Albania currently has no Open Access policy. The Draft Law for Science, published in July 2023, mandates that all publicly (co-)funded research should be openly accessible and reusable. [1] The law is currently in the consultation phase. [2]
Scopus data from November 2023 show that out of a total of 4,043 publications by Albanian authors in Open Access, 1,918 are in Gold (47%) and 2,470 publications are in Green (61%). Given the low access to databases by Albanian institutions and the lack of institutional support to publish in OA (due to fees), these OA publications are an outcome of the international collaborations Albanian researchers have. Aleksandër Gabriel Meksi is an Albanian archaeologist and politician who served as the 28th Prime Minister of Albania from April 13, 1992, to March 11, 1997. A former archaeologist, he was the first person to be prime minister of Albania after the end of communist rule. Meksi was a member of the Democratic Party of Albania and took office at the same time as President Sali Berisha, who also belonged to that party. Before entering politics, Meksi was a researcher and restorer of monuments of medieval architecture.
Aleksandër Moisiu University of Durrës, also Aleksandër Moisiu University or University of Durrës, is the newest public academic institution of the Republic of Albania. The University is located in the ancient city of Durrës. The university was founded on 20 December 2005 by the Albanian Government. It was inaugurated in 2006 and is using the American system of education, unlike the rest of the public universities in the country. More than 1,300 students started classes as of 2 October 2006. University of Durrës took its name from Austrian-Italian actor Aleksandër Moisiu, who was of Albanian descent. The rector is Kseanela Sotirofski.

Frashër is a village and a former municipality in the Gjirokastër County, southern Albania. At the 2015 local government reform it became a subdivision of the municipality Përmet.
