It borders County Durham to the north, the North Sea to the east, the East Riding of Yorkshire to the south-east, South Yorkshire to the south, West Yorkshire to the south-west, and Cumbria and Lancashire to the west.
Darlington is a market and industrial town in County Durham, England. It is the main administrative centre of the unitary authority Borough of Darlington. The borough is a constituent member of the devolved Tees Valley area.

The town's built-up area, an area spanning from the south bank of the River Tees, up to and including Coulby Newham and Nunthorpe, had a population of 148,215 at the 2021 UK Census. The town's borough is governed by Middlesbrough Council. It is the postal town further south to the North York Moors National Park. The largest town of Teesside and the largest of the Tees Valley region, it is the direct regional centre for a population of 678,400 in 2021 and de facto centre for northern Yorkshire and southern County Durham.
Redcar is a seaside town on the Yorkshire Coast in the Redcar and Cleveland unitary authority. It is in the ceremonial county of North Yorkshire, England, and is located 7 miles (11 km) east of Middlesbrough.
Tees Valley is a combined authority area in North East England, around the lower River Tees. The area is not a geographical valley; the local term for the valley is Teesdale. The combined authority covers five council areas: Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland and Stockton-on-Tees.

Since 1997 Darlington Borough Council has been a unitary authority; it is independent from Durham County Council. It is named after its largest settlement, the town of Darlington, where the council is based. The borough also includes a rural area surrounding the town which contains several villages. The population of the borough at the 2021 census was 107,800, of which over 86% (93,015) lived in the built-up area of Darlington itself.

After a long period with little change, it has been subject to a number of reforms of local government structures in modern times, some of which were controversial. The most significant of these were the Local Government Act 1972, the 1990s UK local government reform, and the Localism Act 2011. The historic area currently corresponds to several counties and districts and is mostly contained within the Yorkshire and the Humber region.

The council is a unitary authority, being a non-metropolitan county council which also performs the functions of a non-metropolitan district council. It has its headquarters at County Hall in Durham.
Local authority leaders' boards are voluntary regional associations of council leaders that have been established in England outside of Greater London to replace certain functions of the now abolished regional chambers. The establishment of the boards was part of the UK Government's Review of Sub-National Economic Development and Regeneration. which brought forward the Government's plans to alter the structure of regional governance in England and was mandated by the Local Democracy, Economic Development and Construction Act 2009. In June 2010, the new Conservative-LibDem coalition government announced plans to remove funding from the new boards and to remove their statutory functions. It was indicated that the boards might continue as voluntary associations of council leaders.
East Midlands Councils is a consultative forum for local government in the East Midlands region of England. It is a regional grouping of the Local Government Association and the regional employers organisation.
South West Councils is an association of council leaders from the South West of England. It is a regional grouping of the Local Government Association and the regional employers organisation.
A combined authority (CA) is a type of local government institution introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. CAs are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain devolved functions from central government in order to deliver transport and economic policy more effectively over a wider area. In areas where local government is two-tier, both must participate in the combined authority.
Stockton-on-Tees Borough Council is the local authority of the Borough of Stockton-on-Tees, which straddles the ceremonial counties of County Durham and North Yorkshire in England. Since 1996 the council has been a unitary authority, being a district council which also performs the functions of a county council. It therefore provides services including Council Tax billing, libraries, social services, town planning, waste collection and disposal, and it is a local education authority. Since 2016 the council has been a member of the Tees Valley Combined Authority, which has been led by the directly elected Tees Valley Mayor since 2017.

The North East Combined Authority (NECA), officially the Durham, Gateshead, South Tyneside and Sunderland Combined Authority, was one of the combined authorities in North East England. It was created in 2014, and consisted of the City of Sunderland; Metropolitan Borough of Gateshead, South Tyneside; and Durham County local authorities.
The Tees Valley Combined Authority (TVCA) is the combined authority for the Tees Valley urban area in North East England consisting of the following five unitary authorities: Darlington, Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton-on-Tees, covering a population of approximately 700,000 people. It was proposed that a combined authority be established by statutory instrument under the Local Democracy, Economic Development and Construction Act 2009. It is a strategic authority with powers over transport, economic development and regeneration including the flagship Teesside Freeport.
The inaugural Tees Valley mayoral election was held on 4 May 2017 to elect the mayor of the Tees Valley Combined Authority. The mayor was elected by the supplementary vote system. Subsequent elections will be held in May 2021 and every four years after 2024.
