The North Umpqua Hydroelectric Project is a series of hydroelectric power generation facilities along the North Umpqua River in Douglas County, Oregon, United States. The project is owned and operated by PacifiCorp.
The project was constructed by PacifiCorp between 1947 and 1956. [1] The original federal license to operate the project was issued in 1947 for a period of 50 years, expiring in 1997. [2] A settlement agreement to renew the license was approved in 2001 after prolonged negotiations between PacifiCorp and numerous state and federal agencies. [3]
The project consists of eight dams, three reservoirs, and miles of flumes, canals, penstocks and tunnels. [1] [4] [5]
Conservationists have criticized the hydroelectric facilities for their impact on the ecology of the North Umpqua River watershed. [6] [7] Particular focus has been placed on the Soda Springs Dam, which restricts salmon and steelhead from swimming to spawning grounds upstream. A fish ladder allowing them upstream passage was completed in 2012 at a cost of $60 million. [8] [9] [10]
The Columbia River is the largest river in the Pacific Northwest region of North America. The river forms in the Rocky Mountains of British Columbia, Canada. It flows northwest and then south into the U.S. state of Washington, then turns west to form most of the border between Washington and the state of Oregon before emptying into the Pacific Ocean. The river is 1,243 mi (2,000 km) long, and its largest tributary is the Snake River. Its drainage basin is roughly the size of France and extends into seven states of the United States and one Canadian province. The fourth-largest river in the United States by flow, the Columbia has the greatest flow of any river into the eastern Pacific.
The Snake River is a major river in the interior Pacific Northwest region of the United States. About 1,080 miles (1,740 km) long, it is the largest tributary of the Columbia River, which is the largest North American river that empties into the Pacific Ocean. Beginning in Yellowstone National Park, western Wyoming, it flows across the arid Snake River Plain of southern Idaho, the rugged Hells Canyon on the borders of Idaho, Oregon and Washington, and finally the rolling Palouse Hills of southeast Washington. It joins the Columbia River just downstream from the Tri-Cities, Washington, in the southern Columbia Basin.
Wells Dam is a hydroelectric embankment dam located on the Columbia River, downstream from the confluence of the Okanogan River, Methow River, and the Columbia River in Washington state. The dam, associated structures, and machinery make up the Wells Hydroelectric Project. It is owned and operated by Douglas County Public Utility District.
Bonneville Lock and Dam consists of several run-of-the-river dam structures that together complete a span of the Columbia River between the U.S. states of Oregon and Washington at River Mile 146.1. The dam is located 40 miles (64 km) east of Portland, Oregon, in the Columbia River Gorge. The primary functions of Bonneville Lock and Dam are electrical power generation and river navigation. The dam was built and is managed by the United States Army Corps of Engineers. At the time of its construction in the 1930s it was the largest water impoundment project of its type in the nation, able to withstand flooding on an unprecedented scale. Electrical power generated at Bonneville is distributed by the Bonneville Power Administration. Bonneville Dam is named for Army Capt. Benjamin Bonneville, an early explorer credited with charting much of the Oregon Trail. The Bonneville Dam Historic District was designated a National Historic Landmark District in 1987.
The Klamath River is a 257-mile (414 km) long river in southern Oregon and northern California. Beginning near Klamath Falls in the Oregon high desert, it flows west through the Cascade Range and Klamath Mountains before reaching the temperate rainforest of California's North Coast, where it empties into the Pacific Ocean. The Klamath River is the third-largest salmon and steelhead producing river on the west coast of the contiguous United States. The river's watershed – the Klamath Basin – encompasses more than 15,000 square miles (39,000 km2), and is known for its biodiverse forests, large areas of designated wilderness, and freshwater marshes that provide key migratory bird habitat.
The Rogue River in southwestern Oregon in the United States flows about 215 miles (346 km) in a generally westward direction from the Cascade Range to the Pacific Ocean. Known for its salmon runs, whitewater rafting, and rugged scenery, it was one of the original eight rivers named in the Wild and Scenic Rivers Act of 1968. Beginning near Crater Lake, which occupies the caldera left by the explosive volcanic eruption and collapse of Mount Mazama, the river flows through the geologically young High Cascades and the older Western Cascades, another volcanic province. Further west, the river passes through multiple exotic terranes of the more ancient Klamath Mountains. In the Kalmiopsis Wilderness section of the Rogue basin are some of the world's best examples of rocks that form the Earth's mantle. Near the mouth of the river, the only dinosaur fragments ever discovered in Oregon were found in the Otter Point Formation, along the coast of Curry County.
McNary Dam is a 1.4-mile (2.2-km) long concrete gravity run-of-the-river dam which spans the Columbia River. It joins Umatilla County, Oregon with Benton County, Washington, 292 miles (470 km) upriver from the mouth of the Columbia. It is operated by the U.S. Army Corps of Engineers' McNary Lock and Dam office. The dam is located a mile (2 km) east of the town of Umatilla, Oregon, and 8 miles (13 km) north of Hermiston, Oregon. The dam was originally planned to be named Umatilla Dam, but the Flood Control Act of 1945 renamed the dam in honor of Senator Charles L. McNary of Oregon, who had died in February 1944.
