Oakdale Dump

The Oakdale Dump is an Environmental Protection Agency Superfund site located in Oakdale, Minnesota, and comprises three non-contiguous properties that were used for dumping from the late 1940s until the 1950s by the 3M corporation. The properties are named the Abresch, Brockman, and Eberle sites for their respective property owners at the time of disposal activities. The Abresch site is the largest of the three properties at about 55 acres. The Brockman site is located immediately southwest of the Abresch site and encompasses 5 acres. The Eberle site is located roughly 2,500 feet north of the Abresch site and encompasses 2 acres. [1]

The Minnesota Pollution Control Agency (MPCA) investigated the three properties in 1980. Analysis of waste samples indicated that a variety of hazardous substances, particularly volatile organic compounds (VOCs), had been disposed in trenches at the Abresch and Brockman sites. Soil sampling at the Eberle site revealed a small amount of heavy metal contaminants.

The U.S. Environmental Protection Agency (EPA) placed the Oakdale Dump site on the Superfund National Priorities List on September 8, 1983. [1]

Threats and contaminants

A variety of hazardous substances, including VOCs such as isopropyl ether (IPE) and benzene, were disposed at the three sites. Soil sampling at the Eberle site revealed minimal heavy metals contamination. Analysis of residential well water revealed that nine shallow wells were contaminated with hazardous substances.

In 2007 3M signed an agreement with the MPCA to address perfluorinated compound (PFC) contamination, since PFCs are not listed as hazardous substances by Superfund law the EPA was not a signatory. [2]

Cleanup progress

In September 1982, the Minnesota Mining and Manufacturing Company (3M) conducted excavation tests in the trenches at the Abresch site and buried drum stockpiles were identified. 3M commissioned a surface cleanup of wastes at the Abresch site beginning in the winter of 1983. During the excavation activities, a total of 11,500 cubic yards of waste material was removed including 4,200 empty drums, 8,700 empty 5-gallon pails, 4,660 cubic yards of contaminated soil, and 15 intact containers that were over-packed. [3] Most of the waste, 11,800 tons, was transported to the 3M Chemolite incinerator in Cottage Grove, Minnesota. An additional 6,500 tons of excavated waste containing more than 50 parts per million (ppm) of polychlorinated biphenyls (PCBs) were transported to a hazardous waste landfill for disposal. Excavated soils with low levels of contamination were treated on-site utilizing construction aeration pads. Approximately 173,000 gallons of contaminated water was collected during excavation activities and transported for treatment at the 3M Chemolite facility. [2]

Abandonment of multi-aquifer wells was completed in 1984. There had previously been 44 multi-aquifer wells identified within the groundwater plume. Of these 44 wells, 39 were abandoned, 3 were added to the monitoring well network, and 2 were found to be single aquifer wells completed within an unaffected aquifer. Wells were abandoned in accordance with the Minnesota Department of Health Water Well Construction Code. [2]

EPA completed the first five-year review at the site in March 1993 and MPCA completed the second five-year review in March 1998. The third five-year review, completed by EPA in April 2004, found that the groundwater remedy was removing VOCs from the glacial drift and was controlling plume migration. In 2009, MPCA completed the fourth five-year review which found that the remedy is functioning as intended and is protective of human health and the environment in the short term. Long-term protectiveness will be ensured once institutional controls are in place. [2]

Property reuse

The 2-acre Eberle site has since been redeveloped as a city park, the 5-acre Brockman site has been partially redeveloped for commercial use while the most heavily polluted property, the 55-acre Abresch site is still undeveloped and undergoing cleanup. [4]

The state first became aware of the pollution in 1962 and initiated legal action against the owners in 1973 to force them to cleanup the site. The Environmental Protection Agency (EPA) ranked the site the eighth worst cleanup project in the United States. The site was added to the National Priorities List in 1983 and designated as a Superfund cleanup site in the early 1990s. Remediation and monitoring efforts are ongoing and the EPA transferred control of the site to the Pennsylvania Department of Environmental Protection in 2013.

Wade Dump was a rubber recycling facility and illegal industrial waste storage and disposal facility in Chester, Pennsylvania. It was located at 1 Flower Street on the western bank of the Delaware River just north of the Commodore Barry Bridge.

The Omega Chemical Corporation was a refrigerant and solvent recycling company that operated from 1976 to 1991 in Whittier, California. Due to improper waste handling and removal, the soil and groundwater beneath the property became contaminated and the area is now referred to as the Omega Chemical Superfund Site. Cleanup of the site began in 1995 with the removal of hazardous waste receptacles and a multimillion-dollar soil vaporization detoxifying system.

