Official numbers are ship identifier numbers assigned to merchant ships by their country of registration. Each country developed its own official numbering system, some on a national and some on a port-by-port basis, and the formats have sometimes changed over time. As an internationally recognized ship identifier, national official numbers have been superseded by the IMO ship identification number, though flag states still use national systems, which also cover those vessels not subject to the IMO regulations.
Beginning in 1855, with the implementation of the Merchant Shipping Act 1854, all British seagoing vessels were assigned an official number to give each ship a unique identity, even after being renamed or changing the port of registry. [1]
After the passage of legislation in the United States Congress in 1866, all American ships were required to carve the official number on the main beam; the system was controlled by the Bureau of Statistics. [2] [3]
Maritime transport and hydraulic effluvial transport, or more generally waterborne transport, is the transport of people (passengers) or goods (cargo) via waterways. Freight transport by sea has been widely used throughout recorded history. The advent of aviation has diminished the importance of sea travel for passengers, though it is still popular for short trips and pleasure cruises. Transport by water is cheaper than transport by air, despite fluctuating exchange rates and a fee placed on top of freighting charges for carrier companies known as the currency adjustment factor. Maritime transport accounts for roughly 80% of international trade, according to UNCTAD in 2020.
The United States Merchant Marine refers to either United States civilian mariners, or to U.S. civilian and federally owned merchant vessels. Both the civilian mariners and the merchant vessels are managed by a combination of the government and private sectors, and engage in commerce or transportation of goods and services in and out of the navigable waters of the United States. The Merchant Marine primarily transports cargo and passengers during peacetime; in times of war, the Merchant Marine can be an auxiliary to the United States Navy, and can be called upon to deliver military personnel and materiel for the military. Merchant Marine officers may also be commissioned as military officers by the Department of Defense. This is commonly achieved by commissioning unlimited tonnage Merchant Marine officers as Strategic Sealift Officers in the United States Navy Reserve.
The International Regulations for Preventing Collisions at Sea 1972 (COLREGs) are published by the International Maritime Organization (IMO) and set out, among other things, the "rules of the road" or navigation rules to be followed by ships and other vessels at sea to prevent collisions between two or more vessels. COLREGs can also refer to the specific political line that divides inland waterways, which are subject to their own navigation rules, and coastal waterways which are subject to international navigation rules. The COLREGs are derived from a multilateral treaty called the Convention on the International Regulations for Preventing Collisions at Sea.
The International Convention for the Safety of Life at Sea (SOLAS) is an international maritime treaty that sets minimum safety standards in the construction, equipment and operation of merchant ships. The convention requires signatory flag states to ensure that ships flagged by them comply with at least these standards.
The Merchant Marine Act of 1920 is a United States federal statute that provides for the promotion and maintenance of the American merchant marine. Among other purposes, the law regulates maritime commerce in U.S. waters and between U.S. ports. Section 27 of the Merchant Marine Act is known as the Jones Act and deals with cabotage. It requires that all goods transported by water between U.S. ports be carried on ships that have been constructed in the United States and that fly the U.S. flag, are owned by U.S. citizens, and are crewed by U.S. citizens and U.S. permanent residents. The act was introduced by Senator Wesley Jones. The law also defines certain seaman's rights.
The Bureau of Navigation, later the Bureau of Navigation and Steamboat Inspection and finally the Bureau of Marine Inspection and Navigation — not to be confused with the United States Navy's Bureau of Navigation — was an agency of the United States Government established in 1884 to enforce laws relating to the construction, equipment, operation, inspection, safety, and documentation of merchant vessels. The bureau also investigated marine accidents and casualties; collected tonnage taxes and other navigation fees; and examined, certified, and licensed merchant mariners.
SS Cotopaxi was an Emergency Fleet Corporation (EFC) Design 1060 bulk carrier built for the United States Shipping Board (USSB) under the World War I emergency shipbuilding program. The ship, launched 15 November 1918, was named after the Cotopaxi stratovolcano of Ecuador. The ship arrived in Boston, 22 December 1918, to begin operations for the USSB, through 23 December 1919, when Cotopaxi was delivered to the Clinchfield Navigation Company under terms of sale.

