal offices to work with sub-national state investment agencies in the coordinating and further actualization of the Federal Government’s mandate.

Leadership

Saratu Altine Umar is the Executive Secretary/Chief Executive Officer [14] of the Nigerian Investment Promotion Commission (NIPC). Prior to her appointment, Emeka Offor was the Commission's Acting Executive Secretary. Yewande Sadiku was the executive secretary and CEO from 8 November 2016 to 24 September 2021. [15] In 2015, the former President Goodluck Ebele Jonathan relieved the appointment of Saratu Altine Umar.

Organisational structure

Mustafa Bello was appointed Nigerian Minister of Commerce in the first cabinet of President Olusegun Obasanjo, holding office between June 1999 and 2002. He became head of the Nigerian Investment Promotion Commission (NIPC) in December 2003.

The Corporate Affairs Commission (CAC) of Nigeria was established in 1990 vide Companies and Allied Matters Act no 1 (CAMA) 1990 as amended, now on Act cap C20 Laws of Federation of Nigeria. Its establishment, structure, and funding are now governed by the Companies and Allied Matters Act 2020 It is an autonomous body charged with the responsibility to regulate the formation and management of companies in Nigeria. It carries out its functions through accredited members of Association of National Accountants of Nigeria, Institute of Chartered Accountants of Nigeria, Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN), and the Nigerian Bar Association (NBA). It is headed by a Registrar-General. Prior to the enactment of CAMA, these activities were carried on under the Companies Act 1968.

The Nigerian Export Promotion Council (NEPC) was established through the promulgation of the “Nigerian Export Promotion Council Decree No. 26 of 1976”, now an Act in line with the democratic governance of the Country.

Abdulrasheed Bawa is a Nigerian detective and law enforcement agent who is currently serving as the Chairman of Economic and Financial Crimes Commission (EFCC) since 24 February 2021. He replaced Umar Mohammed Abba, the acting Chairman of the commission. Until his appointment, he was the Deputy Chief Superintendent of the anti-graft agency.

The 2007 Kano State gubernatorial election occurred on April 14, 2007. ANPP candidate Ibrahim Shekarau won the election, defeating PDP Ahmed Bichi and 14 other candidates.

The 2023 Zamfara State gubernatorial election will take place on 18 March 2023, to elect the Governor of Zamfara State, concurrent with elections to the Zamfara State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. The election—which was postponed from its original 11 March date—was held three weeks after the presidential election and National Assembly elections. Incumbent APC Governor Bello Matawalle has been renominated by his party and was defeated by Dauda Lawal of PDP on 18th of March 2023.

Yewande Sadiku is a Nigerian investment banker and former public servant. She was the executive secretary and CEO of the Nigerian Investment Promotion Commission from 8 November 2016 to 24 September 2021.

The Brazilian Trade and Investment Promotion Agency, or ApexBrasil is both the trade promotion organisation (TPO) and the investment promotion agency (IPA) of Brazil. Founded in 1997 as a subsidiary of the micro and small business support organisation SEBRAE, ApexBrasil became in 2003 an autonomous non-profit entity funded by the private sector and supervised by the Federal Government of Brazil. Ohere Sadiku Abubakar FNSE, is a Nigerian politician and the Senator representing Kogi Central Senatorial District. He hails from Okene LGA of Kogi State. He has served as the Special Adviser overseeing the affairs of the Ministry of Local Government and Chieftaincy Affairs in Kogi State from January to August in 2019. He has also served as the Honorable Commissioner, Ministry of Local Government and Chieftaincy Affairs until December 2019 with the same functions of overseeing the affairs of the Ministry. In January 2020, at the inception of the second tenure of Yahaya Bello, he was re-appointed to serve as the Honorable Commissioner for Works and Housing, a position he voluntarily resigned from on 16 April 2022, in pursuant of his aspirations to contest for Senator representing Kogi Central Senatorial District in the Federal Legislature. Abubakar Ohere is a Fellow of Nigeria Society of Engineers (NSE).

The 2023 Nigerian Senate elections in Kano State will be held on 25 February 2023, to elect the 3 federal Senators from Kano State, one from each of the state's three senatorial districts. The elections will coincide with the 2023 presidential election, as well as other elections to the Senate and elections to the House of Representatives; with state elections being held two weeks later. Primaries were held between 4 April and 9 June 2022.