The North Umpqua River is a tributary of the Umpqua River, about 106 miles (171 km) long, in southwestern Oregon in the United States. It drains a scenic and rugged area of the Cascade Range southeast of Eugene, flowing through steep canyons and surrounded by large Douglas-fir forests. Renowned for its emerald green waters, it is considered one of the best fly fishing streams in the Pacific Northwest for anadromous fish.
Toketee Falls is a waterfall in Douglas County, Oregon, United States, on the North Umpqua River at its confluence with the Clearwater River. It is located approximately 58 miles (93 km) east of Roseburg near Oregon Route 138. Toketee, is a Chinook Jargon word meaning "pretty" or "graceful". The falls was officially named by a United States Board on Geographic Names decision in 1916, over alternate names Ireland Falls and Toketie Falls.
The Link River Dam is a concrete gravity dam on the Link River in the city of Klamath Falls, Oregon, United States. It was built in 1921 by the California Oregon Power Company (COPCO), the predecessor of PacifiCorp, which continues to operate the dam. The dam is owned by the U.S. Bureau of Reclamation.
The Klamath Project is a water-management project developed by the United States Bureau of Reclamation to supply farmers with irrigation water and farmland in the Klamath Basin. The project also supplies water to the Tule Lake National Wildlife Refuge, and the Lower Klamath National Wildlife Refuge. The project was one of the first to be developed by the Reclamation Service, which later became the Bureau of Reclamation.
Condit Hydroelectric Project was a development on the White Salmon River in the U.S. state of Washington. It was completed in 1913 to provide electrical power for local industry, and is listed in the National Register of Historic Places as an engineering and architecture landmark.
The Klamath Basin is the region in the U.S. states of Oregon and California drained by the Klamath River. It contains most of Klamath County and parts of Lake and Jackson counties in Oregon, and parts of Del Norte, Humboldt, Modoc, Siskiyou, and Trinity counties in California. The 15,751-square-mile (40,790 km2) drainage basin is 35% in Oregon and 65% in California. In Oregon, the watershed typically lies east of the Cascade Range, while California contains most of the river's segment that passes through the mountains. In the Oregon-far northern California segment of the river, the watershed is semi-desert at lower elevations and dry alpine in the upper elevations. In the western part of the basin, in California, however, the climate is more of temperate rainforest, and the Trinity River watershed consists of a more typical alpine climate.
Edwards Dam was a hydroelectric dam on the Kennebec River in the U.S. state of Maine. It was located in Augusta, Maine, about 40 miles (64 km) upstream from the Atlantic Ocean. Built in 1837 of timber and concrete, it was 917 feet (280 m) long and 24 feet (7.3 m) high. It is most famous for its removal in 1999, the first removal of a hydroelectric dam by the government against the wishes of the dam owner.
Lemolo Lake is a small lake and reservoir in Douglas County, Oregon in the Umpqua National Forest 30 miles (48 km) north of Crater Lake National Park, on the North Umpqua River. It is part of the Diamond Lake Ranger district, and is administered by the United States Forest Service.
Iron Gate Dam was an earthfill hydroelectric dam on the Klamath River in northern California, outside Hornbrook, California, that opened in 1964. The dam blocked the Klamath River to create the Iron Gate Lake Reservoir. It was the lowermost of a series of power dams on the river, the Klamath River Hydroelectric Project, operated by PacifiCorp. It also posed the first barrier to migrating salmon in the Klamath. The Iron Gate Fish Hatchery was placed just after the dam, hatching salmon and steelhead that were released back into the river.
Copco Lake was an artificial lake on the Klamath River in Siskiyou County, California, near the Oregon border. The lake's waters were impounded by the Copco Number 1 Dam, which was completed in 1922 as part of the Klamath River Hydroelectric Project.
John C. Boyle Reservoir was an artificial impoundment behind John C. Boyle Dam on the Klamath River in the U.S. state of Oregon. The lake was 16 miles (26 km) west-southwest of Klamath Falls along Oregon Route 66.

Un-Dam the Klamath (#UnDamtheKlamath) is a social movement in the United States to remove the dams on the Klamath River primarily because they obstruct salmon, steelhead, and other species of fish from accessing the upper basin which provides hundreds of miles of spawning habitat. The dams have also significantly harmed Native American communities such as the Hupa, Karuk, Klamath, and Yurok. Four hydroelectric dams on the Klamath River in California and Oregon are being advocated for removal.
PacifiCorp owns and operates the North Umpqua Hydroelectric Project, FERC No. 1927, under a federal license issued on January 30, 1947. The initial license was issued for a period of 50 years, and expired on January 30, 1997.
