The Nigerian Investment Promotion Commission (NIPC) is a specialized agency of the Federal Government of Nigeria, established through the Nigerian Investment Promotion Act Chapter N117 of 2004. [1] It is aimed at encouraging, promoting, and coordinating all investments in Nigeria. [2] [3] The Federal Government of Nigeria, has tasked the investment promotion agency with attracting Foreign Direct Investment (FDI) over the years. [4] [5]

Origin

The Nigerian Investment Promotion Commission was established by the United Nations Conference on Trade and Development [6] through Chapter N117 of the Nigerian Investment Promotion Act of 1995, and later became a specialized agency of the Federal Government of Nigeria through Chapter N117 of the Nigerian Investment Promotion Act of 2004 [7] by the former President of Nigeria Olusegun Aremu Obasanjo in a bid to enhance Nigeria’s investment climate, attract foreign investments and deviate from oil as the major growth rate of the Nigerian economy. The then President appointed his former Minister for Commerce, Engr. Mustapha Bello as the pioneer Executive Secretary/CEO of the Commission [8] and invited Mr Felix Ohiwerei, a boardroom guru, as the Chair of the Governing Board.

The commission was established to enhance Nigeria’s investment climate, attract foreign investments and deviate from oil as the major growth rate of the Nigerian economy. Nigerian President, Olusegun Aremu Obasanjo appointed a former Minister for Commerce, Mustapha Bello as the pioneer Executive Secretary/CEO of the Commission, [9] as well as Felix Ohiwerei, as the Chair of the Governing Board. Administration

NIPC has a Governing council that comprises a Chairman, four independent members, the Executive Secretary/CEOs' permanent secretaries of seven ministries including; Federal Ministry of Industry, Trade and Investment; Federal Ministry of Information and Culture, Federal Ministry of Finance, Federal Ministry of Budget and National Planning, Federal Ministry of Foreign Affairs, Federal Ministry of Interior, Federal Ministry of Petroleum, Governor, Central Bank of Nigeria and six members from the private sector. [11]

The Commission’s Governing Council is chaired by Rt. Hon. Dr Babangida S.M. Nguroje OFR. [12] The Executive Secretary of the Commission is Saratu Altine Umar. [13] The organogram of the Commission has seven specialized departments — Finance & Administration, Investment Promotion, Investor Relations, Human Resources, Policy Advocacy, States Coordination and Strategic Communications. The Commission was structured to consist of North-Central, North-East, North-West, South-East and South-West Zonal offices to work with sub-national state investment agencies in the coordinating and further actualization of the Federal Government’s mandate.

Leadership

Aisha Rimi is the Executive Secretary/Chief Executive Officer [14] of the Nigerian Investment Promotion Commission (NIPC). Prior to her appointment, Hajja Gana Wakil was the Commission’s Acting Executive Secretary after Emeka Offor. Yewande Sadiku was the Executive Secretary and CEO from 8 November 2016 to 24 September 2021. [15] In 2015, the former President Goodluck Ebele Jonathan relieved the appointment of Saratu Altine Umar.

Organisational structure

Mustafa Bello was appointed Nigerian Minister of Commerce in the first cabinet of President Olusegun Obasanjo, holding office between June 1999 and 2002. He became head of the Nigerian Investment Promotion Commission (NIPC) in December 2003.

<span class="mw-page-title-main">Corporate Affairs Commission, Nigeria</span>

The Corporate Affairs Commission (CAC) of Nigeria was established in 1990 vide Companies and Allied Matters Act no 1 (CAMA) 1990 as amended, now on Act cap C20 Laws of Federation of Nigeria. Its establishment, structure, and funding are now governed by the Companies and Allied Matters Act 2020 It is an autonomous body charged with the responsibility to regulate the formation and management of companies in Nigeria. It carries out its functions through accredited members of Association of National Accountants of Nigeria, Institute of Chartered Accountants of Nigeria, Institute of Chartered Secretaries and Administrators of Nigeria (ICSAN), and the Nigerian Bar Association (NBA). It is headed by a Registrar-General. Prior to the enactment of CAMA, these activities were carried on under the Companies Act 1968.

