OPCON, or more fully the Operational Control Command Control and Information System (OPCON CCIS) was a long term computer project run by the Ministry of Defence in the United Kingdom.

It started to be developed in 1974, [1] and was initially used operationally as a proof of concept (OPCON PILOT) system for the Royal Navy during Operation Corporate (the Falklands War), and evolved into a wider, "Joint" use when declared Operational in 1986.

The Commander-in-Chief Fleet (CINCFLEET) was the Admiral responsible for the operation, resourcing and training of the ships, submarines and aircraft, and personnel, of the British Royal Navy from 1971 until April 2012. The post was subordinate to the First Sea Lord, the professional head of the Naval Service. In April 2012, the role was downgraded from admiral to three-star vice admiral. The replacement post was re-designated Fleet Commander and Deputy Chief of Naval Staff.

The OC-135B Open Skies United States Air Force observation aircraft supports the Treaty on Open Skies. The aircraft, a modified WC-135B, flies unarmed observation flights over participating parties of the treaty. Three OC-135B aircraft were modified by the Aeronautical Systems Center's 4950th Test Wing at Wright-Patterson Air Force Base in Ohio. The first operationally-capable OC-135B was assigned to the 24th Reconnaissance Squadron at Offutt AFB in October 1993. It is now fitted with a basic set of navigational and sensor equipment, and was placed in inviolate storage at the Aerospace Maintenance and Regeneration Center at Davis-Monthan Air Force Base near Tucson, Arizona in 1997. Two fully operational OC-135B aircraft were delivered in 1996 with the full complement of treaty-allowed sensors, which includes an infrared line scanner, synthetic aperture radar and video scanning sensors.