The Del Amo Superfund Site is located in southern Los Angeles County between the cities of Torrance and Carson. It is a U.S. EPA Region 9 Superfund Site. The waste-disposal site of a rubber manufacturer is one of 94 Superfund Sites in California as of November 29, 2010.

The Arrowhead Refinery Superfund site is a 10-acre former waste oil recycling facility, located in Hermantown, Minnesota, within a white cedar wetland. The refining process generated a waste stream of highly acidic, metal-laden sludge which was disposed of in an unlined two-acre lagoon on the site and waste process water which was discharged into a wastewater ditch in a wetland area. Arrowhead Refining Company incorporated in 1961 and continued the re-refining activities until 1977. A public health risk assessment stated that if no action was taken to remedy the site, use or development of the site would result in unacceptable health effects on user populations. It was also determined that there was a future potential exposure risk for offsite drinking water wells across the road from the site and in the pathway of the contaminated groundwater plume. The record of decision (ROD) was issued in September 1986.

The FMC Corporation (Fridley Plant) is a United States Environmental Protection Agency Superfund site of 18 acres (7.3 ha) in Anoka County, Minnesota, United States, several hundred feet east of the Mississippi River. Solvents, paint sludge, and plating wastes were generated and disposed of in an on-site dump from the 1940s until 1969. Minnesota Pollution Control Agency (MPCA) staff sampled site surface and groundwater in the early 1980s and confirmed that ground and surface water were contaminated by industrial solvents. In the 1980s, solvents from the site were detected in the city of Minneapolis drinking water system intake that is located downgradient of where the FMC site groundwater contaminant plume enters the river.

The 70-acre Burlington Northern is a former railroad tie treatment plant by Burlington Northern Railroad in northern Minnesota, USA. The unlined creosote and fuel oil lagoons, which had been used to treat the ties contaminated groundwater. In 1985, the site was listed as a United States Environmental Protection Agency (EPA) Superfund. Contaminated soils were excavated and capped and a groundwater gradient pump -out well is in place.

The Freeway Sanitary Landfill is a United States Environmental Protection Agency Superfund site that covers 140 acres (57 ha) in Burnsville, Minnesota. In 1971 the Minnesota Pollution Control Agency (MCPA) licensed the landfill to accept 1,920 acre-feet (2,370,000 m3) of household, commercial, demolition, and nonhazardous industrial wastes. The state permit prohibited the disposal of liquids and hazardous wastes; however, heavy metals, acids, and bases were accepted by the landfill from local industries. The landfill also accepted 200 cubic yards (150 m3) of battery casings and 448 short tons (406,000 kg) of aluminum sweat furnace slag. Overall, the landfill contains nearly 5,000,000 cubic yards (3,800,000 m3) of waste. The waste is covered by a low permeability soil cover.

The Ashland/Northern States Power Lakefront Superfund site is a contaminated region of the Wisconsin shoreline of Lake Superior that is being studied for remediation by Northern States Power Wisconsin (NSPW), as well as the Environmental Protection Agency (EPA), the Wisconsin Department of Natural Resources (WDNR). This site has held a manufactured gas plant from 1845 to 1947, as well as lumber manufacturing and treatment mills for four decades at the start of the 20th century, railcar loading facilities, and a municipal landfill. Additionally, a wastewater treatment plant is located on the premises, but is not in operation. Contamination of the site is currently believed to have been caused by all the parties mentioned above, or former owners of the property whose companies are no longer in business. The area is listed as a Superfund site by the EPA under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Releases of hazardous substances occurred onshore and migrated into sediment in Chequamagon Bay on Lake Superior.

The Waste Disposal Inc. Superfund site is an oil-related contaminated site in the highly industrialized city of Santa Fe Springs in Los Angeles County, California. It is approximately 38 acres (15 ha), with St Paul's high school immediately adjacent to the northeast corner of the site. Approximately 15,000 residents of Santa Fe Springs obtain drinking water from wells within three miles (4.8 km) of the site.

The A.O. Polymer manufacturing site is located in Sparta Township, New Jersey. This facility created special polymers, plastics, and resins. It was also used for reclaiming spent solvents. The facility's poor waste handling led to serious contamination of the ground. It also contaminated the water in the ground with volatile organic compounds. The site has been a threat to the Allentown aquifer, which provides drinking water to over 5,000 people. Initial clean ups started with getting rid of old drums and contaminants from their original disposal area. The company took them and decided to dispose of them elsewhere, thus not fixing the problem. Primary cleanups of the site were ongoing as of 2008. The EPA has been using water pumps to remove contaminants from the water in the ground. A soil extraction system has been put at their disposal to remove harmful contamination within the soil as well. All wells in the affected areas have been closed.