Buhari Bala is a Nigerian Chartered accountant and politician who served as Nigeria's Minister of State for Foreign Affairs from 1997 until the transition to civil rule in 1999. Bala is a recipient of the Nigerian National Honour- Order of the Federal Republic (OFR) conferred by former President Goodluck Jonathan, and the second highest national honours award of Libya- Medal Of Bravery, in recognition of his numerous contributions in the field of International Politics and Relations and for the promotion of Nigeria – Libya bilateral relations. Prior to working for the Nigerian Government, he served as Director, Finance and Supply at the Ministry of Health in Sokoto State, Nigeria.

Alhaji Abubakar Garba Koko,, Sarkin Yakin Gwandu,, was a Nigerian civil servant, Administrator, and Politician who served as the first Executive Secretary of the Federal Capital Development Authority (FCDA), Abuja. He planned and executed the development of Nigeria's new federal capital in the 80s.

<span class="mw-page-title-main">Nasir Yusuf Gawuna</span> Nigerian politician (born 1967)

Nasir Yusuf Gawuna is a Nigerian health personnel, businessman and politician. In May 2022, he became the Governorship Candidate of the All Progressives Congress for the 2023 Kano State gubernatorial election. He served as deputy governor of Kano State under Governor Abdullahi Umar Ganduje from 2018 to 2023.

Abdulrasheed Bawa is a Nigerian detective and law enforcement agent who served as chairman of the Economic and Financial Crimes Commission (EFCC) from 24 February 2021 to 14 June 2023 when he was suspended on by President Bola Tinubu over allegations of corruption. He replaced Umar Mohammed Abba, the acting Chairman of the commission. Until his appointment, he was the Deputy Chief Superintendent of the anti-graft agency.

The 2023 Zamfara State gubernatorial election will take place on 18 March 2023, to elect the Governor of Zamfara State, concurrent with elections to the Zamfara State House of Assembly as well as twenty-seven other gubernatorial elections and elections to all other state houses of assembly. The election—which was postponed from its original 11 March date—was held three weeks after the presidential election and National Assembly elections. Incumbent APC Governor Bello Matawalle has been renominated by his party and was defeated by Dauda Lawal of PDP on 18th of March 2023.

Yewande Sadiku is a Nigerian investment banker and former public servant. She was the executive secretary and CEO of the Nigerian Investment Promotion Commission from 8 November 2016 to 24 September 2021.

The Ahmadu Bello University (ABU) is a public research university located in Zaria, Kaduna State, Nigeria. It was opened in 1962 as the University of Northern Nigeria. The university has four colleges, three schools, 18 faculties, 110 academic departments, 17 centres, and seven institutes with over 600 professors, about 3000 academic staff and over 7000 non-teaching staff. The university has over 400 postgraduate programmes reflecting its strife to become a postgraduate studies-centred university. The Brazilian Trade and Investment Promotion Agency, or ApexBrasil is both the trade promotion organisation (TPO) and the investment promotion agency (IPA) of Brazil. Founded in 1997 as a subsidiary of the micro and small business support organisation SEBRAE, ApexBrasil became in 2003 an autonomous non-profit entity funded by the private sector and supervised by the Federal Government of Brazil. Formally linked to the Foreign Ministry since 2016, it promotes Brazilian products and services abroad, attracts foreign direct investment and supports national companies, especially small and medium-sized, on their international journey.   Through its programmes and services, ApexBrasil supports approximately one third of Brazil's annual exports and contributes to facilitate at least one fourth of its foreign direct investment (FDI) inward flows each year. More than 15 thousand Brazilian companies are directly supported by the agency, virtually all of them micro, small or medium-sized.    

<span class="mw-page-title-main">Babangida Nguroje</span>

Babangida S. M. Nguroje is a former Deputy Speaker of the House of Representatives of Nigeria. He represented the Sardauna/Gashaka/Kurmi Federal Constituency of Taraba State in the 5th (2003–2007) and 6th (2007–2011) National Assemblies under the People's Democratic Party (PDP). Nguroje holds several titles and awards, including Garkuwan Sardauna, Makama Gashaka, and the Order of the Federal Republic of Nigeria (OFR).