The flag state of a merchant vessel is the jurisdiction under whose laws the vessel is registered or licensed, and is deemed the nationality of the vessel. A merchant vessel must be registered and can only be registered in one jurisdiction, but may change the register in which it is registered. The flag state has the authority and responsibility to enforce regulations over vessels registered under its flag, including those relating to inspection, certification, and issuance of safety and pollution prevention documents. As a ship operates under the laws of its flag state, these laws are applicable if the ship is involved in an admiralty case.
A sea captain, ship's captain, captain, master, or shipmaster, is a high-grade licensed mariner who holds ultimate command and responsibility of a merchant vessel. The captain is responsible for the safe and efficient operation of the ship, including its seaworthiness, safety and security, cargo operations, navigation, crew management, and legal compliance, and for the persons and cargo on board.
The Steamboat Inspection Service was a United States agency created in 1871 to safeguard lives and property at sea. It merged with the Bureau of Navigation in 1932 to form the Bureau of Navigation and Steamboat Inspection which, in 1936, was reorganized into the Bureau of Marine Inspection and Navigation, which in turn came under the control of the United States Coast Guard in 1942 and was abolished, with its functions transferred to the Coast Guard, in 1946.
A merchant navy or merchant marine is the fleet of merchant vessels that are registered in a specific country. On merchant vessels, seafarers of various ranks and sometimes members of maritime trade unions are required by the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW) to carry Merchant Mariner's Documents.
Sector Commander is the position title of the commanding officer of a United States Coast Guard Sector, usually of the rank of Captain (O-6). The Sector Commander's second-in-command is the Deputy Sector Commander. Also reporting directly to the Sector Commander are the Command Master Chief (CMC), the Senior Reserve Officer, and the Sector's Auxiliary Coordinator.
The International Maritime Organization (IMO) number is a type of hull number, used as a unique identifier for ships. IMO numbers were introduced to improve maritime safety and reduce fraud and pollution, under the International Convention for the Safety of Life at Sea (SOLAS). Similar numbers are applied to registered shipowners and management companies.
e-Navigation is a strategy developed by the International Maritime Organization (IMO), a UN specialized agency, to l shipping through better organization of data on ships and on shore, and better data exchange and communication between ships and the ship and shore. The concept was launched when maritime authorities from seven nations requested the IMO’s Maritime Safety Committee to add the development of an e-navigation strategy to the work programs of the IMO's NAV and COMSAR sub-committees. Working groups in three sub-committees and an intersessional correspondence group, led by Norway, has subsequently developed a Strategy Implementation Plan (SIP). Member states of IMO and a number of Intergovernmental and non-governmental organisations have contributed to the work, including the International Hydrographic Organization (IHO), Comité International Radio-Maritime (CIRM), the International Association of Lighthouse Authorities (IALA), the International Chamber of Shipping (ICS), the Baltic and International Maritime Council (BIMCO) and the International Electrotechnical Commission (IEC)
Charles H. Marshall was a 1683-ton packet ship built by William H. Webb in 1869. Charles H. Marshall was the last packet designed and built for the Black Ball Line. It was also the last packet, and the last full-rigged ship, built in New York.
Alert was a sternwheeler steamboat which operated on the Willamette River, in Oregon, United States, from 1865 to 1875. Originally built for and owned by the Willamette Steam Navigation Co., it was soon acquired by the People's Transportation Company, a steamboat line which held a near-monopoly on Willamette River transportation. This vessel was rebuilt in 1871, and ran until 1875, when it was dismantled.
A ship identifier refers to one of several types of identifiers used for maritime vessels. An identifier may be a proper noun ; a proper noun combined with a standardized prefix based on the type of ship ; a serial code; a unique, alphanumeric ID ; or an alphanumeric ID displayed in international signal flags. Some identifiers are permanent for a ship while others may be changed at the owners' discretion although regulatory agencies will need to approve the change. Modern ships will usually have several identifiers.