Emmell's Septic Landfill (ESL) is located at 128 Zurich Ave, Galloway Township, New Jersey and takes up about 38 acres of space. The landfill was in operation from 1967 until 1979. ESL disposed of liquid and solid waste including many chemicals such as volatile organic compounds (VOCs), Polychlorinated Biphenyls (PCBs), Trichloroethene and Vinyl chloride which all had their own effect on the environment and community. These chemicals affected the groundwater required millions of dollars to reconstruct the groundwater pathways and provide clean water to residents. The landfill holds a Hazardous Ranking Score of a 50/100, qualifying for the Superfund National Priority List. In August 1999, the state acknowledged the site's contamination and held town meetings and provided research upon the site such as groundwater samples. In July 1997, a sitewide investigation was called upon by the United States Environmental Protection Agency. In total the clean up was estimated to cost $5 million to fund this superfund site, and a grant of $3.9 million was given by the Federal Government under the Recovery Act Funding (Previti). Today, the project is still ongoing however, greatly improved since the landfill was discovered.

Bog Creek Farm, located in Howell Township, New Jersey, is a designated Environmental Protection Agency (EPA) Superfund site. Lying on 12 acres of land, Bog Creek Farm is home to several hazardous and life-threatening contamination beginning in 1973 and continuing for a year. Over a decade later, actions began to take place to clean and restore the contaminated soil and water. Bog Creek Farm is situated near several other farms that house horses, growing crops and flowers, and livestock. Less than a mile down the road lies Allaire State Park, a park used by golfers, hunters, and fisherman.

The Horseshoe Road Complex Superfund Site in Sayreville, New Jersey is a 12-acre property located near the Raritan River. The industrial site has been out of operation since the early 1980s after a fire revealed 70 drums containing silver cyanide, ethyl acetate, and acetonitrile. The drums caught the attention of the Environmental Protection Agency (EPA) and by 1995 the Horseshoe Road Complex was on the National Priorities List. The site had three areas consisting of the Atlantic Development Corporation (ADC), Horseshoe Road Drum Dump, and Sayreville Pesticide Dump. The neighboring Atlantic Resources Corporation, the location for precious metal recovery, is addressed with the Horseshoe Road Complex (HRC) site due to the intermixing of chemical contamination. The on-site contamination is not an immediate threat to the surrounding community, although prolonged or repeated exposure to the site itself, will result in health effects. The HRC Superfund site is now in its final steps of cleanup in accordance to the EPA's plan.

The White Chemical Corporation Superfund site is 4.4 acres of contaminated industrial land in Newark, New Jersey, about a half mile away from Newark Airport. The Newark site operated from 1983 to July 1990, selling small amounts of chemicals. Some of the chemicals sold there were Trichloroethylene and 1-2-Dichloroethane. These chemicals were being improperly stored and leaked into the soil and groundwater. The EPA placed the property on the National Priorities List (NPL) in 1991, declaring it a Superfund site.

The Dorado Ground Water Contamination Site is one of 18 sites listed on the EPA’s National Priorities List in Puerto Rico, a territory of the United States, identified as posing a risk to human health and/or the environment because of a contamination plume in the underlying karst aquifer. Located in north-central Puerto Rico, 20 mi (32 km) to the west of the capital city, San Juan, the Dorado Ground Water Contamination site is located within the Maguayo and Dorado Urbano public water systems, and is the source of drinking water for more than 67,000 people. This site first came under scrutiny by officials in the 1980s and it was officially added to the EPA's Superfund list on September 9, 2016. The EPA is in the process of examining the precise extent and location of this contaminated groundwater plume and, at this time, the contaminants cannot be attributed to any specific source. In the wake of Hurricane Maria, the site has come under increased scrutiny because locals desperate for a source of safe drinking water have been using wells on the superfund site.

This timeline of events related to per- and polyfluoroalkyl substances (PFASs) includes events related to the discovery, development, manufacture, marketing, uses, concerns, litigation, regulation, and legislation, involving the human-made PFASs. The timeline focuses on some perfluorinated compounds, particularly perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS) and on the companies that manufactured and marketed them, mainly DuPont and 3M. An example of PFAS is the fluorinated polymer polytetrafluoroethylene (PTFE), which has been produced and marketed by DuPont under its trademark Teflon. GenX chemicals and perfluorobutanesulfonic acid (PFBS) are organofluorine chemicals used as a replacement for PFOA and PFOS.

From the 1950s through the early 2000s, 3M disposed of per- and polyfluoroalkyl substances produced during the manufacturing process of various industrial products in four dumping sites in Minnesota. These chemicals have contaminated the groundwater of over 170,000 residents of the Twin Cities East Metro Area, culminating in an $850 million settlement with the State of Minnesota in 2018.
